(S4W-29843) Derek Mackay: The responses to the Consultation on Provisions for a Future Islands Bill were published on 25 February 2016. The responses are currently being independently analysed. Once this is complete, the findings will help inform the development of a draft Bill. Decisions on the introduction of a future Bill will be for the next Scottish Government to determine following the Scottish parliamentary elections in May 2016.     Mrs Isobel Dawson. 22/19. 06.06.19 Mearns Kirk Lunch & Social Club for People Living with Dementia Helping Hands Charity 46646 We had two types of transportation this week and both were very comfortable and staffed by very friendly people who did everything they could to give us an enjoyable day. Irene and Mary were keen to get on board and they were closely followed by Elizabeth and Anne who took time to pose for the camera before taking to the water. Then Katie and Khalida who was keeping all of us in our place. They were followed by the bright- est smiles of the day from Moira and Margaret. News- Newsletter 22/19. Page 2 letter The organisers of the day must have been comparing notes as they both turned up in red jackets; all the better for us to pick them out in a crowd. Ian did a great job with the day and Mandy with the food. Elizabeth had a well-deserved day off from kitchen duties as there just wasn’t enough space for all of the kitchen cabinet to serve at once and Mandy had laid the tables in advance anyway.     2015/2016 Annual Review Performance News 2 – www.nhsggc.org.uk/annualreview www.nhsggc.org.uk/annualreview – 3 Queen Elizabeth University Hospital and Royal Hospital for Children Annual Review Performance News Queen Elizabeth University Hospital and Royal Hospital for Children Construction and fitting out the new Queen Elizabeth University Hospital (QEUH) and the new Royal Hospital for Children (RHC) was completed ahead of schedule and at a cost of £842m on 26 January 2015. Over the period of the 201 week building contract, the project helped to regenerate the local area through local businesses and social enterprises securing contracts in the construction of the new buildings. Over 1,500 businesses were engaged with to promote sub-contracting opportunities, with 65% of available contracts being secured by small and medium enterprises. The new hospitals deliver local, regional and national services in some of the most modern healthcare facilities in the world. The new hospitals are located next to a fully modernised maternity unit and so deliver the gold standard triple co-location of maternity, paediatric and adult acute care to a single campus. The adult hospital features 1,109 patient rooms, each equipped to the highest of standards. Rooms within the general wards have an external window view. There is an outpatient self- check-in system to speed up patient flow. The children’s hospital features 244 paediatric beds with a further 12 neonatal beds in the maternity unit next door. The vast majority of the paediatric beds are in single rooms with space for overnight accommodation for parents. Many services are exploring new ways of working and we aim to work closely together with Primary Care to make sure any changes work for everyone; pathways will be reviewed on a joint basis to optimise the patient journey. Outpatient Phlebotomy Hubs In issue 1 of this newsletter we shared news of the Acute Division Phlebotomy Hubs which enable all adult secondary care clinicians to book blood tests for their patients prior to their hospital outpatient appointment, with results sent directly to secondary care clinicians in time for the patient’s outpatient appointment.

RECOMMENDATIONS 1.1 It is recommended that the Health Board endorse the following public consultation ‘significant service change’ proposals for submission to the Cabinet Secretary for Health & Well Being’s approval:- • Replacing a significant number of adult mental health continuing care beds at Dykebar Hospital with alternative forms of care accommodation and supports in the community. • Transferring adult acute mental health admission beds from the Royal Alexandra Hospital to more modern, purpose built, single room accommodation at Dykebar Hospital. • Re-providing older people’s mental health continuing care beds from Dykebar Hospital to higher quality accommodation within an NHS Partnership bed model with the independent sector. • Transferring low secure learning disability forensic services from Dykebar Hospital to Leverndale Hospital. 1.2 In light of responses and feedback from the consultation, it is recommended that the Health Board: • endorses the proposed commitment to consult on the Health Board’s vision for the future of the Vale of Leven site and that consultation on the various elements, including mental health, should be integrated within that process • notes the further work being undertaken to explore the mental health proposals in the light of the issues raised through

PURPOSE The purpose of this report is to bring to the Board the above report (Attachment 1) for consideration alongside our proposals to move forward Clyde health and service strategies. Points in bold are directly taken from the Scottish Health Council report. 2. GENERAL CONCLUSIONS The Scottish Health Council has concluded that: This has been a complex engagement exercise encompassing four areas of service provision; raising issues involving safety, workforce, and public acceptability, and which have consequences beyond the boundaries of NHS Greater Glasgow and Clyde. The Scottish Health Council has maintained regular dialogue with NHS Greater Glasgow and Clyde on their informing and engagement process, and has regularly highlighted issues and concerns to them. A number of suggestions to further develop and improve the formal consultation of these proposals are contained within this report and have been raised with the Board. The Board has been generally responsive to most of these suggestions. It is the Scottish Health Council’s view that so far NHS Greater Glasgow and Clyde has taken reasonable steps to inform and engage with service users and members of the public in relation to the “Clyde Health and Service Strategies” Review. There has been a range of activities including engagement groups, public representation on reference groups, and public meetings.
