Program Development Objective (from Program Appraisal Document) The Program Development Objective is to strengthen the capacity of urban transport institutions to plan, implement and monitor infrastructure and services, and to improve the level of service of urban transport in targeted corridors in the program area.

Implementation Status and Key Decisions

The project is progressing moderately satisfactorily, with a few delays, and has already disbursed USD 104 million (including the advance) and an additional disbursement of USD 28.5 million is expected before the end of 2018 which will bring total disbursements to about 66% of the total loan amount. has recently opened its bus corridor, using electrical buses, which was constructed over 2 years ago and had not been operational. While the bus corridor still need quite a few improvements to become a full-fledged Bus Rapid Transit (BRT - BHNS in French) system with quality services, and the city will improve this service as part of the new bus concession for Marrakech planned to be signed in May 2019. A new bus contract was also signed in , and both and Rabat are moving forward with the implementation of their corridors. There are few delays on the implementation of the priority corridor program in some secondary cities, and the Urban Transport Fund/General Directorate

Public Disclosure Authorized for Local Governments (DGCL) of the Ministry of Interior are now following closely with concerned cities. The project has also been supporting important strategic reforms in the sector. The Urban Transport Fund (FART) continues to operate successfully making important decisions for the governance and financing of the sector while several cities are also strengthening the governance of urban transport with the creation of new and/or strengthening of existing urban transport agencies, and with the completion and updating of several urban transport master plans. There are ambitious urban transport investment programs in several cities in Morocco and the World Bank is working closely with the Ministry of Interior and concerned cities to continue its support to this important sector.
