EXECUTIVE SUMMARY
(Paper presented by the Secretariat)
SUMMARY
1. The Economic Development Division (EDD) of SPC delivers services to members in two areas – energy and transport – the drivers of economic development. The goal of EDD is sustainable economic development through accessible, affordable, efficient, secure and safe energy and transport services.
2. As a result of the Independent External Review (IER) of SPC in 2012, the Pacific Information and Communication Technology Outreach (PICTO) programme of EDD shifted to the University of the South Pacific (USP), effective from 1 January 2013. This led EDD to review and revise its Strategic Plan (2012-2017) earlier this year. Aligning closely to the new SPC Corporate Strategic Plan (2013- 2015) aspirations, the revised EDD Strategic Plan spans a similar three-year duration.
3. The implementation of the Pacific Appliance Labelling and Standards (PALS) programme progressed well, with several countries commencing the drafting of related national legislation and regulations to support enforcement of these standards. The division’s petroleum advisory services have continued to strengthen the petroleum pricing regulatory capacities of Pacific Island countries and territories (PICTs). There is huge support and demand for SPC’s work in energy data analysis and production of country energy security indicator profiles, and work continues in 17 PICTs (inclusive of the French territories) on this initiative. Review and revision/development of national energy policies and plans also progressed well, benefiting five PICTs this year. A highlight of EDD’s work in gender was the development of a toolkit to incorporate a gender perspective into energy and climate change community-based adaptation projects. This toolkit is currently being trialled in several communities.
4. The North Pacific ACP Renewable Energy and Energy Efficiency Project, North-REP, seen as a special and proven delivery model for replication, made good progress this year to improve the overall efficiency of the energy sector in the Republic of the Marshall Islands (RMI), Palau and the Federated States of Micronesia (FSM) through energy efficiency and grid-connected renewable energy, and to increase access of remote populations to reliable renewable electricity services. In FSM, charging stations for 1600 lanterns have been installed in Chuuk, solar photovoltaic (PV) systems have been installed in schools and health centres, ten battery houses have been constructed for ten mini-grids in Yap and 42 people have been trained in PV installation and the assessment of grid stability. In Marshall Islands, a total of 496 solar home systems (SHS) have been installed, and 50 people trained in maintenance and use of the systems. In Palau, in addition to 24 people receiving hands-on experience and training in PV installation and the assessment of grid stability, renewable energy course materials have been developed.

5. SPC has a major regional role to play in ensuring that PICTs comply with international and regional maritime instruments. This year, 12 maritime compliance audits were completed in five PICTs, involving ports, maritime administrations, maritime training institutes and shipping companies. Furthermore, review and amendment of seafarer training modules was completed in collaboration with the Pacific Islands Maritime Association (PacMA). This will ensure that the maritime training institutes in the Pacific have up-to-date training modules, complying with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Manila Amendments.
6. The aviation work of SPC remains largely focused on research, regional civil aviation meeting support, data collection and information dissemination. SPC EDD continues to organise the regional security forum for PICT heads of civil aviation security and produces Pacific skies aviation magazine. A series of aviation information papers was launched this year and there are plans to accelerate work to develop a regional aviation data repository, which will improve access to high quality data and analysis to support effective policy decisions in aviation.
RECOMMENDATIONS
7. CRGA is invited to:
i. note the work and achievements of the EDD energy and transport programmes to date;
ii. endorse the revised EDD Strategic Plan 2013-2015; and
iii. approve the outline of EDD’s proposed work programme for 2014.

ECONOMIC DEVELOPMENT DIVISION
PURPOSE OF THE PAPER
1. This paper presents an overview of progress made by EDD in 2013 (January to August) and presents the division’s work programme for 2014, including an insight into future direction, opportunities and challenges for the division.
PRESENTATION OF THE DIVISION
Strategic plan
2. EDD reviewed and revised its 2012-2017 strategic plan earlier this year, following the shift of its PICTO Programme to USP in January this year. The revised plan, Economic Development Division Strategic Plan 2013-2015, is closely aligned to the new SPC Corporate Strategic Plan (2013-2015) aspirations and is tabled for endorsement by CRGA 43. The revised plan is separately attached.
Objectives
3. The goal of EDD is sustainable economic development through accessible, affordable, efficient, secure and safe energy and transport services.
4. EDD has four objectives for the period 2013 to 2015: to establish and sustain effective regional coordination mechanisms and strategic partnerships; to support development and implementation of effective policies, plans and regulatory frameworks; to strengthen institutions and expertise in the energy and transport sectors; to improve access to affordable and efficient energy and transport services.
