26 MAR 20 AIP GEN 3.3 - 1 PHILIPPINES 26 MAR 20 GEN 3.3 AIR TRAFFIC SERVICES 3.3.1 Responsible Service 1. The Assistant Director General, Air Traffic Services acting under the authority of the Director General of Civil Aviation is the authority responsible for the provision of air traffic services within the Manila FIR. The services are provided in accordance with the provisions contained in the following ICAO documents: Annex 2 - Rules of the Air Annex 11 - Air Traffic Services Doc. 4444 - Procedures for Air Navigation Services - Air Traffic Management (PANS-ATM) Doc. 8168 - Procedures for Air Navigation Services - Aircraft Operations (PANS-OPS) Doc. 7030 - Regional Supplementary Procedures 3. Differences to these provisions are detailed in subsection GEN 1.7. 3.3.2 Area of Responsibility Air Traffic Services are provided for the entire territory of the Republic of the Philippines, including its territorial waters as well as the airspace over the high seas within the Manila FIR. 3.3.3 Types of Services 1. The following types of services are provided: • Flight Information Service (FIS) and Alerting Service (ALRS); • Area Control (ACC); and • Radar. 2. With the exception of services provided at military air bases, the following types of services are provided at aerodromes: • Aerodrome Control (TWR); • Aerodrome Flight Information Service (AFIS); and • Automatic Terminal Information Service (ATIS) at certain aerodromes. 3. Air Traffic Control is exercised: a. on airways covering the main ATS routes. b. within terminal control areas (TMAs) and in control zones at controlled aerodromes equipped with approach and/or landing aids 4. Flight information and alerting services within the Manila FIR and air traffic control services in control areas are provided by Manila ACC within their respective areas of responsibility as defined in CIVIL AVIATION AUTHORITY AIRAC AIP AMDT 074/20 OF THE PHILIPPINES 26 MAR 20 GEN 3.3 - 2 AIP 26 MAR 20 PHILIPPINES subsection ENR 2. There is no distinction between upper and lower controlled airspace. The axis of each airway is constituted by a line connecting reference points identified normally by radio navigational facilities. 5. Air traffic control, flight information and alerting services are provided by: a. Manila ACC along the airways including those parts of the terminal control areas as defined in section ENR 3. b. The relevant Approach Control Office and/or Aerodrome Control Tower in co-ordination with Manila ACC as necessary, for arriving and departing aircraft. 6. Radar service is an integral part of the ATS System. A description of radar system services and procedures is provided in subsection ENR 1.6. Additional procedures applicable within Philippine airspace are contained in subsection ENR 1.1. 7. The description of the airspace designated for air traffic services purpose is found in several tables, all forming part of subsection ENR 2.1. 8. In general, the air traffic rules and procedures in-force and the organization of air traffic services are in conformity with ICAO Standards, Recommended Practices and Procedures. The regional supplementary procedures and altimeter setting procedures are set out in full. Differences between the national and international rules and procedures are given in subsection GEN 1.7. 9. Prohibited areas, restricted areas, danger areas and training areas are established within the Philippine airspace. These areas are shown in section ENR 5. Activation of areas subject to intermittent activity is notified well in advance by NOTAM, giving reference to the area only by its identification. 3.3.4 Co-ordination Between the Operator and ATS 1. Co-ordination between the operator and air traffic services is effected in accordance with 2.17 of ICAO Annex 11 and 2.1.1.4 and 2.1.1.5 of Part VIII of the Procedures for Air Navigation Services- Air Traffic Management (Doc 4444, PANS-ATM). 3.3.5 Minimum Flight Altitudes 1. The minimum flight altitudes on the ATS routes have been established based upon the obstacle clearance over the terrain or man-made objects, adequacy of communication, navigation facility performance and airspace requirement. 2. The minimum flight altitudes on the ATS routes, as presented in section ENR 3, have been determined so as to ensure at least 1000FT (300M) vertical clearance from the highest obstacle within 10NM (18KM) on the side of the center line for routes whose width is 10NM (18KM). Thus, there is a 5NM (9KM) buffer zone on both edges of the routes. 3. In routes which expand with angular divergence of 5 degrees from the two navigational aids where the route is anchored, the 5NM (9KM) buffer zone from both edges of the route is maintained throughout the routes maximum width. 4. When routes pass over mountainous area, the minimum flight altitudes are at least 600M (2000FT) above the highest obstacle within 10NM (18KM) of the estimated position of the aircraft.     OBSERVATIONS AND RECOMMENDATIONS A. FINANCIAL AUDIT 1. The reported Property and Equipment (PE) accounts with a total amount of P77.364 billion as of December 31, 2018 is unreliable due to a) unreconciled variance of P19.163 billion between the General Ledger (GL) and the Report of Physical Count of Property, Plant and Equipment (RPCPPE); b) non- maintenance of Property Cards (PC) and Property, Plant and Equipment Ledger Cards (PPELC); c) non-recording of donated properties; and d) non- derecognition and non-disposal of unserviceable properties with a total cost of P120.927 million. 1.1 Paragraph 15 of Philippine Accounting Standards (PAS) 1, on Presentation of Financial Statements provides that – Financial statements shall present fairly the financial position, financial performance and cash flows of an entity. Fair presentation requires the faithful representation of the effects of transactions, other events and conditions in accordance with the definitions and recognition criteria for assets, liabilities, income and expenses set out in the Framework. xxx Variance between the GL and RPCPPE – P19.163 billion 1.2 COA Circular No. 80-124 provides that physical inventory-taking is an indispensable procedure for checking the integrity of property custodianship. It is then important for Management to perform a physical inventory of all properties at least once a year. 1.3 COA Circular No. 80-124 also provides that “all inventory reports shall be prepared on the prescribed form (Gen. Form No. 41-A) and certified correct by the committee in charge thereof, noted by the Auditor and approved by the head of the agency. The reports shall be properly reconciled with accounting and inventory records.” 1.4 As of December 31, 2018, PE accounts totaling P23,956,425,753 could not be validated due to the non-submission of CAAP Head Office (CAAP-HO) and Area Centers (ACs) III, VI and XII of a complete RPCPPE casting doubts on the existence of those properties without RPCPPE.

