THE “RIGHTS” SIDE OF LIFE - A BASELINE HUMAN RIGHTS SURVEY 1 2 THE “RIGHTS” SIDE OF LIFE - A BASELINE HUMAN RIGHTS SURVEY HUMAN RIGHTS COMMISSION OF THE MALDIVES THE “RIGHTS” SIDE OF LIFE - A BASELINE HUMAN RIGHTS SURVEY SURVEY REPORT This survey was sponsored by the United Nations Development Programme, Maldives and the report written by Peter Hosking, Senior Consultant, UNDP THE “RIGHTS” SIDE OF LIFE - A BASELINE HUMAN RIGHTS SURVEY 3 Foreword This is the first general human rights survey undertaken in the Maldives. The information it contains about Maldivians’ awareness of the Human Rights Commission, and their knowledge about and attitudes towards human rights will form the Commission’s priorities in the years ahead. The events of September 2003 (riots in the prison and the streets of Male’) led to the announcement by the President, on June 9, 2004, of a programme of democratic reforms. Along with the establishment of the HRCM were proposals to create an independent judiciary and an independent Parliament. Once in place, these reforms will herald a new era for the Maldives, where human rights are respected by the authorities and enjoyed by all. To date, only limited progress has been made with the reform programme. Even in relation to the Commission, although it was established on Human Rights Day, 10 December 2003, by decree, there have been delays in passing its founding law. Then there were deficiencies in the law when it was passed and amendments are required. There has also been a delay in the appointment of the Commission’s members. While this situation is greatly inhibiting the Commission’s ability to function at full capacity, some activities have been possible, including the undertaking of this baseline survey with the generous assistance of UNDP. -

Volume-I Public Health Practice in Emergencies
One of the lessons learnt from emergencies or disasters in the South-East Asia Region is that information and knowledge management is a weak area. The Indian Ocean tsunami of 26 December 2004 was no exception. In any emergency, no matter how difficult, information needs to be collected, stored, and retrieved systematically for analysis. This should be done before, during and after any event. By having a disciplined structure and practice around these activities, we can be more effective in turning information into knowledge and knowledge into action. This was one of the goals of this book; the other was to take up the challenge of documenting a mega-event. This way one can review what happened on 26 December 2004 by correlating diverse information from various sources and how this impacted health. This book, in two volumes, serves as a reference textbook for the event itself as it happened in each country of study and provides a method for documenting emergencies in the larger discipline of emergency risk management in health. Populations will always live with risks and managing them better can only come with well-informed, evidence-based action, especially those that have a bearing on health. The book contributes to this practice–the information is relevant for future events and contributes to better Volume-I public health practice in emergencies. Situation of Population Displaced by the Tsunami Final Chapter+Blank
1.Introduction 1.Introduction The tsunami generated from the earthquake off the coast of Sumatra, Indonesia, on 26th December 2004, reached Maldives at 9:20am. Tidal waves ranging from 4 to 14 feet were reported in all parts of the country with only nine inhabited islands escaping flooding. More than 1,300 people suffered injuries, 83 people were confirmed dead and 25 people were reported missing initially1. Over all, 29,000 people, or 10% of the population, were displaced and around 8,000 homes were damaged2. Although these figures are minor compared to the death tolls of the other affected countries, the proportionate damage to the infrastructure and economy is much greater in the Maldives. Furthermore, the disaster was not localized in a specific area of the country, as in the other affected countries. The fourteen worst affected islands in the Maldives were spread from Haa Alif atoll in the north to Laamu atoll towards the south. The tsunami also caused a delay in the Census enumeration which was originally planned for 2005, in accordance with a five-yearly schedule. The decision was taken to postpone the Census by one year to March 2006. However, during mid-2005 a Tsunami Impact Assessment Survey (TIAS), for social assessment, was carried out on all inhabited islands, and a survey of psychological impact done on the fourteen most-affected islands. The TIAS study provides a useful base to compare with the census results, in order to analyze improvements and highlight areas for concern. Island classification used for analysis The impact of the tsunami is analyzed in this study by classifying all the administrative islands in two different ways. -