Key services / sectors
5. As a technical division of SPC, EDD's work targets sustainable development and management of soft infrastructure in PICT energy and transport sectors. Assistance offered by EDD aims to create an enabling environment through capacity building/supplementation; institutional strengthening; development and implementation of policies, plans and regulatory frameworks; and regional coordination mechanisms.
6. The EDD Energy Programme focuses on delivering the following core regional services: coordination of the implementation of the Framework for Action on Energy Security in the Pacific; provision of technical, legal and policy advice on energy issues; improvement of energy efficiency; development and synchronisation of standards across the region; provision of petroleum advisory services to PICTs; building capacity of PICTs; provision of energy statistics, information and networking; monitoring and evaluation; and applied research.
7. The EDD Transport Programme focuses on delivering the following core regional services: provision of technical, legal and policy advice on transport issues; assistance to countries to maintain compliance with international maritime obligations; building capacity of PICTs to meet international maritime safety and security requirements and enhance transport services; SPC/CRGA 43 (13)/Paper 2.2.3 Page 4
monitoring and evaluation of transport development in the Pacific region; provision of transport statistics, information and networking; and provision of interagency coordination and secretariat services.
PROGRESS TOWARDS ACHIEVING DIVISIONAL STRATEGIC PLAN OBJECTIVES
8. The division’s progress towards achieving its strategic plan objectives during the period 1 January to 31 August 2013 is discussed in this section.
9. Outputs and achievements by country and divisional strategic plan objectives are summarised in Annex 1.
Objective 1: To establish and sustain effective regional coordination mechanisms and strategic partnerships
Energy
10. EDD continues to play an important regional coordination role with regard to small island developing states (SIDS Dock) activities in the Pacific. EDD’s review and coordination of SIDS Dock's effort in PICs resulted in four project proposals – totalling more than USD 2 million – being approved for funding under SIDS Dock. This year, in collaboration with the United Nations Development Programme (UNDP) and the SIDS Dock Secretariat, EDD coordinated a SIDS Dock Pacific meeting in Nadi, Fiji on 6-9 May, which was attended by over 80 people. The meeting agreed to allocate another USD 1 million for national projects in Cook Islands (solar photovoltaic), Kiribati (biofuel) and Samoa (biogas). A SIDS Dock Programme Coordination Group (PCG) meeting is planned for later in the year to discuss another USD 3.6 million SIDS Dock allocation for the Pacific.
11. The AUD 2.6 million Australian-funded SPC-managed Pacific Appliance Labelling and Standards (PALS) programme is progressing well since its inception in 2012. The PALS Steering Committee, which plays an important role in monitoring and guiding the implementation of the programme, held its second meeting in Suva this year. The 12 countries that are participating in the programme – Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Palau, Papua New Guinea, Tonga, Tuvalu, Samoa, Solomon Islands and Vanuatu – remain committed to the programme.
12. EDD actively participated in consultation forums with key national and regional energy stakeholders to discuss the implementation of the Pacific Alliance for Sustainability (PAS) and IUCN Low Carbon Islands Project in Nauru, Niue and Tuvalu. This has resulted in an update of the project to reflect the current status of the energy sector in the countries and confirmation of budgets, roles and responsibilities, communication matters, contact points and other operational matters. The consultations also provided insight into the procedural requirements.
13. Collaboration between EDD and the International Renewable Energy Agency (IRENA) strengthened with EDD hosting one IRENA representative in Suva, Fiji, as well as providing input into consultations regarding the implementation of IRENA's USD 1 million capacity-building project for PICs. SPC signed a USD 30,000 agreement with IRENA in February to conduct a baseline study for the project. The hosting fee received from IRENA is being used by EDD to support its gender-related activities in the PICT energy sector.
14. EDD participated in three preparatory meetings, leading up to the ESCAP Asia Pacific Energy Ministerial Forum. Establishing a regional energy database repository for the Pacific was identified as a key priority in the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) submission to the ministerial forum. Discussions are under way with ESCAP to advance collaborative work on the data repository.

15. SPC played a key role at the Pacific Energy Summit (held in New Zealand in March 2013), providing technical assistance to New Zealand in planning and conducting the summit. In addition, the SPC Director-General, Dr Jimmie Rodgers, was moderator for two sessions and a panellist for a third. SPC's Regional Energy Data Repository project was shared with over 50 PICT energy officials at the summit. Furthermore, SPC was encouraged to continue updating and publishing the country energy security indicator profiles (covering 14 countries), which were showcased at the summit.
