MEETING MINUTES MINUTE NO: AGENDA: FACILITATOR: 1 Introduction & welcoming participants FAO DISCUSSION POINTS: The meeting was started and chaired by regional coordinator of FAO sub office Jalalabad. He welcomed all the participants and followed by round table introduction. The chairperson briefly went through the agenda points, reviewed the previous minutes of the last meeting along with the action points, all the action points accomplished by the responsible agencies except sharing of Shinwar district assessment which the meeting chair requested from SHPOUL to share this report ASAP. 2 Update on Chapadara district IDPs Kunar OCHA DISCUSSION POINTS: The conflict between NSAG (ISK v TB) on 22nd March 2019 resulted in displacement of 5257 families (36652) individuals from chapadara which 3554 families (24879 individuals) assessed and identified as

genuine IDPs that received humanitarian assistance. Majority (2339 families) displaced within chapadara and the rest moved to Asada bad, Dara-e-pech, khaskunar, chawkai, Narang and Sarkani of . In addition, 385 families were assisted in Nangarhar. The assistance provided by PU-AMI, IMC, WAW/UNHCR, WFP, IRC, ARCS/UNICEF. The humanitarian assistance included MPC, cash for NFI, cash for FI, in kind NFI, FI and 52 tents, WASH, health and nutrition support. Government (ANDMA) also supported 100 families with NFI, FI as immediate lifesaving support. PU-AMI distributed of cash 12000 AFN/family and continues targeting 644 families. According to the partners’ information there is no gap and 100% the caseload received humanitarian assistance in term of food and cash. Action Point N/A

MINUTE NO: AGENDA: FACILITATOR: 3 Update on Khogiani and Sherzad districts IDPs OCHA DISCUSSION POINTS: Based on OCHA report that the conflict erupted on 22nd April 2019 in Zawa aread of Khogiani and expanded to Wadisar of sherzad districts.

OCHA reported that 8,047 families (56,329 individuals) are displaced to Surkhrod, Behsud, Jalalabad city, Chamtala settlement, Rodat and Kama districts. The assessment is still ongoing. Based on previous years’ experiences there will be 30% rejection in IDPs selection. During the meeting, OCHA requested from clusters to start immediate response to identified IPDs.

Partners response plan:

- WFP will provide food assistance to 5,000 families. - NCRO will provide cash assistance to 685 families. - NPO/RRA will provide cash assistance to 360 families - IRC will provide cash assistance to 407 families - The government will also provide cash for food to 500 families (5,000 AF per family).

Total 6,452 families will receive food assistance in May 2019 by FSAC partners. Currently, there is no any big gap in term of food assistance but the situation indicates that during Ramazan the conflict between ISK and Taliban will increase which may cause more displacement.

According to the initial information 63% (5073) families of the displaced people have moved to Surkhrod district, 1145 families to Behsud, 981 families in Jalalabad city and 755 families have settled within Khogiani district (chamtala settlement and district center). Action Point N/A

MINUTE NO: AGENDA: FACILITATOR: 4 Natural disaster effects on agriculture lands/livestock IOM/PAIL offices DISCUSSION POINTS: On natural disaster IOM reported that since the begging of Jan 2018 - April 2019 the following number of people lost their livelihood assets.

Nangarhar: 319 livestock lost, 5361 jeribs of agriculture land damaged and 1007 orchard trees damaged. Nuristan: 1750 livestock lost, 309 jeribs of agriculture land damaged and 3350 orchard trees damaged. Laghman: 199 livestock lost, 20850 jeribs of agriculture land damaged and 500 orchard trees damaged. Kunar: 41 livestock lost, 3705 jeribs of agriculture land damaged and 0 orchard trees damaged.

 Nangarhar: 3969 people affected in 2018 and 2958 people affected in 2019.

 Nuristan: 749 people affected in 2018 and 2373 people affected in 2019.

 Laghamn: 1062 people affected in 2018 and 2310 people affected in 2019.

 Kunar: 3167 people affected in 2018 and 7318 people affected in 2019.

IOM reported that due to recent heavy rainfall and flooding in the region totally, 329 families (2347 individuals) affected and 11 deaths and 4 others were injured in Nangarhar. 282 families (1351 individuals)

affected in Kunar province, 198 families (2077 individuals) affected and 4 deaths in and 52 families affected in .

In the meantime, WFP reported that all the affected families received food assistance in these four provinces and only few families left which soon will be covered.

PAIL – Nangarhar:

Mr. Abdul Waris Tand the head of Agricultural service of PAIL Nangarhar reported that last year 4000 hectors of agriculture land were affected by army-warm and probably the farmers are in the risk of same condition, we inform MAIL in this regard and we need to work together before the attack. Wheat Rust is another problem in Nangarhar that we have seen in many places happened due to humidity. Mr. Tand added that totally we have 67000 hectares of agriculture land in which the areas located near the river will affect by 40% and the dry area will be affected by 20% due to rust that reduce the yield, damping off and some other pest and disease observed in the field. In addition, the recent flood affected 8 districts in Nangarhar that totally 405 families affected and 1701 jeribs of agriculture land damaged. Action Point N/A

MINUTE NO: AGENDA FACILITATOR: 5 AOB FAO/FSAC DISCUSSION POINTS: Election of new NGO co-chair: the chairperson of the meeting shared the information that since long time WHH played the role of NGO co-chair but this is the time to change and elect any other active NOG/INGO co-chair for regional FSAC. It was agreed that the NGO co-chair TOR and other relevant documents will be shared with regional partners for their nomination and preparation for next FSAC meeting to be elected.

Emergency Food Security Assessment: Mr. Rahmati the FSAC regional focal point shared the information and plan related to emergency food security assessment for 2019 which has already been started and the final report will be shared on September 2019. The FSAC focal point thanked from the partners who supported the assessment in 2018 and requested from the partners once again if anyone is interesting to be part of this assessment to let us know on time.

Next regional FSAC meeting: the chair of the meeting declared that the next FSAC meeting will be conducted in June 2019 Action Point To share the NOG co-chair TOR and other relevant documents
