REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR HIRING CONSULTANCY SERVICES FOR RENEWABLE / ALTERNATE ENERGY FOR STRENGTHENING AND CAPACITY BUILDING OF THE ENERGY DEPARTMENT

 Punjab Power Development Board (PPDB), an autonomous entity under Energy Department Government of the Punjab is mandated to provide "One Window Facilitator" to promote and encourage private sector participation.  PPDB intends to hire the services of a Consultant/Advisor to The consultant to develop a policy for renewable / alternate energy for Punjab along with an actionable implementation plan.  Identify stakeholders and engage them for input in order to define goals and objectives of renewable/alternate energy. Review and collate available information on relevant policies (at both federal and provincial levels)enabling policy interventions leading to implementable short and medium term strategic action plans for all renewable/alternate energy sectors including Hydropower, Solar, Biogas, Biomass and Waste- to - energy.  Should also able to examine and suggest policies and legal framework changes, and implementation plan of the stated objective with clear targets, timelines and expected outcomes with an embedded of monitoring and evaluation.  EOI should demonstrate a sound understanding of variety of renewable projects (Solar, Biomass, Biogas, Waste to Energy and Wind).  The consultant should have:  Minimum B.Sc. In Engineering/ Masters in relevant field with ten years relevant experience in the Energy sector.  Experience in working in an advisory role on Renewable /Alternate Energy with private sector, government and development agencies will be preferred.  It would be a task bound activity, spanning two months, which may be extended as required.  Should be in good mental and physical health with a maximum age of 60 years

SCOPE OF WORK AND DELIVERABLES (i) Review and collate available information on relevant policies (at both federal and provincial levels)enabling policy interventions leading to implementable short and medium term strategic action plans for all renewable/alternate energy sectors including Hydropower, Solar, Biogas, Biomass and Waste- to - energy.

(ii) Propose concrete steps to streamline legal, administrative, structural and sector wise efforts in order to create a well synergized approach defining a time bound roadmap to realize vision of Government for the Energy sector.

(iii) Devise an implementation plan for the achievement of the aforementioned objectives with clearly defined actions, targets and outcomes.

(iv) Formulate timelines and short, medium and long term milestones for achieving the stated targets of the province’s Energy sector.

(v) Formulate a system of monitoring and evaluation of the actions taken and for assessing their outcomes.

Terms of reference

Background Since its inception in 2011, the Punjab Energy Department has been engaged in formulating a viable solution to the emergent energy crisis in Pakistan. The aim is to shore up our existing natural resources with the help of technology to boost up energy generation and energy efficiency in Punjab, so that the needs of domestic, industrial, agricultural, commercial and other users in the most populous province of Pakistan are met. The energy crisis is sapping the life out of our economy, and the government is now looking towards renewable energy as a quick, environmentally friendly and an attainable option for power generation. The government has provided the Energy Department generous development funding for the FY 2013-14, which reflects its commitment towards achieving this goal.

Need for the consultant/ expert As renewable energy is a new sector which requires further exploration and experience. In the light of capacity constrained the Energy Department requires specialized technical and policy level support to keep it abreast with modern technology and international best practices. The newly established department currently lacks the technical expertise to devise a holistic action plan within a short period of time, which is required to deal with the crisis situation. Therefore, it is imperative to hire the services of an experienced professional to identify stakeholders and engage them for input in order to define goals and objectives, examine and suggest policy and legal framework changes, an implementation plan of the stated objectives with clear targets, timelines and expected outcomes, with an embedded system of monitoring and evaluation.

Duration It would be a time bound activity spanning one month which may be extended as required.

Education Minimum Bachelor’s degree in science or engineering

Experience, knowledge and skill (i) Minimum ten years experience in the energy sector preferably Renewable/Alternate Energy policy formulation

(ii) Experience in working in an advisory role on Renewable /Alternate Energy with private sector, government and development agencies will be preferred.

Other conditions Should be in good mental and physical health with a maximum age of 60 years