16. EDD continues to promote mainstreaming of gender into energy policy and planning processes at the national level. Gender awareness campaign materials have been developed and disseminated. Collaboration with the Pacific Gender Climate Coalition members has resulted in the production of a documentary based on the gender project implemented in Daku Village in Fiji. In September, Global Ideas of Germany will be visiting Fiji and Kiribati to film how the project has contributed to the gender adaptation work carried out in Fiji and Kiribati. The workshop, organised in Daku Village in collaboration with the University of the South Pacific (USP), resulted in the formulation of a sustainable development plan for each of the 12 participating communities to assist them in addressing gender issues on a continuing basis.
Transport
17. Coordination and collaboration in aviation security matters in the Pacific was improved when over 40 participants – including heads of PICT civil aviation organisations and representatives of private sector and regional/international organisations – participated in the Directors of Civil Aviation Security Forum, organised jointly by Australia’s Office of Transport Security (under the Department of Infrastructure and Transport) and SPC. Noting the importance of promoting a risk-based approach to the development of aviation security policies and procedures, the Pacific Islands Forum Secretariat, in collaboration with SPC and key regional stakeholders, will commence work on developing a Pacific aviation security risk context statement. The statement will support PICTs through an enhanced understanding of specific regional aviation threats, risks and vulnerabilities.
18. EDD continues to provide secretariat support to two regional maritime associations – the Pacific Islands Maritime Association (PacMA) and the Pacific Maritime Transport Alliance (PMTA). Meetings have been organised this year to facilitate the work of the PMTA Executive Committee, the Training Sub-committee and the Environment Subcommittee. EDD is also organising the annual general meeting (AGM) of PMTA in October, followed by the PacMA AGM in November.
19. A high-level regional meeting on strengthening inter-island shipping and logistics in the Pacific was organised by ESCAP in July (Suva, Fiji) in collaboration with SPC, the International Maritime Organization (IMO), and the Pacific Islands Forum Secretariat (PIFS). Attended by over 60 delegates from the region’s shipping industry, government and non-state organisations, the meeting discussed the way forward with the development of proper maritime infrastructure, regional shipping service delivery, domestic passenger carrying vessels, policy formulation and sustainability.
20. Collaboration with airline partners was enhanced by participation in the biannual meeting of the Association of South Pacific Airlines (ASPA). In line with the SPC-ASPA agreement, joint production of biannual Pacific skies aviation magazine continues.
Objective 2: To support development and implementation of effective policies, plans and regulatory frameworks
Energy
21. EDD’s assistance with regard to the review and revision/drafting of national energy policies and plans benefited Fiji, FSM, Marshall Islands, Palau, Solomon Islands and Nauru this year. Particularly noteworthy are the following.

(i) EDD contributed to the review of the 2007 Fiji National Energy Policy by providing relevant data and commenting on drafts reports, such as the Fiji Energy Policy Mainstreaming Report. A recommendation was made to support required resourcing needs with new legislation in the form of an energy act.
(ii) Work commenced in Palau, FSM and Marshall Islands to review/develop and revise their national and state energy policies. Draft revised policies are expected to be completed in the third quarter of this year.
(iii) Following the November 2012 energy consultation workshop, the 2007 Solomon Islands National Energy Policy was reviewed and the petroleum and energy efficiency strategies and investment plans were drafted. These were further discussed at a National Energy Forum conducted in June, attended by 40 participants. The policy, strategies and investment plans will now be finalised for higher level consultations before submission to cabinet for endorsement.
(iv) Together with the GIZ-SPC CCCPIR (Coping with Climate Change in the Pacific Island Region) project and IRENA, EDD started drafting Nauru's energy roadmap. Two rounds of consultations were completed in 2012 and a third was held in July 2013. The third round of consultations included donor agencies, as well as other organisations that have energy projects in Nauru.
22. Guided by the SPC PALS programme, the governments of Cook Islands, Kiribati, Samoa, Tonga and Tuvalu have all approved the drafting of national legislation and regulations that ensure that major electricity consuming appliances, such as refrigerators, freezers, air conditioners and lights, meet a minimum level of legally enforceable performance standards and that energy-rating labels are affixed to these products to inform consumers about the energy efficiency before they purchase. Kiribati, Samoa and Tonga are currently drafting their legislation, and others will follow this year.
23. EDD is undertaking an initiative to compile existing energy legislation, policies, regulations and financial and fiscal incentives that currently exist in PICTs. The information will assist in the management of the sector and it will be shared with all stakeholders, once complete.
24. Renewable energy baseline studies have been conducted by North-REP, which has seen: one of the two sites for wind monitoring in Chuuk secured; solar radiation maps for four FSM islands commissioned; discussions on a grid stability study for Kosrae begun; and biofuels resource assessment supported. In Palau, a grid stability study for Palau Public Utilities Corporation was completed and one mast for wind monitoring was installed.
