DIRECTIVE NO. 4 OF 2020 (MEASURES FOR COVID-19)

Pursuant to section 4H(1)(a) of the Air Navigation Act, the Chief Executive of the Authority of Singapore (also known by the designation “Director- General of Civil Aviation”), under power delegated to him by the Authority, considers it necessary to issue the Directive attached at Annex in the interests of protecting public health in response to the escalating global COVID-19 situation.

2 Operators are to ensure full compliance with the Directive.

3 Please note that Directive No. 3/2020 issued on 4 April 2020 (as amended by Amendment No. 1/2020) is revoked with effect from 1559hrs GMT on 9 April 2020.

ANNEX

AIR NAVIGATION ACT (CHAPTER 6, Section 4H(1)(a))

DIRECTIVE NO. 4/2020 (MEASURES FOR COVID-19)

Pursuant to section 4H(1)(a) of the Air Navigation Act, the Chief Executive of the Civil Aviation Authority of Singapore (also known by the designation “Director- General of Civil Aviation”), under power delegated to him by the Authority, hereby issues this Directive No. 4/2020.

Part 1

Citation and Commencement

1. This Directive may be cited as Directive No. 4/2020 (hereinafter referred to as “this Directive”).

2. The measures stated in this Directive shall take effect from 1559hrs GMT on 9 April 2020.

Part 2

Measures

3. This Directive applies to the following instrument holders:

(a) a holder of an air operator certificate granted under Regulation 6 of the Air Navigation (119 – Air Operator Certification) Regulations 2018;

(b) a holder of an operations permit issued under paragraph 87A of the Air Navigation Order.

4. In the interest of protecting public health, an aviation safety instrument holder mentioned in paragraph 3 must take the following measures for all its flights to Singapore:

(a) distribute the advisory set out in the Schedule to all passengers prior to the flight; and

(b) make the following in-flight announcement before landing:

“To minimise the spread of COVID-19, Singapore has implemented precautionary measures for all passengers. Please refer to the notices at the . If you are unwell, please identify yourself to the crew and ground staff upon arrival.

All passengers entering Singapore, including Singapore Citizens, must complete the electronic Singapore Arrival Card with Health Declaration before proceeding to the arrival immigration. Please refer to the in-flight brochures, or approach the ground staff for more information.

In addition, all returning Singapore residents entering Singapore are required to serve their 14-day Stay-Home Notice at dedicated facilities. You will be briefed by the relevant authorities of the arrangements at the immigration checkpoint.”

5. In this Part, “Singapore residents” mean Singapore Citizens, Permanent Residents, and Long Term Pass holders.

Part 3

Compliance

6. Every aviation safety instrument holder to which this Directive applies is required by section 4H(1) of the Air Navigation Act to comply with this Directive.

7. Every aviation safety instrument holder may be required to demonstrate that it has taken the measures set out in paragraphs 4(a) and (b).

8. The Director-General of Civil Aviation considers that, due to the need for swift measures to prevent the spread of the 2019 Novel Coronavirus, it is not practicable to give a notice under section 4H(5) of the Air Navigation Act.

Paragraph 4(a)

ENHANCED PRECAUTIONARY MEASURES FOR RETURNING SINGAPORE RESIDENTS1

Singapore has implemented additional precautionary measures to further protect Singaporeans and ring fence the risk of community transmission from imported cases of COVID-19.

2 With effect from 9 April 2020 2359hours (Singapore time), the Singapore Government requires all Singapore Citizens, Permanent Residents, and Long Term Pass holders entering Singapore to serve a 14-day self-isolation at dedicated Stay-Home Notice (SHN) facilities. If there are unexpected capacity constraints due to a larger than expected number of returning Singapore residents, the dedicated SHN facilities will be prioritised for returning Singapore residents from certain regions or countries, based on risk assessment.

3 Upon arrival at Changi or Seletar Airport, returning Singapore residents will be briefed by the relevant authorities of the arrangements. They will be transported directly from the airport to the dedicated SHN facilities. We therefore request that returning Singapore residents inform their family members and friends not to go to Changi or Seletar Airport to receive them. They can remain in contact with their family members and friends through their mobile devices.

4 If returning Singapore residents have made any prior accommodation bookings, they should cancel their reservations. At the dedicated facilities they will have their own rooms and toilets, and meals will be provided for, so that they may avoid physical contact with other individuals. The Government will absorb the cost of accommodation at these facilities for returning Singapore residents, except for those who disregarded prevailing advisories and left Singapore on or after 27 March 2020. Such returning Singapore residents would be required to bear the full cost of their 14-day SHN at dedicated SHN facilities.