The document has undergone a series of consultation participated in by line agencies, local government units, NGOs and HEIs. The Cagayan Valley RDA is among the legacies of the officials and members of the Regional Development Council 2 (RDC2) CY 2007-2010 under the able leadership of his Eminence Bishop Ramon B. Villena. As such, the document will provide the next Council with a starting document that would guide them in formulation of the successor Regional Development Plan. The RDA takes off from existing planning documents such as the Regional Development Plan CY 2004-2010, the Regional Physical Framework Plan, the Regional Investments Priority Plan, and the Regional Action Agenda for Productivity and Quality. The RDA articulates the region’s highest priorities and the essential ingredients needed to achieve the desired development scenario.

BACKGROUND TPB, in its pursuit of green and sustainable tourism, included in the Corporation's annual work program the conduct of CSR activities. These activities aim to create green and environmental awareness that shall result in greater respect and a deeper appreciation of nature and Filipino culture and heritage; not only to its participants but also to tourism stakeholders and most importantly to future generations who will significantly benefit from these projects. For 2018's third segment, 12 TPB personnel and two travel bloggers were selected and invited to join the CSR Batanes leg. Participants in partnership with Mr. Mon Corpuz of Blabck Pencil Project, a social media-based and private organization, were involved in the different initiatives such as rehabilitation of stone-house and distribution of 400 set of school supplies to different elementary schools in the province of Batanes. Before leaving for Batanes, the CPBD Department, the organizer of all CSR activities in TPB, have coordinated with the shipment partner of Mr. mon Corpuz for the shipment of balikbayan boxes containing the school supplies to for distribution in Sabtang and Basco, Batanes.

    ZAMBOANGA PENINSULA PRIORITY PROGRAMS AND PROJECTS FOR RESOURCE MOBILIZATION December 2015 FOREWORD This document is the output of the Regional Development Council (RDC) IX Secretariat’s effort to push the development of the region by facilitating the identifi cation of the priority interventions that need the support of donor agencies, policymakers, particularly the region’s congressional representatives, national government agencies, and the Mindanao Development Authority. It is largely based on the submissions of ZamPen’s regional line agencies and local government units. Following a set of RDC-approved criteria, the projects identifi ed shall sail the region towards its vision of becoming the Southern Agri-Fisheries Corridor of the Philippines. This portfolio is anticipated to jumpstart resource mobilization as it equips a potential investor with the details of the region’s priority programs/projects.