25. EDD participated in discussions on developing a least-cost analysis of electricity generation options for Kiritimati Islands (in Kiribati) with the Deutsche Gesellschaft für Technische Zusammenarbeit (GIZ), consultants and the Kiribati Energy Planning Unit. Four options are being assessed: the use of diesel generation, solar-diesel hybrid, wind-diesel hybrid, and 1500 kWp solar installation with storage. A renewable energy strategy and action plan will be developed when the final report is presented.
26. Technical assistance in energy data compilation work continues for 17 PICTs (inclusive of the French territories) leading to the following achievements. (i) Undertook in-country missions to Vanuatu, Solomon Islands, Niue and Cook Islands to compile energy data for the 2010 and 2011 energy security indicators. (ii) Revised the baseline 2009 FAESP energy security indicators in August 2013. The revised indicators will be applied to the 2010 and 2011 indicator compilation. (iii) Secured funding from EUEI PDF in July 2013 to calculate and compile the 2010, 2011 and possibly the 2012 (dependent on data availability from countries) energy security indicators for the 17 PICTs. Country energy security profiles will be prepared and published for 17 countries before April 2014. SPC/CRGA 43 (13)/Paper 2.2.3 Page 7
(iv) Prepared the 2000-2009 energy statistical booklet for Kiribati for publication in September 2013. (v) Developed the 2012 annual statistical booklet and energy review report for Tuvalu and Samoa, to be completed by October 2013.
27. Technical assistance and in-country data collection work towards calculating the 2010 and 2011 energy security indicators continued in Cook Islands, FSM, Marshall Islands, Niue, Palau, Papua New Guinea (PNG), Solomon Islands and Vanuatu. Based on these data, country energy security profiles will be prepared and published for 14 countries in 2014.
28. Production of a petroleum products profile for each PICT is in progress. Data on fuel quality and storage capacity are currently being collected and updated. Other petroleum data will be collected during regional workshops and in-country visits. Data are also being collected for a report on fuel pricing practices and fuel quality standards used in PICTs.
29. EDD allocated and advertised energy research funds at the end of July for interested applicants to apply for in order to research the socio-economic impacts of fuel use and efficiency in the transport sector of a PICT. This research will add value to an area that remains largely unexplored in the Pacific.
30. Consultations with relevant stakeholders were completed and data for the IRENA SIDS market assessment needs survey were collected and analysed. Fiji, Kiribati, Samoa and Vanuatu were visited as part of the survey/data collection. A draft report has been commented on by IRENA and is currently being finalised.
Transport
31. Assisting PICTs to maintain compliance with international safety, security and seafarer training conventions continues to feature strongly in the EDD Transport Programme’s workplan, with 20 compliance audits on schedule this year. For the period January to August 2013, a total of 12 compliance audits were completed, benefiting PNG (one audit), Kiribati (two), Marshall Islands (two), FSM (three) and Tonga (four). The specific benefits to countries are described below.
(i) Designated authority (DA) responsibility audits conducted in Marshall Islands, FSM and Tonga have assisted maritime administrations in these countries to maintain compliance with international maritime security standards.
(ii) International Ship and Port Facility Security (ISPS) Code audits conducted on ports in Marshall Islands, FSM and Tonga have assisted the ports to maintain compliance with international maritime security standards and ensure that they continue to facilitate international shipping.
(iii) The International Convention on Standards for Training, Certification and Watchkeeping for Seafarers (STCW) audits conducted on maritime training institutes in FSM, Kiribati, PNG and Tonga have assisted these countries to maintain compliance with international seafarer training and certification standards.
(iv) STCW audits conducted on the maritime administrations of FSM, Marshall Islands and Kiribati have assisted these administrations to maintain compliance with international seafarer training and certification standards.
32. The Pacific Islands Maritime Laws (PIMLaws), which is a set of model maritime legislation and regulations developed by SPC, was reviewed and updated with the latest international developments and standards. PICTs now have access to updated/newly developed model regulations on STCW, small boat safety, carriage of deck passengers and non-convention vessel safety. The updated model STCW regulation was used by the Tuvalu government to amend its STCW legislation in July, making Tuvalu the first country in the Pacific Island region to pass amended legislation addressing the 2010 SPC/CRGA 43 (13)/Paper 2.2.3 Page 8
amendments to the STCW Convention.
33. EDD produced a report in July based on an analysis of commodity trade in the central Pacific region. As the Central Pacific Shipping Commission (CPSC) gets ready to regulate international shipping in this sub-region, the findings of this report will provide useful information on trade relationships and opportunities to seek alternative source markets for goods.
34. Regional input was provided to Fiji's national transport sector strategic plan development by participating in the 12th National Transport Consultative Forum.
