The Rajbandh Terminal is a certified unit of M/s IOCL commissioned in the year 1967 and total area of the terminal is 48 acres. The terminal facilitates receipt, storage & dispatch of various petroleum products like MS, HSD, SKO & Ethanol Blended MS as well as products like Speed Grade MS (Xtra Premium) and HSD (Xtra Mile) to & from Paschim Bardhaman, adjoining districts of West Bengal and jharkhand. The Terminal is provided with the following utility facilities:

1. Receipt, storage and distribution network of water for general use and fire fighting purpose

2. HT electrical power for the Terminal operation and lighting

3. DG sets as stand-by power supply source (01 x 600 KVA+01 x 400 KVA)

Other infrastructures such as storm water drain, Oil Water Drain and Oil Water Separator.

PROJECT PROPOSAL

The terminal was constructed prior to creation of the Oil Industry Safety Directorate (OISD) standards governing the POL locations. Hence the inter facility distances within the terminal are not in full compliance with the requirement of the relevant OISD standard i.e. OISD 244. Moreover, Govt. of India has taken the initiative to promote biofuels i.e. ethanol Belended MS and Biodiesel as a mean to conserve precious petroleum resources. The terminal's present ethanol storage facility is inadequate to meet the demands of Ethanol Blended MS. The terminal at present doesn't also have any biodiesel storage facility. In view of the above needs, a revamping of the terminal is needed to satisfactorily cater to the demands up to 2029-30.

PROPOSED FACILITIES (a) Tank Farm Modification:

The existing dyke wall surrounding approximately 96000 KL storage will be divided as under: i. Dismantling of four tanks (17000 KL capacity) out of the total 21 tanks ii. Creating 3 tank farms : Tank Farm - A (T001, T002, T003, T004, T005 & T006), Tank Farm - B (T009, T013, T015, T016, T017 & T018), Tank Farm - C (T017, T018) iii. Tank Farm - D will remain same with Tanks T019 & T020

(b) Reallocation of tanks: i. Tank T006 will be converted from MS to Ethanol storage and ET-1 & 2 will also remain for ethanol storage, ii. Tank T007 will be converted to Biodiesel Concentrate (B100) storage tank and Tanks T003 & T015 will have biodiesel blending facility

(c) Demolition of Unwanted Facilities:

All unwanted/unused sheds/buildings viz. LDO pump house, Tank wagon Office Building, Lube Godown etc. will be demolished to make the licenced area OISD compliant.

The site is located in Rajbandh Village in the District of Paschim Bardhaman, West Bengal. Geographically, the site is located at Latitude of 23.4760 N and Longitude of 87.3980 E and at an altitude of 70.00 m from MSL. M/s IOCL has got 48 Acres of land under its possession.

The proposed project location is well connected with road and rail. The terminal is situated on NH-2 at distance of about 53 km from , the district HQ. The main nearby city is Durgapu 12 km away) and the nearest railway station at Rajbandh is at a distance of about 1 Km. The nearest airport is Kazi Nazrul Islam Airport, Andal and at a distance of about 27 Km.

BENEFITS OF PROPOSED FACILITIES

Reallocation of tankages are proposed for Ethanol & Biodiesel to have adequate coverage to meet the projected demand in nearby supply outlets and to avoid dry out situation and the revamping will ensure safer operation as per OISD guidelines.

ENVIRONMENTAL ISSUES

The proposed project area has never been enlisted in the critically / severely polluted list of industrial zone as per CEPI calculated by CPCB.

PROJECT COST & COMPLETION SCHEDULE

The cost of proposed project is approx. Rs 42.20 Crores and is envisaged to be completed within 30 months from the date of grant of EC.

CONCLUSION

The easy availability of petroleum products will enhance living conditions of the people in the region. The proposal will help in meeting the projected demand in nearby supply outlets and to avoid dry out situation.
