American Actress/Singer, Helen Hayes Award Nominee, and Recording Artist Mary Millben Has Been One of Oklahoma's Best Kept American Actress/Singer, Helen Hayes Award Nominee, and recording artist Mary Millben has been one of Oklahoma’s best kept secrets – until now. For Mary, singing in church started it all. Referred to as a "Songbird,’ at a young age, Mary quickly overcame stage fright when repeatedly called on to sing in church by her mother – now a retired Pentecostal, music pastor and former classical soprano. Thanks to her mother, who raised Mary and her siblings as a divorced single parent, it was just a matter of time before this preacher's kid would go from the plains of the Midwest to the stages of the world. Through high school and college, Mary proudly represented the state of Oklahoma in public arenas as a young leader - thrust in front of U.S. Presidents, world figures and corporate America as a voice for those underrepresented. Mary was the presidential runner-up at the American Legion Auxiliary 1999 Girls Nation, gubernatorial runner-up at Oklahoma Girls State, and the Oklahoma delegate at the 1998 Hugh O’Brian Youth Leadership (HOBY) World Congress in Washington, D.C. In college, Mary was elected the second African- American female Student Body President and the first African-American female Vice- President at the University of Oklahoma (OU) – governing 30,000 students. While serving in student leadership, Mary was a featured singer for University dinners and private events hosted by former Oklahoma U.S. Senator, Governor and former President of OU, David L. Boren. As a professional student, Mary served the state of Oklahoma at the Oklahoma State Department of Education, Crowe & Dunlevy Law Firm, and later Press Secretary & Director of Communications for the Oklahoma Republican Party under former Chairman Gary Jones. Making her way to Washington, D.C., Mary served as a White House intern and White House Presidential Appointee to George W. Bush, wearing diverse hats as a junior staffer. But most of all, it was Washington, D.C. that gave Mary her start at a professional career in music. Thanks to the generosity of President Bush and First Lady Laura Bush, while serving The White House, Mary regularly performed for White House Christmas parties and tours, private political functions and even debuted with the National Symphony Orchestra at the John F. Kennedy Center for the Performing Arts (Kennedy Center) with the late Marvin Hamlisch, who later served as a mentor to Mary. Today, Mary has become one of the most sought after voices across the world. In just a few years, Mary has performed for three consecutive U.S. Presidents, international royalty and great leaders across the world including former President George W. Dear Mr. Priebus, Fifteen years ago, your predecessor called for party members to shun the Council of Conservative Citizens because of the group’s “racist views.”1 “A member of the party of Lincoln should not belong to such an organization,” GOP Chairman Jim Nicholson said.2 His comments had their intended effect: Senior members of Congress distanced themselves from the group. Today, Chairman Priebus, we ask that you take a similar stand and call upon Republican officials to disassociate themselves from the groups behind the upcoming Values Voter Summit. The reason is simple: These groups engage in repeated, groundless demonization of LGBT people — portraying them as sick, vile, incestuous, violent, perverted, and a danger to the nation. The Family Research Council, the summit’s host, is vigorously opposed to extending equal rights to the LGBT community. Its president, Tony Perkins, has repeatedly claimed that pedophilia is a “homosexual problem.”3 He has called the “It Gets Better” campaign — designed to give LGBT students hope for a better tomorrow — “disgusting” and a “concerted effort” to “recruit” children into the gay “lifestyle.” 4 He has condemned the National Republican Congressional Committee for supporting three openly gay candidates.5 Bryan Fischer of the American Family Association, a summit sponsor, has said the U.S. needs to “be more like Russia,” which enacted a law criminalizing the distribution of LGBT “propaganda.”6 He also has said, “Homosexuality gave us Adolph Hitler, and homosexuals in the military gave us the Brown Shirts, the Nazi war machine, and six million dead Jews.”7 Similarly, Mat Staver of the Liberty Counsel, another summit sponsor, has compared those who do not denounce same-sex marriage to those who remained silent during the Holocaust.

CPAC: The Origins and Role of The Conference in the Expansion and Consolidation of the Conservative Movement, 1974-1980 Abstract The Conservative Political Action Conference (CPAC) is an annual event that brings conservative politicians, public intellectuals, pundits, and issue activists together in Washington, DC to discuss strategies for achieving their goals through the electoral and policy process. Although CPAC receives a great deal of attention each year from conservative movement activists and the news outlets that cover it, it has attracted less attention from scholars. This dissertation seeks to address the gap in existing knowledge by providing a fresh account of the role that CPAC played in the expansion and consolidation of the conservative movement during the 1970s. Audio recordings of the exchanges that took place at CPAC meetings held between 1974 and 1980 are transcribed and analyzed. The results of this analysis show that during the 1970s, CPAC served as an important forum where previously fragmented single issue groups and leaders of the Old Right and New Right coalitions were able to meet, share ideas, and coordinate their efforts.

March 2, 2010 Copyright 2010 by Jennifer Carol Heeg All Rights Reserved i SEEING SECURITY: SOCIETAL SECURITIZATION IN THE GULF Jennifer Carol Heeg, M.A. Dissertation Advisor: Anthony Clark Arend, Ph.D. ABSTRACT This dissertation applies securitization theory to Qatari society, and develops a new regime type, the ―laissez faire autocracy.‖ Qatari society is securitized against the constructed threats of Western influence and South Asian migrant labor. Four advances to securitization theory are made in this non-Western, non-democratic context. First, this project deconstructs Western-centric notions of ―strong‖ and ―weak‖ states in the context of securitization. Second, securitization theory‘s privileging of the speech-act is subsumed into a larger discussion of action, because in states without full freedom of speech, actions often do speak louder than words. Third, the case study is an example of institutionalized securitization, because rigid ethnic/tribal conceptions of ―Qatari society‖ have led to a politics of exclusion with regards to migration and outside influence. Fourth and finally, securitization theory‘s focus on decision-making and audience is called into question; the power of decision-making is purposely vague in a laissez faire autocracy, and securitization is highly intersubjective. At a policy level, an understanding of society in Qatar as securitized, and informing the perceptions of migrant labor and Western ideas as the major security threats in the Gulf region, should inform policy alternatives for Gulf states and Western democracies.