Objective 3: To strengthen institutions and expertise in the energy and transport sectors
Energy
35. To raise awareness on implementing labelling and standards, the EDD PALS programme has developed a paper-based Energy Smart Calculator, which can be used to calculate the running costs of refrigerators and freezers over one month, one year and ten years. This helps people to calculate the running cost of the appliance before purchasing it. Calculators for Fiji, Samoa, Kiribati and Tonga have been developed and disseminated. The remaining eight PICTs that are participating in the PALS programme will have their own versions of the calculator. Other awareness initiatives that have been implemented included radio talk-back shows in Cook Islands, drama by youth groups in Kiribati and television advertisements in Samoa.
36. Regular petroleum updates continue to be prepared and disseminated (weekly, monthly and quarterly); The Pacific Petroleum Monitor is produced on a quarterly basis, a Mean of Platts Singapore (MOPS) report is circulated on a weekly basis, and a petroleum price submission is sent to respective PICTs on a monthly basis. In addition, support is provided for the training of small island state nationals on petroleum pricing. A training attachment for a petroleum officer from Solomon Islands was completed in April. Training for a Wallis & Futuna pricing official is scheduled for August.
37. A three-day sub-regional workshop held in Suva, Fiji in August provided capacity building on energy security indicators and allowed EDD to follow up on energy data collection/compilation with selected energy officials from Tonga, Samoa, Kiribati, Tuvalu, RMI, Palau, Nauru, Solomon Islands, Vanuatu, Wallis and Futuna, and New Caledonia.
38. Sub-regional energy needs of the Pacific French territories have been identified through a consultation meeting held in New Caledonia this year. Work has commenced on developing the terms of reference for each of the identified activities so as to guide EDD in the delivery of the identified activities. In addition, an energy policy and strategic action plan will be drafted for Wallis and Futuna and renewable energy symposiums are expected to be facilitated in both French Polynesia and New Caledonia later in 2013 and in 2014.
39. Knowledge and skills of locals in the use and maintenance of the newly installed solar PV equipment have improved after the training provided under North-REP in FSM, Marshall Islands and Palau. To date, 42 people in FSM, 50 in Marshall Islands, and 24 in Palau have received hands-on experience and training in PV installation and the assessment of grid stability. In addition, renewable energy course materials have been developed and a train-the-trainer workshop has been held in Palau.
40. North-REP project activities continue to increase community awareness of the importance of renewable energy and energy efficiency. In FSM, a website and Facebook page have been launched, and awareness materials have been developed and translated into local languages. In addition, a public awareness campaign was launched during Earth Day on 22 April in Pohnpei. Materials will be distributed to schools, further increasing awareness throughout the country. In Marshall Islands, awareness materials have been developed and two energy efficiency workshops have been conducted in Majuro. In Palau, marketing activities, including the development of a brochure on the programme SPC/CRGA 43 (13)/Paper 2.2.3 Page 9
and television and newspaper ads, are ongoing to encourage more people to take advantage of the programme.
41. Awareness of gender mainstreaming was increased by workshops organised for 18 people in Kiribati and 20 in Marshall Islands. The workshops also provided a platform to trial the first draft of the gender toolkit, which SPC is developing. Another gender-related workshop was organised in Daku Village in collaboration with USP, to formulate a sustainable development plan for each of the 12 participating communities.
42. Understanding of drafting legislation on performance standards and energy labels for electrical appliances was improved, following workshops in Kiribati (16 people), Tonga (34 people) and Samoa (34 people).
43. The Pacific Energiser newsletter continues to be produced and disseminated quarterly, providing information on the latest happenings in the Pacific energy sector. Readership is estimated at 10,000 per issue.
Transport
44. To support its member countries in the pilotage area, EDD led the development of a set of regional guidelines to standardise port pilot training in the Pacific. EDD has also organised pilot training programmes at national and regional levels. One such regional training event was held in Suva in April for marine pilots and examiners from Fiji, Samoa, Solomon Islands and Tonga. The training helped the pilots to prepare for their respective national assessments, while the pilot examiners had an opportunity to improve their understanding of requirements associated with assessing pilots prior to issuing licences.
45. Awareness of search and rescue (SAR) issues in the Pacific was improved for the 70 participants who attended a five-day SAR workshop organised by SPC in collaboration with IMO and with support from Fiji’s Ministry of Defence, National Security and Immigration. Pacific Island delegates committed to accelerate acceptance of a regional non-binding arrangement to promote cooperation in SAR matters among 22 PICTs.
