Full details of the proposals in this Notice can be viewed on our website www.westsussex.gov.uk/tro. The website includes a response form for comments or objections. Due to current social distancing requirements, paper copies of documents will not be available to view in council offices or libraries. Dated this 17 June 2021 Director of Law & Assurance County Hall Chichester TRO/CHN2101/RC WEST SUSSEX COUNTY COUNCIL (BEPTON & MIDHURST: BEPTON ROAD AND SEVERALS ROAD) (30MPH & 40MPH SPEED LIMIT) ORDER 2021 Statement Of Reasons For Proposing To Make The Order The County Council in exercise of their powers under the Road Traffic Regulation Act 1984, propose to make a permanent Order the effect of which will be to introduce:- (i) a 30mph speed limit on a length of Severals Road from is junction with Bepton road northwards for a distance of 250 metres; and (ii) a 30mph speed limit on a length of Bepton Road from its junction with Pitsham Lane southwards to Severals Road; and (iii) a 40mph speed limit on a length of Bepton Road from Severals Road southwards for a distance of 400 metres. The stretch of Bepton Road between Midhurst and Bepton is currently subject to a 40mph speed limit south-west of Midhurst and then the National Speed Limit into Bepton. The stretch of Severals Road running north-west from the Bepton Road is also currently subject to a 40mph speed limit. Concerns have been raised locally about road safety and the general speed of traffic and the Parish Council requested a speed limit reduction. At its meeting on 26 November 2020, the North Chichester County Local Committee selected a proposal to introduce lower speed limits on Bepton Road and Severals Road. Speed data has been obtained and reviewed and it is proposed to reduce the existing 40mph speed limit on Severals Road to 30mph. It is also proposed to reduce the speed limit on Bepton Road to 30mph between Pitsham Lane and Severals Road and to 40mph from Severals Road southwards for 400metres. The proposed lower speed limits are compliant with the County Council’s speed limit policy and adequately reflect the character of the road. The primary aim of the initiative is to enhance road safety and casualty prevention, and it is intended that this approach will not compromise the effectiveness of existing speed limits around the county. This Order is proposed so as to reduce danger to persons or other traffic using the road or to minimise the likelihood of any such danger arising and for facilitating the safe passage of any class of traffic (including pedestrians). Drawing Bepton: Proposed Speed Limits (21.1.21) shows the lengths of roads, which are the subject of the proposed order. Director of Law & Assurance County Hall Chichester TRO/CHN2101 WEST SUSSEX COUNTY COUNCIL (BEPTON & MIDHURST: BEPTON ROAD AND SEVERALS ROAD) (30MPH & 40MPH SPEED LIMIT) ORDER 2021 West Sussex County Council in exercise of their powers under Sections 82 and 84 (1) (a) of the Road Traffic Regulation Act 1984 ("the Act"), and Part IV of Schedule 9 of the Act and of all other enabling powers, and after consultation with the chief officer of police in accordance with Part III and Part IV of Schedule 9 to the Act hereby make the following Order:- 1. This Order shall come into operation on the x day of x 2021 and may be cited as "West Sussex County Council (Bepton & Midhurst: Bepton Road and Severals Road) (30mph & 40mph Speed Limit) Order 2021” 2. The parts of the Order in the First Schedule to this Order is hereby revoked. 3. No person shall cause or permit any vehicle to proceed at a speed exceeding 30 miles per hour in the lengths of roads specified in the Second Schedule to this Order. 4. No person shall cause or permit any vehicle to proceed at a speed exceeding 40 miles per hours on the length of road specified in the Third Schedule to this Order. 5. Nothing in Paragraphs 3 and 4 shall apply to a vehicle being used by naval, military or air force purposes while being driven by a person for the timebeing subject to the orders of a member of the armed forces of the Crown on an occasion when – (a) the person driving the vehicle is a member of the special forces as defined by the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011; and (b) the vehicle is being driven- (i) in response, or for practice in responding, to a national security emergency by a person who has been trained in driving vehicles at high speeds; or (ii) for the purpose of training a person in driving vehicles at high speeds. Executive Summary Reasons for Committee referral: The applicant is Chichester District Council. The application is for the retention of the existing timber hoarding surrounding land on which the former Grange Leisure Centre was sited. It is considered that in the context of the temporary nature and screening effect of the structure, the continued presence of the site hoarding would not result in any permanent harm to the character or appearance of the conservation area and therefore subject to conditions limiting the length of time it may continue to remain in situ and to ensure maintenance of its appearance, the application is recommended for approval. 1 Site Description 1.1 The application site comprises land on which the former Grange Leisure Centre was sited. Following a grant of permission in 2011, the previous Grange Centre was demolished and a new centre relocated and built to the east of the site. A new car park of 300 spaces was also provided with the new centre. The site enclosed by the hoarding is now vacant and is awaiting disposal by the District Council.

Name: William Henry Crisp Date of Registration: Jan-Feb-Mar 1867 Registration district: Hartley Wintney Inferred County: Hampshire Volume: 2c His parents were Henry Crisp a labourer and Eleanor Crisp.1 William had four older and two younger sisters and four younger brothers. During his childhood, the family moved around quite a bit, his father doing various jobs as an agricultural labourer, a brickyard labourer and a carter. In 1889, William married his first wife Elizabeth, and they had six children, two boys and four girls, and they lived in the Aldershot area, Elizabeth died in childbirth in September 1907. The 1901 census shows William living at Tongham near Guildford and working as a labourer at the gasworks. By the 1911 census, he had moved to East Grinstead with four of his children and was working as a labourer. In August 1912, at Oving near Chichester, he married his second wife Martha Jenetta White who was twenty five years younger than he, although she believed the difference in age was only twenty years. On the marriage certificate, he was shown to be living in Oving.

As you will be aware, there is no requirement for the Local Planning Authority to formally assess the Plan against the Basic Conditions for neighbourhood plans at the point of submission. However, the Local Planning Authority is required to undertake a number of procedural checks at this time. This letter sets out these checks and explains how the submission of the Fernhurst neighbourhood plan has met the statutory requirements. Please find in Appendix 1 acknowledgement of all the documents received as part of this submission. I would like to kindly ask that you check this list in case of any errors.     WEST SUSSEX - churchyard sites with younger yews BARLAVINGTON St Mary SU9721616049 1992 D.Rudd-Jones A solid female yew with a girth between 9' 4" and 9' 8". BEPTON St Mary SU854183 Peter Norton An early church, rebuilt in the 13th century and in 1878. Of the six yews that grow along the east perimeter five are quite small. The largest, with a massive exposed root system, overhangs the road that leads to the farm. CHIDHAM St Mary SU788039 Peter Norton One young male grows southwest of the church. At the southeast corner of the churchyard is a larger male with three main leaders from a short bole. Much twiggy lower growth and thick stems of ivy preventing accurate measurements and 11' was estimated. CLIMPING (Clymping) St Mary the Virgin TQ002025 19/6/2011 Peter Norton The church and the parish Council use the old name of Clymping as opposed to the modern spelling seen on maps. The church has a Norman tower built in 1170 with the church added in 1230. A single female yew grows here, close to the south west gate. It has a swollen lower root, a break of crown at 5', and there is evidence of hollowing. Difficult to measure but a girth of about 12' at 1' was recorded. COCKING St Catherine of Siena SU879175 Peter Norton A church recorded in the Domesday Book, restored in the 19th century. One male yew growing north of the church had a girth of 11' at 3'. It has a tapering bole with no break of crown.
