What is an Emergency

1. In general an emergency, that may also be referred to as an incident, is anything that affects you, your family or your community. This plan describes the actions to be taken by Idmiston Parish Council and provides advice to those that work or reside in the Parish of Idmiston.

Activation Triggers

2. An activation trigger may be received by any member of Idmiston Parish Council and will alert the council to an emergency that will result in a Community Emergency Group being formed who will produce an Emergency Plan to deal with the situation. These triggers can take many forms, typically but not exclusively, a telephone call, email, television or radio broadcast. Action will be taken in accordance with the Emergency Plan and in accordance with following annexes:

d. LOSS OF UTILITIES see Annex D

e. ANIMAL HEALTH see Annex E

First Steps in an Emergency

3. On receipt of a trigger a member of Idmiston Parish Council shall ensure he/she is in no immediate danger and if immediately necessary call 999 for the emergency services. He/she will then make contact with other members of the council and other key people as appropriate using the telephone tree shown overleaf:

4. The telephone tree works as a pyramid with the Community Emergency Coordinator at the top making the first call to two or more people who, In turn, will call an agreed set of people and so on until the tree is complete.

5. Having contacted all of those necessary to deal with the emergency the Chairman or, if he/she is not available, the Deputy Chairman of Idmiston Parish Council will decide a Community Emergency Group and arrange a time, date and place for the first meeting.

Item 1. The Nature of the Emergency Determine the nature of the emergency: Flood, Snow, Pandemic Flu, Loss of Utilities, Animal Health or other.

Item 2. The Location of the Emergency Establish exactly where the emergency has occurred and any threats to the immediate area such as its proximity to a school, a main access route or other vulnerable areas that may be impacted.

Item 3. Assessment of the Current Situation Establish if there is a threat to life and whether elderly people, families with children or other vulnerable people are involved.

Item 4. Liaison with the Emergency Services Contact the Emergency Services to see how they can be supported and agree those actions that can safely be undertaken by the Community Emergency Group.

Item 5. Production of an Emergency Plan Construct a plan comprising those actions that can be safely undertaken, the resources required for those actions, who will take the lead and those who will undertake those actions. Note that this plan will be updated and amended at subsequent meetings until the emergency has ended.

Item 6. Other Issues Consider any issues that have not been covered by the Emergency Plan and ensure that they are either resolved or carried forward to the next meeting.

Item 7. Arrange the Next Meeting Set the time, date, place and attendance for the next Emergency Committee meeting to review the progress made against the Emergency Plan.

Subsequent Meetings

7. Each subsequent meeting of the Community Emergency Group will review the progress on each action on the Emergency Plan and adjust the plan to match the developing situation. It may be necessary to invite the attendance of those who can provide specialist advice to for particular issues as and when required.

8. Whilst the emergency exists it is important to keep the parishioners informed of recent developments so the IPC website and the relevant pages of Facebook should be updated with appropriate advice and information to reflect the current situation after each meeting of the Community Emergency Group.

9. A list of contacts that may be of assistance in an emergency is shown below:

a. Police Call 999 in an emergency or 101 to report crimes that are not an emergency. You can also call 101 to give information to the police or make an enquiry. Search by postcode to find and contact your local neighbourhood policing team.

b. Fire Service Always call 999 in an emergency, call 01 722 691 000 for all other enquiries. If your call is not operationally urgent or you need to make contact out of hours call Fire Control on 03 067 990 019.

c. Ambulance Service Call 999 in a medical emergency. This is when someone is seriously ill or injured and their life is at risk. Medical emergencies can include: loss of consciousness, an acute confused state, fits that aren't stopping, chest pain, breathing difficulties, severe bleeding that can't be stopped, severe allergic reactions or severe burns or scalds Call 999 immediately if you or someone else is having a heart attack or stroke. Every second counts with these conditions. Also call 999 if you think someone has had a major trauma, such as after a serious road traffic accident, a stabbing, a shooting, a fall from height or a serious head injury.

Wiltshire Search and Rescue (WILSAR) Wiltshire Search and Rescue is a team of professionally trained volunteers who provide specialist assistance to Wiltshire Police in the search for vulnerable missing persons. Our mission is to search, locate and transfer the missing person to a place of safety. Access this service through Wiltshire Police.

13. The Local Risk Assessment as determined by Idmiston Parish Council is shown below:

Risk 001 - Flooding of the River Bourne at Idmiston/Porton. Impact on Community: Local streets flooded. Access to Care Home blocked. Damage to property on Rising Tide Way Vehicles travelling too quickly cause waves into properties. School Bus cannot enter village. Preparation Required: Sign up to EA Flood alerts. Encourage residents to improve home flood defences. Identify and train Flood Wardens. Notify Highways Department of blocked drains/gulleys. Apply for one tonne of sand from Wiltshire Council.

Risk 002 - Snow blocking roads. Impact on Community: Access blocked to houses and business premises. Heating of local residents. Preparation Required: Agree places where gritting is required eg. steep hills/tight bends Maintain access to village shops. In October request that Wiltshire Council refill Grit Bins. Check safety of vulnerable people. Apply for one tonne of salt.

Risk 003 - Outbreak of Pandemic Flu. Impact on Community: People unable to get to a Pharmacy for medication. Preparation Required: Identify volunteers who can collect and deliver medicines for vulnerable people and those living alone. Put up posters. Publish an article in the Parish News. Provide advice on IPC website and Facebook pages.

Risk 004 - Power Cut. Impact on Community: Residents cannot get heat, light or hot water unable to cook food and fridges defrosting. Preparation Required: Promote registration with suppliers as vulnerable customers. Ask volunteers to door knock.
