Delaware Thoroughbred Racing Commission 2014 the Year in Review Delaware Thoroughbred Racing Commission 2014 The Year In Review Delaware Park Paddock with 2014 Del Cap Winner, Belle Gallantey http://dda.delaware.gov/thoroughbred/index.shtml Dear Governor Markell and racing fans: It is an honor to report the activities of the Delaware Thoroughbred Racing Commission for calendar year 2014. The Delaware Handicap continued to be the showcase event of the summer with the winner, “BELLE GALLANTEY” getting the win. The Delaware Handicap continues to be a major summer focus for fillies and mares on their way to national championships such as the efforts of “BLIND LUCK”. “HAVRE De GRACE” and “ROYAL DELTA” which were realized. The Commission continued to set the tone for uniformity in the Mid Atlantic region as well as nationally. DTRC Chairman, W. Duncan Patterson and immediate past Chairman of the Association of Racing Commissioner International and Chairman of the Drug Testing Standards and Practices Committee, continued to advocate for medication reform and uniformity. The Commission adopted the Multiple Medication Policy (MMV) on those participants that continue to violate medication rules. Those enhanced penalties will ensure that violations will carry a stiffer penalty and hopefully accomplish the mission of eliminating those that can not race their horses honestly. Of course those efforts to adopt those stringent policies also garnered the support of the Delaware Horsemen’s Association and Delaware Park Race Track. Competition from neighboring jurisdictions continues to impact all of the Delaware Race Tracks. Those statistics are well documented and racing associations have to find ways to make their facilities end point destinations by continuing to offer their customers incentives to ensure their return. “Hope can not be your only strategy,” a phrase used at the 2014 University of Arizona Racing Symposium, was a reminder that racing needs to finds ways to grow their customer base if they want to survive in this competitive market. During 2014, the University of Delaware was engaged by the Delaware Department of Agriculture to conduct an econometric study of horse racing and its importance to the State’s economy. Results of that study are due to be published later during April, 2015. I am sure that it will show how local businesses depend on the broad base of economic support that live racing brings to Delaware. Not only does horse racing benefit farmers, but merchants as well that provide services and goods to those people that participate in racing. Lastly, the information contained in this report will give you an overview of the various programs that the Delaware Thoroughbred Racing Commission oversees with its ultimate goal of providing the very best efforts in regulating this industry. Wayne DTRC Executive Director Thoroughbred Racing Commission Mission Statement The Delaware Thoroughbred Racing Commission regulates and oversees the sport of Thoroughbred and Arabian racing in the State. Its primary objectives and principles are to protect, preserve and promote agriculture and horse racing. This is accomplished through efforts to prevent and eliminate corrupt practices; ensure fairness in decisions affecting licensees and patrons; ensure due process in administrative proceedings; facilitate the promulgation of rules and regulations that allow the Racing Association and Horsemen to remain competitive with surrounding jurisdictions to achieve and maintain profitability; and provide information concerning the industry and Commission operations. The Commission is also responsible for ensuring that the State and the betting public receive their fair percentages of the wagering dollar by overseeing periodic accounting audits. Randomly selected horses were subject to having blood samples drawn and tested for blood doping agents. When the NTRA Safety and Integrity Alliance required mandatory Out of Competition Testing as one of the criteria for accreditation, the DTRC already had their program in place. All horses tested during 2014 were found to be free of blood-doping agents. DTRC Budget FY 2014 * All funding for the DTRC comes from the Appropriated Special Fund (ASF) derived from licensing fees and fines. Costs of regulation (Administration, Stewards, Veterinarians Salaries, and benefits plus 100% costs of equine drug testing are borne by the Delaware Racing Association – Delaware Park). No general fund money is used in the operation of the Delaware Thoroughbred Racing Commission.     Dear Friend of Delaware Agriculture: I am very pleased and proud to present the results of the 2004 Delaware Equine Study, the first ever comprehensive study of this important segment of our agricultural industry. I want to thank Governor Ruth Ann Minner, the Delaware General Assembly, the racing commissions, and the Delaware Standardbred Breeders’ Fund for providing the funding for this project. I also want to thank the Delaware Equine Council for their help and each and every person who voluntarily participated in this very important study. As clearly shown by the numbers contained within this report, the equine industry’s importance to Delaware’s economy is significant and growing. In addition to the expenditures Delaware equine owners and operations make into the state economy, our racetracks, equine show and competition facilities, breeding, training, and boarding operations attract thousands from outside of Delaware who also expend significantly into our state economy. Not only does the industry directly provide jobs for thousands of Delawareans, but also indirectly through expenditures made for feed and bedding, veterinarian services, equipment, grooming and tack supplies, maintenance and repair and other sectors of the industry’s infrastructure. Equine and equine operations make significant contributions to the quality of life in Delaware by keeping land in open space, and providing a wide diversity of recreational activities available to the general public. As spectators or participants, countless Delawareans enjoy equine racing, shows and competitions, pony rides, trail and pleasure riding, and much more. For many, the view of Delaware from atop a horse is the best one. I know firsthand how important equines are and have been socially and recreationally to my family and to the quality of life of many others in Delaware.

The dates approved matched a plan through October 15.
