Francis Chung/E&E News President-elect Joe Biden will nominate New Mexico Rep. Deb Haaland (D) to serve as Interior secretary, three sources tell E&E News. If confirmed by the Senate, the 60-year-old avowedly progressive lawmaker will be the first Native American to head the sprawling department whose responsibilities range from tribal affairs to the management of some 500 million acres of public land. A member of the Laguna Pueblo tribe, Haaland has posted a green record during her single House term representing an Albuquerque-based congressional district. She was comfortably reelected last month 58% to 42%. Several congressional Democrats, including House Natural Resources Chairman Raúl Grijalva of Arizona, openly advocated for Biden to nominate Haaland (E&E Daily, Nov. 20). Chairwoman of the Subcommittee on National Parks, Forests and Public Lands, Haaland served on Biden's climate engagement advisory council and is a co-sponsor of the Green New Deal and related aspirational legislation. 1 Her "Environmental Justice Legacy Pollution Cleanup Act," H.R. 8271, introduced in September, would provide $100 billion to clean up legacy pollution and would prohibit granting major source air pollution permits in communities already suffering from air pollution (E&E Daily, Sept. 18). "In my own Pueblo of Laguna, I know families who have to haul water because theirs is contaminated," Haaland said at the time, adding the bill would "stop polluters from taking advantage of communities of color and areas living in poverty." Being able to vote and have that vote counted are essential to maintaining and preserving our democracy. Voting stands as one of the most important rights and responsibilities of U.S. citizens. The news of recent changes to the U.S. Postal Service’s delivery process, coupled with the Administration’s decision to withhold funding, is alarming and should be of grave concern to us all, particularly with the General Election only months away. While the Postmaster General’s actions to reverse these policies earlier this week were a positive step, we must be vigilant and relentless when it comes to a fair election, especially during these challenging times. The spread of the Coronavirus has already created challenges and uncertainty around our local, state and national electoral processes. We cannot afford further disruption. At our Annual Meeting in June, the U.S. Conference of Mayors passed two critical resolutions supporting safe and accessible elections and voting by mail. -

It is a response to another document, a report prepared by the U.S. General Accountability Office (GAO) in June 2004, which has received far greater circulation. As stated in the GAO’s letter to Senators Jeff Bingaman and Pete V. Domenici, and to then Congressman Tom Udall, the report was prepared at congressional request and sought to describe the confirmation procedures by which the United States implemented the property protection provisions of the Treaty of Guadalupe Hidalgo with respect to New Mexico community land grants, and to assess the results of those procedures. It also identified and responded to concerns regarding those procedures, as implemented between 1854 and 1904, and identified options Congress could consider in responding to the remaining concerns among community land grant heirs. The GAO report concluded that the procedures employed to confirm community land grant claims between 1854 and 1904 did not violate due process. Also, the GAO purposely did not express an opinion on whether the United States fulfilled its Treaty obligations as a matter of international law. -

Nature is indispensable to the health and prosperity of every community in America. We depend on our forests and streams for clean drinking water and clean air. Our lands are a place of cultural, ecological, and sacred resources that have sustained humanity for generations. Our ocean supplies wild fish that feed our country and provide endless wonder and enjoyment. Our rivers, mountains, and deserts are where families unplug and reconnect. Our parks, open spaces, beaches, trails, and public lands enrich communities’ quality of life and power America’s outdoor recreation economy. Our very existence depends upon the survival of a rich diversity of natural life. Achieving 30x30 will require an ambitious and inclusive movement that engages local, state, national and Tribal leaders, as well as private landowners, as part of the solution. Efforts to conserve, protect, and restore our natural world will be guided by science, protect private property rights, honor Tribal sovereignty, and engage local communities to ensure that the benefits of nature are equitably shaped and shared by all. April 21, 2020 The Honorable Tom Udall United States Senate Washington, DC 20510 Dear Senator Udall: On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your March 20, 2020, letter requesting that the NRC delay any public meetings and extend the public comment period on the draft Environmental Impact Statement (EIS) for Holtec International’s proposed consolidated interim storage facility in Southeast New Mexico until the COVID-19 pandemic threat has passed. You also asked that public meetings, once resumed, be held at locations across New Mexico. The current 60-day comment period on the draft EIS was scheduled to close on May 22, 2020. Given recent events associated with the COVID-19 public health emergency, and the corresponding actions taken by Federal and State governments to mitigate its spread, the NRC staff will extend the public comment period for an additional 60 days. A notice of this extension will be published in the Federal Register. The NRC staff plans to hold a nationwide webinar and five public meetings in New Mexico during the public comment period to present the staff’s preliminary findings and receive public comments. As the COVID-19 public health emergency evolves, the NRC staff will continue to re-evaluate these plans for engaging the public, and will consider whether additional extensions to the comment period are warranted.