46. Skills and knowledge of maritime auditing (internal and external) were improved by five training courses: (i) in January, 15 people attended the internal auditor training course held at PNG Maritime College; (ii) in March, 14 people representing Tokelau, Fiji, Kiribati, Tonga and Vanuatu attended a maritime security internal auditing training course; (iii) in April, 13 people, representing Fiji, Papua New Guinea, Kiribati and Vanuatu, attended a basic maritime auditors' course; (iv) in July, 15 people participated in the train-the-trainer course for internal auditors, which will enable them to conduct internal auditor training for their organisations in Samoa, Solomon Islands, Papua New Guinea, Kiribati, Vanuatu, Palau and Fiji; and (v) in August, ten people attended the internal auditor training held in Tonga.
47. The knowledge and skills relating to maritime security were improved for ten people in Tonga, following a drill and exercise seminar conducted in February in collaboration with the United States Coast Guard.
48. The knowledge and skills of 19 port workers in Kiribati were increased by training that was based on the Pacific Port Workers Training Standards, aimed to improve safety during port operations.
49. The competence of 18 instructors involved in simulator training in PICTs was improved by a simulator instructor’s training course held in August.
50. The head of the Tokelau maritime administration was hosted by EDD in Suva to enhance understanding of a designated authority’s responsibilities. SPC/CRGA 43 (13)/Paper 2.2.3 Page 10
51. The monthly Aviation Information Bulletin, the biannual Pacific skies aviation magazine and the quarterly aviation information papers were produced to increase awareness of aviation issues in the region.
52. EDD helped improve knowledge and understanding of emerging issues by providing information and policy advice through regular notices and advisories: Maritime Legal Advisory, Port Security Advisory, Technical Security Advisory and Maritime Safety Notice.
53. EDD helped improve awareness of events happening in the Pacific maritime sector – including regional and international work of a variety of agencies – through dissemination of a quarterly newsletter, Pacific Maritime Watch, which has over 700 subscribers.
54. Regional oversight was enhanced by accurate transport data and information collected, analysed, and shared. Collection of relevant data and information is continuing for the production of a Pacific aviation reference guide, which will enhance regional oversight in the Pacific aviation sector. In addition, work is ongoing to publish the second edition of the shipyard facilities directory and the 2014 edition of the Pacific Ports Directory.
Objective 4: To improve access to affordable and efficient energy and transport services
Energy
55. North-REP is assisting in improving the overall efficiency of the energy sector in RMI, Palau and FSM through energy efficiency and grid-connected renewable energy to increase access of remote populations to reliable renewable electricity services.
(i) In FSM – In Chuuk, charging stations for 1600 lanterns have been installed, providing low cost lighting solutions to families which previously were not connected to an electricity grid. Solar photovoltaic (PV) systems have been installed in schools and health centres in Uman, Sapore, and West Fefen, increasing national capacity to provide essential education and medical services. They will also have a positive impact on accessing communication systems and will be instrumental to power other needs, such as early-warning systems. In Yap, ten battery houses have been constructed for ten mini-grids. Training is being provided throughout to enable local technicians to maintain and repair the newly installed equipment. To date, 42 people have received hands-on experience and training in PV installation and the assessment of grid stability.
(ii) In Marshall Islands – 50 people have been trained to support in-country capacity to promote, deliver and sustain renewable energy and energy efficiency programmes. A total of 496 solar home systems (SHS) have been installed, with training provided on maintenance. This means an additional 2,456 people have gained access to basic electricity for the first time. The SHS will improve educational services and increase the potential for economic development in the outer islands. They will also have a positive impact on accessing communication systems and will be instrumental to power other needs, such as early-warning systems. Project activities are being supported by information and education activities to make people in target communities aware of the importance of renewable energy and energy efficiency. To date, awareness materials have been developed and two energy efficiency workshops have been conducted in Majuro.
(iii) In Palau – Renewable energy course materials have been developed, a train-the-trainer workshop held, and 24 people have received hands-on experience and training in PV installation and the assessment of grid stability. A renewable energy framework for the power utility has been developed to support sustainable in-country capacity to promote, deliver and sustain renewable energy for electricity generation. An energy audit was completed on the Public Works Building with recommended retrofitting completed. Additional government buildings will be retrofitted as the project progresses. An agreement has also been signed with the SPC/CRGA 43 (13)/Paper 2.2.3 Page 11
National Development Bank of Palau to offer subsidies that can offset part of a micro-finance renovation loan for residential and commercial buildings when specific energy efficient measures are incorporated into the renovation projects. To date, 60 applicants have received funding under the programme. Marketing activities, including the development of a brochure on the programme and television and newspaper ads, are ongoing to encourage more people to take advantage of the programme.
