Bergeron, City Clerk Tricia Piecuch, Deputy City Clerk Municipal Government Report ii City of Nashua The 2010 – 2011 Municipal Government Report for the City of Nashua has been compiled through the efforts of your local city officials, to serve as a permanent record of the past fiscal year. Bergeron, City Clerk Cover photo During FY2011, the City announced plans to purchase nine trash trucks powered by compressed natural gas (CNG) instead of diesel. The Board of Aldermen also approved a Resolution to accept $400,000 from the NH Department of Environmental Services to cover most of the extra cost of the gas-powered trucks over diesel-powered trucks. The City later partnered with United Parcel Service (UPS) to build a permanent CNG fueling station behind the Transit garage on Riverside Drive, bringing up natural gas from a pipeline under the road. The system stores 300 gallons at 4,500 psi in above-ground cylinders. CNG produces less air pollution than diesel or gasoline, corrodes engine parts less than petroleum fuels, and costs less per gallon than diesel fuel. Below are photos of the fueling station and the ribbon cutting ceremony held on the site on October 20, 2011. Mayor Lozeau stands in the center of the group participating in the ribbon-cutting. iii Municipal Government Report TABLE OF CONTENTS Comprehensive Annual Financial Report v MS – 9 and MS – 10 Forms 141 Statistical and Economic Data 149 Approved Resolutions (2010 – 2011) 162 City Government 190 Departmental Reports 214 Index 351 iv City of Nashua v Municipal Government Report vi City of Nashua vii Municipal Government Report viii City of Nashua Municipal Government Report 2 City of Nashua 3 Municipal Government Report 4 City of Nashua 5 Municipal Government Report 6 City of Nashua 7 Municipal Government Report 8 City of Nashua 9 Municipal Government Report 10 City of Nashua 11 Municipal Government Report 12 City of Nashua 13 Municipal Government Report 14 City of Nashua 15 Municipal Government Report 16 City of Nashua 17 Municipal Government Report 18 City of Nashua 19 Municipal Government Report 20 City of Nashua 21 Municipal Government Report 22 City of Nashua 23 Municipal Government Report 24 City of Nashua 25 Municipal Government Report 26 City of Nashua 27 Municipal Government Report 28 City of Nashua 29 Municipal Government Report 30 City of Nashua 31 Municipal Government Report 32 City of Nashua 33 Municipal Government Report 34 City of Nashua 35 Municipal Government Report 36 City of Nashua 37 Municipal Government Report See notes to financial statements. 38 City of Nashua See notes to financial statements. 39 Municipal Government Report See notes to financial statements. 40 City of Nashua See notes to financial statements. 41 Municipal Government Report 42 City of Nashua 43 Municipal Government Report 44 City of Nashua 45 Municipal Government Report 46 City of Nashua 47 Municipal Government Report 48 City of Nashua 49 Municipal Government Report 50 City of Nashua 51 Municipal Government Report 52 City of Nashua 53 Municipal Government Report 54 City of Nashua 55 Municipal Government Report 56 City of Nashua 57 Municipal Government Report 58 City of Nashua 59 Municipal Government Report 60 City of Nashua 61 Municipal Government Report 62 City of Nashua 63 Municipal Government Report 64 City of Nashua 65 Municipal Government Report 66 City of Nashua 67 Municipal Government Report 68 City of Nashua 69 Municipal Government Report 70 City of Nashua 71 Municipal Government Report 72 City of Nashua 73 Municipal Government Report 74 City of Nashua 75 Municipal Government Report 76 City of Nashua 77 Municipal Government Report NASHUA AIRPORT AUTHORITY FOOTNOTES 78 City of Nashua 79 Municipal Government Report 80 City of Nashua 81 Municipal Government Report 82 City of Nashua 83 Municipal Government Report 84 City of Nashua 85 Municipal Government Report COMBINING FINANCIAL STATEMENTS 86 City of Nashua 87 Municipal Government Report 88 City of Nashua 89 Municipal Government Report 90 City of Nashua 91 Municipal Government Report 92 City of Nashua 93 Municipal Government Report 94 City of Nashua 95 Municipal Government Report 96 City of Nashua 97 Municipal Government Report 98 City of Nashua 99 Municipal Government Report 100 City of Nashua 101 Municipal Government Report 102 City of Nashua DETAIL AND COMBINING BUDGET AND ACTUAL SCHEDULES 103 Municipal Government Report 104 City of Nashua 105 Municipal Government Report 106 City of Nashua 107 Municipal Government Report 108 City of Nashua 109 Municipal Government Report 110 City of Nashua 111 Municipal Government Report 112 City of Nashua 113 Municipal Government Report 114 City of Nashua 115 Municipal Government Report 116 City of Nashua 117 Municipal Government Report 118 City of Nashua 119 Municipal Government Report 120 City of Nashua 121 Municipal Government Report 122 City of Nashua 123 Municipal Government Report 124 City of Nashua 125 Municipal Government Report 126 City of Nashua 127 Municipal Government Report 128 City of Nashua 129 Municipal Government Report 130 City of Nashua 131 Municipal Government Report 132 City of Nashua 133 Municipal Government Report 134 City of Nashua 135 Municipal Government Report 136 City of Nashua 137 Municipal Government Report 138 City of Nashua 139 Municipal Government Report 140 City of Nashua 141 Municipal Government Report 142 City of Nashua 143 Municipal Government Report 144 City of Nashua 145 Municipal Government Report 146 City of Nashua 147 Municipal Government Report 148 City of Nashua STATISTICAL AND ECONOMIC DATA Clock Tower Mill Buildings in 1900 Source: Nashua Public Library, Nashua Historical Photographs, 23/96. http://www.nashualibrary.org/HistoricalPhotos/pages/clocktower.htm.
