As a proud Manxman born and bred, I believe that Manx politics is unique and that our issues have their own special blend of importance to us as an island community. Our unbroken link of government back to 979 is a proud statistic. We were also the first national parliament to allow women to vote in 1881 and in 2006 we lowered the voting age to 16 in elections: https://www.tynwald.org.im/education/history/Pages/default.aspx Unfortunately due to unforeseen family circumstances I had to leave the island suddenly at the beginning of my campaign and I have been unable to meet you all on the doorstep as I been self-isolating with my family since our return home. To those of you who feel frustrated that you cannot find an outlet for your views I fully understand your feelings at this time. The aims of the Commonwealth Parliamentary Association are to promote knowledge of the constitutional, legislative, economic, social and cultural aspects of parliamentary democracy. It does this among other things by arranging Commonwealth Parliamentary Conferences, and other conferences, seminars, meetings and study groups; and by promoting visits between Members of the Branches of the Association. 2. The Isle of Man Branch has had another successful year of activities in support of these aims, both overseas and here in the Isle of Man. Off-Island activities 3. In March 2007 the Isle of Man was represented at the CPA Headquarters Commonwealth Day Observance in Westminster by Andrew Jones (Onchan and University of Exeter) and Mairi Lockwood (Colby and Oxford Brookes University). 4. In April 2007 a group of newly-elected Members (Messrs Corkish, Cregeen, Crookall, Quirk and Watterson), accompanied by Mr Braidwood, went on an informative introductory visit to Westminster. The visit was organised by the UK Branch and included meetings with with Parliamentarians and parliamentary staff as well as with relevant UK Government Departments (the then Department of Constitutional Affairs and HM Treasury). 1 5. In May 2007 Mrs Crowe, Mr Quayle, Mr Gawne and Mr Crookall attended the annual British Islands and Mediterranean Regional Conference in Belfast. I also attended in my capacity as Regional Representative on the Association’s International Executive Committee.

    Isle of Man Branch Report of the Chairman of the Branch Executive Committee for the period January 2016 to December 2016 Introduction 1. The aims of the Commonwealth Parliamentary Association are to promote knowledge of the constitutional, legislative, economic, social and cultural aspects of parliamentary democracy. It does this among other things by arranging Commonwealth Parliamentary Conferences, and other conferences, seminars, meetings and study groups; and by promoting visits between Members of the Branches of the Association. 2. The year 2016 saw many important anniversaries in the Island’s constitutional history. It saw the anniversary of 10 years of voting at the age of 16, 60 years of the revived Right to seek Redress for Grievance on Tynwald Day and 135 years since Tynwald became the first national legislature to give women the vote. It was also the 100th anniversary of Emergency Promulgation and the 150th anniversary of Popular Elections. 3. 2016 was also General Election year in the Isle of Man and saw the retirement of Mrs Clare Christian as President of Tynwald. The Hon Steve Rodan MLC was elected as President of Tynwald and therefore ex officio a Joint President of the CPA’s Isle of Man Branch. Mr Geoff Corkish MLC, Mrs Ann Corlett MHK, Mr Tim Crookall MLC, Mr Bill Malarkey MHK and Mr Bill Shimmins MHK (Ordinary Members) and Mrs Clare Christian (Associate Member) were proposed, seconded and elected to the Branch Executive Committee. I am honoured to have been re-elected as Chairman, albeit now as a Joint President. 4. Following Mrs Christian’s retirement, the Isle of Man Branch was asked to nominate a woman parliamentarian to sit on the BIMR CWP Steering Committee; Mrs Ann Corlett MHK was nominated by the Branch Executive Committee.

Traditionally, the Cleveland Medal Winner performs at the dinner, and this year we had the privilege of hearing Elizabeth Townsend, who also sang a solo in the chapel service at Tynwald. July 7th was the Tynwald Garden Party, held at the Nunnery outside of Douglas. I had time to visit with Hon. Clare Christian Jody Morey, her sister, Jana Lind, and Hon Clare Christian, President of Tynwald, at the Tynwald again, and meet Lieutenant Governor Adam Wood. I also had Garden Party 2013. a visit with Lawrence Skelly, who was president of NAMA from WONDERFUL TRIP 2006 to 2008. He is now a member of the House of Keys. I had a wonderful experience on the Isle of Man the first week My last day, I was able to meet with relatives and have lunch in July. On the first day, Leslie Hanson picked us up and took at Milntown, the ancestral home of the famous Ramsey Chris- us on a tour of the Isle of Man. We visited tiny St. Finigan’s tian family.

    NORFOLK ISLAND THE GOVERNMENT OF NORFOLK ISLAND MEDIA RELEASE The Hon Clare Christian MLC, President of the Parliament of the Isle of Man, is to visit Norfolk Island for Bounty Day We are very pleased to advise that the Hon Clare Christian BSc MLC, President of the Parliament of the Isle of Man – Tynwald - is visiting Norfolk from Friday 7 June to Tuesday 11 June. Mrs Christian is coming to Norfolk specifically to join us on Norfolk’s National Day – Anniversary (Bounty) Day – which this year is being celebrated on Monday 10 June 2013. Mrs Christian is accompanied by her sister Pam. The Speaker of the Legislative Assembly the Hon David Buffett AM MLA will be hosting President Christian and her sister at the official table for lunch on Bounty Day. President Christian, a Manx politician, is a former member of the Legislative Council; Minister of Health and Social Security 1996 to 2004; Vice Chairman of the Isle of Man Water and Sewerage Authority 2009 to 2011 and in 2011 she was elected as President of Tynwald. President Christian was also the Island Guide Commissioner from 1991 to 1996. A Cultural Agreement between the Isle of Man and Norfolk Island was signed on the Isle of Man on 5 July 2011. The signatories to the Agreement were the then Speaker of the Norfolk Island Legislative Assembly the Hon. Robin Adams JP and the then President of the Isle of Man Parliament the Hon Noel Cringle OBE. A copy of that Agreement is attached. The Cultural Agreement acknowledges the strand of early history that we share through our association with Fletcher Christian and Captain Bligh which was the nexus of creation for the settlement of Pitcairn Island following the mutiny on board Her Majesty’s Ship Bounty; a settlement that continued until the Pitcairn Island community were moved as a whole to Norfolk Island arriving on the 8 th of June 1856.