56. A paper entitled 'Bulk fuel for the countries in the Central Pacific Shipping Commission region' was jointly prepared by the Energy Programme and Mr Robert Bodigai Leo, Energy Adviser, Petroleum & Transport Energy Use, Government of the Marshall Islands. The paper was submitted to the meeting of the Central Pacific Shipping Commission Technical Committee Meeting in May. This meeting supported the idea and the issue was tabled for consideration at PIFS’ SIS meeting.
57. Technical support was provided on securing funding for rural electrification projects to enhance energy security and access to modern energy services in rural areas for Solomon Islands, Vanuatu and PNG. A Melanesian Million Miracle Programme (M3P) concept has been developed, at a total cost of AUD 2.5 million, for scaling up the Lighting up the Kokoda Track project in PNG. The M3P involves the distribution of 177,055 solar muscle lights in PNG, Solomon Islands and Vanuatu and is estimated to benefit around one million people. The concept has been presented to the Suva-based donor and other agencies such as NZAID, AusAID, USAID, Korean Aid and PIFS.
58. Work continues on the reinstatement of the Nanpil hydro-power plant to operational mode, when it will supply electricity to the Pohnpei grid. (Specific outcome would be: 725kW grid connected RE). Through a tender process, a contractor has been hired to begin reinstatement work in August.
59. The PALS programme targets FSM, Kiribati, Tuvalu, Palau, Samoa, Tonga, Fiji, PNG, Cook Islands, Solomon Islands, Vanuatu, and Marshall Islands. Implementation of labelling and standards for selected electrical appliances is ongoing. Country visits to Tonga and Samoa were completed this year to advance PALS implementation. More country assistance is planned for this year and 2014.
Transport
60. The Central Pacific Shipping Commission (CPSC) – an initiative born out of Pacific small island states’ calls for reliable, affordable and sustainable shipping – moves steadily towards donning its much awaited role of regulating shipping in the central Pacific region later this year with the assistance of EDD. Technical assistance visits to CPSC states – Tuvalu, Kiribati, Marshall Islands and Nauru – were undertaken by SPC to advance the work of operationalisng the commission. The CPSC Technical Committee, comprising permanent secretaries responsible for transport in Kiribati, Marshall Islands, Nauru and Tuvalu, met in May to begin preparatory work for the meeting of the CPSC commissioners (ministers of transport), which will be held in September. Once the commission begins operation, companies vying to provide a shipping service to the central Pacific countries will be required to register with CPSC and allowed to operate in the area only with the commission’s approval. A call for expressions of interest will be made after CPSC ministers of transport endorse all relevant operational documentation. EDD continues to provide secretariat services to the commission in the interim.

61. Outlined below are few examples of progress against the SPC Corporate Strategic Plan (2013-2015) key development outcomes.
Sustainable economic development

to improve the overall efficiency of the energy sector in RMI, Palau and FSM through energy efficiency and grid-connected renewable energy and to increase access of remote populations to reliable renewable electricity services. In Palau, in addition to 24 people receiving hands-on experience and training in PV installation and the assessment of grid stability, renewable energy course materials have been developed.
Sustainable natural resource, environmental management/development
63. As part the Gender Equity in Climate Change Adaptation and Low Carbon Development project funded by the Government of Germany, the EDD Energy Programme prepared a toolkit to incorporate a gender perspective into energy and climate change community-based adaptation projects. This toolkit is currently being trialled in several communities.
Sustainable human and social development
64. To support its member countries in the pilotage area, EDD led the development of a set of regional guidelines to standardise port pilot training in the Pacific and has also organised pilot training programmes at national and regional levels. One such regional training event was held in Suva in April for marine pilots and examiners from Fiji, Samoa, Solomon Islands and Tonga. The training helped the pilots to prepare for their respective national assessments, while the pilot examiners had an opportunity to improve their understanding of requirements associated with assessing pilots prior to issuing licences.
ADDRESSING CROSS-CUTTING INITIATIVES
Gender
65. The EDD Energy Programme is actively supporting and facilitating gender mainstreaming initiatives in the Pacific energy sector. EDD helped to increase awareness of gender mainstreaming through workshops in Fiji, Kiribati and Marshall Islands this year. With funding support from IRENA, work on raising awareness in this area will continue next year.
Food security
66. An analysis of commodity trade in the central Pacific region undertaken by EDD in July provides useful information on trade relationships and identifies opportunities to seek alternative source markets for goods – not only to reduce import costs but also to increase access to reliable services that help to maintain food security, especially for small island states.
Reducing risks / responding to climate change
67. EDD Energy Programme conducted energy audits on the SPC Lotus building, SOPAC and Nabua sites. The report contains recommendations, which will feed into the greenhouse gas strategy developed for SPC. Though this is an internal initiative, SPC is setting a good example by assessing and trying to reduce its own carbon footprint.
