The Vallée-de-la-Gatineau RCM / Website: www.mrcvg.qc.ca Your RCM

Located in the heart of the Outaouais, the Regional County Municipality (RCM) of La Vallée-de-la- Gatineau was incorporated under the Act respecting land use planning and development in 1982.

It consists of two municipalities governed by the Cities and Towns Act and 15 municipalities governed by the Municipal Code, in addition to 5 unorganized territories grouped under its administration, for a total area of 13,424 square kilometers, equivalent to one third of Switzerland, making it one of the largest RCMs in Que- bec.

There are also two Algonquin communities, Kitigan Zibi Anishinabeg, south of Maniwaki, and Lac Barrière, in the heart of the La Vérendrye Wildlife Reserve.

The main acces to the region is Highway 105, from the City of Gatineau, and Highway 117, which connects the Montreal area to the Abitibi, crossing the northernmost portion of the Gatineau Valley.

The region is bounded to the south by the Collines-de-l'Outaouais MRC and the municipality of La Pêche, to the west by the Pontiac and Bras-Coupé-Désert ZEC, to the north by the La Vérendrye Wildlife Reserve and by the MRC Antoine-Labelle.

The development of the Gatineau Valley region began in the latter part of the first half of the 19th century thanks to the forest industry and the first steps of agriculture. Today, forestry and agriculture still occupy a significant place, but the region can also count on a significant presence of seasonal occupancies and outfit- ters.

According to the Quebec Institute of Statistics, by 2016 the population reached 20,543 permanent residents and nearly 20,000 seasonal occupancies.

The Strategic Vision Statement provides a vision of what the entire Gatineau Valley could look like within the next 15 years, taking into account both the strengths and weaknesses, but also opportunities and potential for development as unique as they are exceptional.

The RCM is responsible for municipal evaluation for all municipalities.

For each notarial transaction, evaluation staff must update your evaluation file. This is also the case for each building or renovation permit issued by the municipality. You will be notified of the change through a document entitled "Evaluator’s Certificate". Thereafter, a tax adjustment will be made based on an increase or decrease in value based on municipal tax rates.

Once the Triennial Assessment Roll has been filed, you can ask the RCM to review your assessment if you do not agree with the assessment provided. Please inquire with the municipality for details related to such a request.

FIRE DEPARTMENT

The Fire Safety Service does prevention and ensures the protection of the life and property of the community. The team, which is made up of a director and 21 part- time firefighters, is ready to go into action very quickly, 24 hours a day.

Prevention visits

Every year, the firefighters conduct prevention visits within the Municipality. Du- ring these courtesy calls, they provide documentation and sometimes smoke de- tectors or batteries. This is done mainly during the Fire Prevention Week in October.

A preventive visit and an evacuation practice are also organized at the local primary school École St- Nom-de-Marie.

In 2009 several families and friends decided to put words into action and the concept of Velo MSM was born. Best described as a Self Organized Collective, each of these individuals deserve a TON of credit because of the hundreds, if not thousands, of hours which have been put into developing this network. 2010 saw the conti- nuation of trail building, plus the addition of Peter Verheyden, Ottawa’s best known and most accomplished trail builder, to help lead Velo MSM into the future.

2011 was an exciting year for Velo MSM. The group became an official chapter under Club MSM and were successful with a proposal to the local municipality of Lac Ste Marie for $55,000 in trail building funds. In addition, we also got all the land owners together, explained our long term goal and proposed trail network and gained their overwhelming support and signed access. Also in 2011 we designed and refined a trail net- work of over 40km of future trail with potential for tons more, organized 20 trail days with 1000′s of volun- teer hours to improve existing trails and build new, plus with the help of our funding we put together and ma- naged a full time crew of 5 trail builders.

In 2012 Velo MSM was successful in getting more grant funding which meant a trail crew was employed for a second year in a row. This year saw the completion of the around the lake trail network, and the commence- ment of a trail going up the mountain, TTOP.

2013 brought new funding partners in Mountain Equipment Co-op and the Federal government’s Economic Action Plan. This enabled further trail crew work on TTOP. Interest in riding at MSM amongst local moun- tain bikers and those afield grew considerably. Volunteer trail days continued the strong tradition of targe- ting a grassroots support network for building sweet single track at MSM.

2014 was another exciting year for Velo with several major achievements to note. First of all TTOP was com- pleted – and is now being talked about as one of the best ‘up’ trails ever ridden! It is also connected with the rest of the network through Stout trail. Secondly, we held our first ever festival, Mountain Fest. What started as a ‘cool idea’ for fundraising and celebrating Velo MSM turned into an overnight success. We had just shy of 500 participants, numerous retailers, tonnes of high end demo bikes, kids events, yoga on the beach, trail running, local beef on the BBQ, delicious Boreale beer, and incredible music that included JW Jones, Cana- da’s top touring blues artist.
