The report includes recommendations of the task force, including near- and longer-term ideas to improve state government by making it more efficient and cost-effective as well as more responsive and accountable to New Mexico citizens. Some recommendations have the potential to save millions of dollars while others will have less dramatic, but nonetheless important, changes by eliminating or streamlining government agencies and programs. The task force undertook its statutory charge to study the current resources of state agencies, programs, services, funding and policies and the public needs served by them, including recommendations of the 2009 governor's committee on government efficiency (the Carruthers committee); the need for consolidation of agencies and elimination or reduction of redundant, duplicative or overlapping programs and services; and current and projected revenue estimates for the next three to five years. New Mexico is in one of its toughest financial times since the great depression, and the legislature and executive must work together to ensure that state government is able to provide essential services to its citizens at the least cost to its taxpayers. To come to that will take more than one interim's work, and the task force acknowledges there is still work to be done if state government and state funding are to be right-sized for the next decade. This report includes issues and ideas that should be explored further, by this task force or some other legislative/executive process. The task force members stand ready to assist the new governor and the new legislature in this continued endeavor. The task force membership included public members who have experience in state government finances and administration, and their assistance proved invaluable to the work of the task force. Patrick Baca of the Pueblo of Sandia served as state secretary of labor under Governor Bruce King and as transportation director and chief of staff for the public regulation commission. John Gasparich served as state budget director under Governor Gary Johnson and was a member of last year's governor's committee on government efficiency. Michelle Lujan Grisham served as cabinet secretary for both the aging and long-term services department and the department of health. Jim O'Neill was the deputy secretary for tax policy at the taxation and revenue department for many years. David Ortiz was the long-time administrative services director of the general services department and retired from that department as deputy secretary; he currently serves on the Pojoaque school board. Dr. Dan Lopez served as secretary of finance and administration and is currently the president of the New Mexico institute of mining and technology. The department of finance and administration was represented first by Secretary Katherine Miller and then Secretary-Designate Dannette Burch. Ms. Burch is the former deputy director of the legislative finance committee and served dual roles as deputy secretary of finance and administration and state budget director before being named to replace Ms. Miller. The task force gratefully acknowledges its debt to these members for sharing their knowledge and insights of New Mexico state government. The task force thanks the many individuals who provided assistance, information and insight instrumental in the task force's work. In particular, the task force appreciates the time and attention paid by state employees and citizens who filled out the task force's online surveys and who commented in person at task force meetings or online at the task force's web site. The task force could not have completed its work without the able assistance of its staff from the legislative council service, legislative finance committee and legislative education study committee; and the secretary's office, state budget division and office of education accountability of the department of finance and administration. This report is the result of extensive work during the interim, most especially by staff led by Jonelle Maison of the legislative council service. They compiled and presented information, analyzed ideas, drafted bills, provided fiscal impacts, tracked our progress and tried to keep us on point and steer us around the numerous pitfalls that any task force faces. On behalf of the entire task force, we thank them for their hard work and service, not just to the task force, but to the legislature and the state. As chairman, I would like to thank all the members of the task force for their enduring commitment and tireless efforts toward meeting their charge to improve state government.     Insight Education Spending Up, Performance Stagnant PAUL GESSING | MARCH 1, 2011 During her campaign, Gov. Susana Martinez said that she would not cut education. Based on revised budget numbers that were released immediately after she was elected, that went out the window. Now, Martinez is proposing very modest cuts of 1.5 percent for K-12. It didn’t take long for the unions and other supporters of more spending to draw lines in the sand. Albuquerque Federation of Teachers president Ellen Bernstein said “education can’t take any more cuts,” while Dr. Jose Armas of the Latino/Hispano Education Improvement Task Force recently wrote “Let’s dispel the myth that we’re throwing money at education. New Mexico has been steadily cutting education budgets for decades.” Instead of being “cut to the bone,” however, New Mexico’s K-12 system has seen funding rise dramatically for the better part of two decades. A new study, “K-12 Spending in New Mexico: More Money, Few Results,” which relies on data from the United States Census Bureau’s annual “Public Education Finances” report, clearly shows that K-12 spending per-pupil has risen far-faster than the rate of inflation since the late 1990s. Back during the 1994-1995 school year, New Mexico schools spent $4,100 per pupil annually. Quickly, that number started to rise at a rate that was far faster than inflation with both Gary Johnson and Bill Richardson approving ever-growing education budgets. By the 2007-2008 school year, the last year available, New Mexico was spending $9,068 per year, per-pupil, according to the Census.

GONZALES rior to the late 1880s, the civic and political leaders of Nuevomexica- nos generally disagreed on the question of statehood for territorial New Mexico. As one faction or another put the issue on the public agenda, Pthose who favored it joined Euroamerican (the vernacular “Anglo”) settlers who believed that statehood would accelerate the modern development of the territory to everyone’s benefit and enable the people to enjoy the political sovereignty that regular membership among the states in the Union held out. Opponents generally believed that the territory was not yet ready for statehood, and especially that it would burden the mass of poor Spanish-speaking citizens with unaffordable taxes until the territory’s economy could develop sufficiently.1 But as David Holtby’s recent book on New Mexico’s achievement of statehood indicates, Nuevomexicano spokesmen at the turn of the twentieth century clearly, if not unequivocally, supported the statehood movement. The success of the statehood proposition rested on this support. Nuevomexicanos constituted the majority of New Mexico’s population and statehood required that the population ratify the 1910 constitution. A great deal thus rode on Nuevomexicano leaders Phillip B.   • 2019 NMC Legislative Summary
    2019 Final Legislative Report 54TH LEGISLATURE FIRST SESSION Session Summary Another New Mexico Legislative session has come and gone and is now in the record books (thankfully). Like all sessions, the 2019 one was unique, interesting, entertaining, frustrating and, sometimes, rewarding. Let’s take a quick look at what happened: All of the New Mexico House of Representatives were up for election in November, and New Mexico had its version of the national “blue wave.” There are now 46 Democrats and 24 Republicans in the House, the largest Democratic majority since 1994 (53-17). State Senators are not up for election until next year, so that body stays at 26 Democrats and 16 Republicans. New Mexico also elected a new Governor, Michelle Lujan-Grisham, who is a former Bernalillo County Commissioner, U.S. Congresswoman and long-time cabinet secretary for Governors Bruce King, Gary Johnson, and Bill Richardson. In the 2019 Legislative session, the House introduced 695 bills, 16 joint memorials, 11 joint resolutions, and 94 memorials. The Senate introduced 675 bills, 20 joint memorials, 19 joint resolutions, and 131 memorials. We, along with many legislators, expected a much larger number of bills. In all, the Legislature passed 309 bills and the Governor signed 281, vetoed 15, and pocket vetoed 13. In the tax arena, the counties were finally able to “de-earmark” many of our gross receipts tax silos, a major accomplishment.