68. 69. At the end of August 2013, EDD had a total of 36 staff, comprising 21 (58%) internationally recruited staff and 15 (42%) locally recruited staff.
70. EDD staff are based in four locations: Fiji (28 staff); Federated States of Micronesia (5); Marshall Islands (2); and Palau (1).
71. Of the 36 staff, 17 (47%) are females and 19 (53%) are males. Of the 17 females, 6 (35%) are internationally recruited while 11 (65%) are locally recruited. Of the 19 males, 15 (80%) are internationally recruited and 4 (20%) are locally recruited.
72. Of the 36 staff, 25 (69%) are Pacific Islanders. Of the 15 locally recruited staff, 13 (87%) are Pacific Islanders. Of the 21 internationally recruited staff, 12 (57%) are Pacific Islanders.
73. Only one position – Director of EDD – is funded through core or programme funds, with the remainder being project funded.
74. EDD has a 2013 revised budget of 11,742,600 CFP units (FJD 22,582,300), of which 567,000 CFP units (5%) is core funding and 11,175,600 CFP units is (95%) project funding.

75. The Energy Programme has the largest budget of the EDD programmes. The activities of the programme are mainly funded by the European Union, Australia and GIZ. The total revised budget for the Energy Programme for 2013 is 9,315,100 CFP units.
76. For the Transport Programme, the total revised budget for 2013 is 1,993,300 CFP units. The programme’s main donor for core and project funding is Australia. In addition, the programme receives adhoc project funding support from the International Maritime Organization, mainly for conducting joint workshops and meetings.

87. Dependence on project funding continues to remain high in 2014 with 94% (8,058,400 CFP units) of the total funding falling under project funding while 6% (522,700 CFP units) is from core funding.
88. For the Energy Programme, the 2014 activities continue to be funded by the European Union, Australia and GIZ with some projects being funded by IRENA and the Renewable Energy and Energy Efficiency Partnership (REEEP). For the Transport Programme, Australia remains the key donor, while some small project funding maybe be finalised with IMO early next year.

FUTURE DIRECTION, OPPORTUNITIES AND CHALLENGES
Future direction
89. The Energy Programme will continue to assist PICTs to better plan and manage their respective energy sectors but with a whole-of-sector approach ‒ looking at renewable energy and energy efficiency at the same time as lowering the cost of petroleum.
90. EDD will honour regional commitments at the 2014 joint energy and transport ministerial meeting to: (i) to mark the launch of the Decade of SE4ALL; and (ii) make some real progress towards the vision of FAESP. These regional commitments are: . to phase out incandescent lights from the Pacific during the Decade of SE4ALL . to phase out inefficient fossil fuel subsidy from the Pacific during the Decade of SE4ALL . to adopt regional standards and guidelines during the Decade of SE4ALL . to assist all PICTs to have energy standards and labelling legislations during the Decade of SE4ALL The focus of future years is to work on the ground with individual countries to put these regional commitments in place at the national level, ensuring that they are mainstreamed into local legislation, processes and systems, and budgets.
91. The Transport Programme will continue to assist PICTs to maintain compliance with international maritime conventions, in particular safety, security and training standards. While technical work such as maritime audits and safety/security training currently dominate the work of the programme, future work is likely to increase the focus on economic analysis, national maritime policies/strategies/roadmaps, monitoring transport developments in the Pacific and seeking long-term financing solutions to sustain its secretariat functions to regional maritime associations and shipping commissions.
Opportunities
92. The financial commitments made by development partners at the NZ Energy Summit of 2012 provide opportunities for the Energy Programme. (At the conclusion of the Summit, the co-hosts announced a funding envelope of NZD 635 million had been secured, which included commitments of NZD 255 million in grant funding and NZD 380 million in concessional loans sufficient to support over 40 of the 79 projects.)
93. There is also an opportunity for support and resources linked to the Decade of SE4ALL, given a unified effort by the world community. Further opportunities exist in the Post 2015 Sustainable Development Goals, where energy seeks to be one of the goals, which was not the case with the Millennium Development Goals. The Outcome of the 2013 Forum Communiqués and the Waiheke Declaration, with its linkages to energy, provide further opportunities and rationale for energy initiatives.
94. North-REP is seen as a special and proven delivery model for replication; it can provide opportunities for similar work involving other PICTs on a sub-regional basis.
Challenges
95. Uncertainty of funding and high dependence on project funding (95%) could affect EDD’s delivery of current services to members. The division continues to seek opportunities to pursue long-term sustainable funding mechanisms to reduce this dependence.
96. There are too many players in the energy sector and there is a clear need to improve the coordination of the activities of these players.
