IN THE UNITED STATES DISTRICT COURT FOR THE DISTRICT OF UTAH IN THE MATTER OF ADOPTION OF AMENDED GENERAL ORDER LOCAL RULES OF PRACTICE No. 16-006 Proposed amendments to the local rules of practice were published for comment and the comment period has expired. The court has reviewed the proposals and the comments. IT IS HEREBY ORDERED that the following local rules be amended in accordance with the copy attached: DUCivR 37-1 Discovery: Motions and Disputes; Referral to Magistrate Judge Sets forth a procedure for filing a Short Form Discovery Motion. DUCivR47-2 Communication with Jurors Clarifies that juror contact information will not be disclosed by the court or its employees without a court order. DUCivR 83-1.1 Attorneys - Admission to Practice Provides a more streamlined admission procedure for non-resident attorneys appearing before the Court on behalf of the United States or its agencies. DUCrimR 23-1 Number of Jurors and Alternatives in Criminal Cases Deletes rule because it is redundant with the Federal Rules of Criminal Procedure. DUCrimR 24-1 Impanelment and Selection of Jury Deletes rule because it is redundant with the Federal Rules of Criminal Procedure. DUCrimR 56-1 Office of Record; Court Library; Hours and Days of Business Deletes reference to the twenty-four hour filing box, which no longer exists. DUCrimR 57-16 Review of Magistrate Judge Orders Corrects statutory reference and changes the word "appeal" to "review" to correspond with statutory language. IT IS FURTHER ORDERED that the amended local rules as attached hereto shall be adopted and become effective on December 1, 2016; and IT IS FURTHER ORDERED that the Clerk of Court shall cause notice of the attached amendments to the local rules to be published to the Bar and the public. FAITH OR FEDERALISM: CHRONICLES OF THE FEDERAL COURT IN UTAH BY IRA COHEN s my fellow Federal Bar Association members converge on Salt Lake City for the 2015 Annual Meeting and Convention to be held Sept. 10-12, I hope they will carve out some time in their harried schedules to visit the old federal courthouse, a building on the National Historic Register. Observe the Classical Revival style of architecture, the fluted Doric columns, and the fine Utah granite facades. The floors of the lobby and corridors are a blend of marble, tile, and terrazzo, while the three original courtrooms Awere ornate, ornamental marvels, rising two stories high. Notice also the eagles with outstretched wings that flank the steps. But below those elaborate decorative bronze and aluminum grilles, the massive entrance doors invite one to step back into times gone by and witness a rich and raucous history that will capture and captivate students of judicial history and jurisprudence. In the early 1800s, Utah marked one of the westernmost bound- administrators who barked orders and dispatched troops from the aries of 19th-century American civilization. Before long, however, nation’s capital, whom they viewed as the very incarnation of cor- pioneers, religious pilgrims, Native Americans, fortune-seekers ruption and evil: and, eventually, Washington, D.C., politicians and their lapdog bureaucrats all were mightily engaged in a decadeslong scrimmage “I arose and spoke substantially as follows: … I love the for control of a lush and pristine geographic area comprised of government and the constitution of the United States, but I approximately 85,000 square miles of largely uncharted wilder- do not love the damned rascals who administer the govern- ness.

FEDERAL COURT UPDATE* Jake J. Allen, 2L Hannah Bobee, 2L Bryan T. Newland, 3L Michigan State University College of Law I. United State Supreme Court Decisions Arizona v. California, 547 U.S. 150, 126 S.Ct. 1543 (U.S. 2006). March 27, 2006. The Court issued a consolidated decree settling the federal reserved water rights claim for the Fort Yuma Indian Reservation. On January 19, 1953, the Court granted the State of Arizona leave to file a bill of complaint against the State of California and seven of its public agencies, Palo Verde Irrigation District, Imperial Irrigation District, Coachella Valley County Water District, Metropolitan Water District of Southern California, City of Los Angeles, City of San Diego and County of San Diego. The United States and the State of Nevada intervened. The State of New Mexico and the State of Utah were joined as parties. On January 9, 1979, the Court filed an opinion granting the joint motion for entry of a supplemental decree, entered a supplemental decree, denied in part the motion to intervene of the Fort Mojave Indian Tribe, and otherwise referred the case and the motions to intervene of the Fort Mojave Indian Tribe and the Colorado River Indian Tribes, et al., to Judge Elbert Tuttle as Special Master. On April 5, 1982, the Court received and ordered filed the report of Special Master Tuttle. On March 30, 1983, the Court filed an opinion rendering a decision on the several exceptions to the report of the Special Master, approving the recommendation that the Fort Mojave Indian Tribe, the Chemehuevi Indian Tribe, the Colorado River Indian Tribes, the Quechan Tribe, and the Cocopah Indian Tribe be permitted to intervene, and approving some of his further recommendations and disapproving others.
