Against Meritocracy AGAINST MERITOCRACY Meritocracy today involves the idea that whatever your social position at birth, society ought to offer enough opportunity and mobility for ‘talent’ to combine with ‘effort’ in order to ‘rise to the top’. This idea is one of the most prevalent social and cultural tropes of our time, as palpable in the speeches of politicians as in popular culture. In this book Jo Littler argues that meritocracy is the key cultural means of legitimation for contemporary neo- liberal culture – and that whilst it promises opportunity, it in fact creates new forms of social division. Against Meritocracy is split into two parts. Part I explores the genealogies of meritocracy within social theory, political discourse and working cultures. It traces the dramatic U-turn in meritocracy’s meaning, from socialist slur to a contemporary ideal of how a society should be organised. Part II uses a series of case studies to analyse the cultural pull of popular ‘parables of progress’, from reality TV to the super-rich and celebrity CEOs, from social media controversies to the rise of the ‘mumpreneur’. Paying special attention to the role of gender, ‘race’ and class, this book provides new conceptualisations of the meaning of meritocracy in contemporary culture and society. As an under- graduate they were evidence that these authors were indeed living, breathing, feeling people with lives. They offered slivers of insight into what the existence of this strange breed called academics might actually be like. Plus! they seemed to be one of the few ways to find out something of how these books actually got written. My all-time favourite academic preface is in Alan Sinfield’s book Faultlines (Oxford: Clarendon Press, 1992), where he dissects this miniature paratextual genre with arch wisdom (‘we might’,he writes, ‘call it the higher gossip’). Noting that, at least these days, fewer prefaces end with ‘the ultimate solecism: thanking the wife for typing it all’, Sinfield thanks his male partner and concludes with a flourish: ‘Oh, and I typed it myself.’ I cannot match Alan Sinfield’s sardonic prowess and only occasionally stray into the confessional. However, I share the sense that it is useful to expose a little of the process involved in writing, in order to dramatise the palpable fact that books are not the singular product of the name on the spine but the result of multiple apparatuses and flows of communication (although I also typed it myself). There are many thanks to give – indeed, given the nature of interdependent relationality, infinite thanks – but I’ll try and keep it brief.     Managing Meritocracy in Clientelistic Democracies∗ Sarah Brierleyy Washington University in St Louis May 8, 2018 Abstract Competitive recruitment for certain public-sector positions can co-exist with partisan hiring for others. Menial positions are valuable for sustaining party machines. Manipulating profes- sional positions, on the other hand, can undermine the functioning of the state. Accordingly, politicians will interfere in hiring partisans to menial position but select professional bureau- crats on meritocratic criteria. I test my argument using novel bureaucrat-level data from Ghana (N=18,778) and leverage an exogenous change in the governing party to investigate hiring pat- terns. The results suggest that partisan bias is confined to menial jobs. The question is fundamental, as merit-based rewards and promotion of politicians are the cornerstones of key authoritarian regimes such as China. Yet the grave dilemmas in bureaucratic governance are also well recognized. The three essays of the dissertation elaborate on the various solutions to these dilemmas, as well as problems associated with these solutions. Methodologically, the disser- tation utilizes a combination of economic modeling, original data collection, and empirical analysis. The first chapter investigates the puzzle why entrepreneurs invest actively in many autoc- racies where unconstrained politicians may heavily expropriate the entrepreneurs. With a game-theoretical model, I investigate how to constrain politicians through rotation of local politicians and meritocratic evaluation of politicians based on economic growth. The key finding is that, although rotation or merit-based evaluation alone actually makes the holdup problem even worse, it is exactly their combination that can form a credible constraint on politicians to solve the hold-up problem and thus encourages private investment.

She explains the Labour leader must engage with all groups that have historically made up the party, while his rhetoric should focus more on policies that resonate with the public. Doing so will require a stronger vision of what he means by ‘new politics’ and, crucially, a better communications strategy. By Westminster standards Labour’s shadow cabinet reshuffle was ‘shambolic’ and had the key ingredients of a ‘pantomime’. At least, it was in those terms that it was described by a large number of Labour politicians and Westminster watchers. It certainly wasn’t slick, or edifying. Taking the best of a week to complete a modest shadow cabinet reshuffle was revealing of the limited authority the leader Jeremy Corbyn has over the Parliamentary Labour Party (PLP). Against the wishes of the Labour leader, the Shadow Foreign Secretary Hilary Benn and the Shadow Chief Whip Rosie Winterton kept their posts. However, Corbyn was able to assert his authority in other ways. He moved the pro-Trident Maria Eagle from Defence and appointed the anti-Trident Emily Thornberry to the post. He also imposed some ground rules on Hillary Benn and got rid of Michael Dugher and Pat McFadden on the grounds of disloyalty.

    Course on The European Union and the Politics of Migration European Studies, The University of Toronto, 2019 Author: Wai Chan How British media portrayed migration from the EU in the context of Brexit Abstract: In this paper, I explore how British media portray immigration from the EU and how that relates to the Brexit decision. I base my arguments from a range of empirical research that analyzed British media’s portrayal of EU immigration prior to the Brexit vote. In the first part, I analyze how British media portrayed the facts of immigration. In the second half, I analyze how British media interpreted implications of EU immigration. I found that British media plays more than a passive role in presenting facts and viewpoints in the Brexit debate, but is active in shaping facts, selectively reporting on the immigration issue and imposing its own analytical frames in explaining the implications of immigration. British media highlighted the massive scale and negative consequences of EU immigration. It most often presents EU immigrants as abusing British welfare system and the EU as eroding British sovereignty. Understanding how the British media influenced public understanding and opinion about EU immigration in relation to British people’s decision to leave the EU has can reveal how the media interacts with public opinion and political reality more generally and will be insightful for future political campaigns. Introduction Background Britons voted in a referendum on June 23rd, 2016 to leave the EU (May, 2017). The decision came as a surprise as many polls prior to the referendum predicted a remain vote (May, 2017).

As the first opportunity to say yes presents itself, Carl hesitantly utters the three-letter word, setting the stage for a domino effect of good rewards, and giving Carrey a platform to show off his comic chops. But over time Carl realizes that saying yes to everything indiscriminately can reap results as complicated and messy as his life had become when saying "no" was his norm. The always-quirky Zooey Deschanel adds her signature charm as Carl's love interest, Allison. An unlikely match at first glance, the pair actually develop great chemistry as the story progresses, the actors play- ing off each other's different styles of humor. Rhys Darby also shines as Carl's loveable but clueless boss, and That 70s Show's Danny Masterson appears as another one of Carl's friends.

    GEOFFREY BEST Geoffrey Francis Andrew Best 20 November 1928 – 14 January 2018 elected Fellow of the British Academy 2003 by BOYD HILTON Fellow of the Academy Restless and energetic, Geoffrey Best moved from one subject area to another, estab- lishing himself as a leading historian in each before moving decisively to the next. He began with the history of the Anglican Church from the eighteenth to the twentieth century, then moved by turns to the economy and society of Victorian Britain, the history of peace movements and the laws of war, European military history and the life of Winston Churchill. He was similarly peripatetic in terms of institutional affili- ation, as he moved from Cambridge to Edinburgh, then Sussex, and finally Oxford. Although his work was widely and highly praised, he remained self-critical and could never quite believe in his own success.
