Mga pangunahing gumagamit nito mula noon ang mga naglilingkod sa pamahalaan—mga kawani, manunulat, editor, mananaliksik, guro, opisyal na nakikipaglihaman sa loob at labas ng kagawaran, at maging ng bansa. Sa ikaapat na edisyong ito, 2013, makikitang kasamang makikinabang sa paggamit nito ang mga tagapribadong larangan—mga editor at manunulat ng mga publikasyon, mga propesyonal, mga eskolar, mga negosyante at indibidwal sa iba't ibang organisasyon at institusyon, silang mga nakikipag-ugnayan sa pamamagitan ng nakasulat na komunikasyon. Sa aktibong interaksiyon ng mga indibidwal maging nasa pamahalaan o pribadong tanggapan, kailangan ang ilang patnubay o sanggunian para sa maayos, simple, at epektibong pagsulat. At dito nga makikita ang kahalagahan nitong PKO. Mabilis ang mga pagbabago mula noong dekada 1970. Ilang termino na ng pambansang pamahalaan ang nagdaan, may mga ahensiyang nabuwag at pinalitan ng ibang mas angkop sa pangangailangan ng bayan. May ilang ahensiya ring pinagsanib at inangkupan ng bagong pangalan. Nabago ang adres ng marami–rami ring tanggapan ng pamahalaan—kabilang ang paglalagay ng letterhead sa website, email, telefax, at iba pang instrumento at simbolo ng impormasyong teknolohiya. Ang makinilya o typewriter na dating karaniwang ginagamit sa mga opisina sa pagsulat ng mga pormal na liham ay napalitan ng computer, bagay na nakapagpapabilis at madaling makaayos sa pasulat na komunikasyon. Madaling mapansin sa bahaging Nilalaman ang mahahalagang bagay na dapat tandaan at isaalang-alang sa pagsulat ng liham. Sa pormularyong pamahalaan, ilang halimbawa ng bawat uri ang dito'y inilagay upang makapagpakita ng iba't ibang pormat at estilo na angkop sa pangangailangan. Ano-ano ba ang mga katangian ng isang mabuting sulat? Ano-anong mga bahagi nito ang hindi dapat nawawala upang ito'y masabing kompleto at hindi nakalilito? Anong anyo ng liham ang mainam gamitin, batay sa uri ng komunikasyon, at ikagagaan ng pagbuo nito? May iba't ibang uri ng liham: anong uri ng liham ang iyong susulatin at ano ang dapat isaalang-alang upang ito'y maging epektibo? Isang malaking tulong sa mga gagamit ng PKO ang nakalagay ditong iba't ibang halimbawa ng liham. May mga halimbawa ng salin mula sa Ingles, at ang iba'y nasa orihinal na Filipino. Ang mga ito'y hindi kathang-isip, kundi mga pili mula sa tunay na mga liham sa ating pamahalaan mula sa nakalipas na ilang dekada. Sa pagbasa sa mga ito, mananariwa sa ating kamalayan ang ilang mahalagang isyung pang-ekonomiya, pampolitika, pangkapaligiran, pang- edukasyon, pangkultura (kabilang ang sa wika), at maging sa moralidad. Mapupuna naman sa mga salin sa mga tanggapan ng ilang tanggapan ang pagbabago sa ilang salita para sa ikadadali ng pag-unawa ng babasa. Napalitan ang ilang salitang may kalabuan at asiwang pagkabuo, at pinalitan ng higit na madaling unawain at bigkasin. Isang ix halimbawa ay ang salitang "lingkuran" na pinalitan ng gamitíng "serbisyo." Makikita naman sa mga paraan ng paghahatid ng impormasyon at tagubilin mula sa matataas na awtoridad ang iba't ibang anyo ng komunikasyon, gaya ng atas o kautusang tagapagpaganap, proklamasyon, kautusang pangkagawaran, memorandum, paglilipat o endorsement, atbp. The Senate will likely have a complete roster for the first time since the 12th Congress. It may be recalled that during the 2001 elections, 13 senators were elected, with the last placer serving the unfinished term of Sen. Teofisto Guingona who was then appointed as vice president. The chamber had a full roll of 24 senators for only a year, due to the appointment of Sen. Blas Ople as Foreign Affairs Secretary on 23 July 2002, and due to the passing of Sen. Renato Cayetano on 25 June 2003. The 11th, 13th, 14th, and 15th Congresses did not have full membership, primarily because a senator did not complete the six-year term due to being elected to another post.1 In the 2013 midterm elections last May, all of the six senators seeking re-election made it to the top 12, while two were members of the House of Representatives in the 15th Congress.
