This battle near Frederick, Maryland was GUEST SPEAKER: between 12,000 battle-hardened Confederate troops led by General Jubal Early and 5,800 troops, many of then untested in battle, under the leadership of Gen. Lew Marc Leepson Wallace, who is best known as the author of Ben Hur. Despite Wallace losing 1,200 Union troops at Monocacy TOPIC: compared to Early losing 800 casualties, the delay in Early’s march to D.C. caused by the battle of Monocacy Desperate Engagement: allowed President Lincoln and the military leaders of Battle of Monocacy Washington, D.C. time to rush troops from the Peters- burg area to fill the forts and entrenchments along the northern edge of the city. Marc Leepson graduated from George Washing- ton University in 1967. After serving in the U. S. Army from 1967 – 69, including a year in the Vietnam during the war, he received his honorable discharge and went on to earn a masters Degree in history from George Washington University in 1971. He was a staff writer for Congres- sional Quarterly and has been a free-lance writer since 1986.

New York: Cornell University Press. 2. During the inter-war period and war years documentary was used for propa- gandist purposes to shape favourable public opinion towards the war. Leni Riefenstahl’s spectacular representations of Germany around the time of the Nazi ascendance to power, and Britain’s charged propaganda documentaries during the war both come to mind here. Propagandist documentary has also been mobilized to celebrate national development and planning pro- grammes, for example, Dziga Vertov’s dynamic representations of the Soviet Union’s five-year plans through his kino-pravda series and other full-length documentaries. The vast body of investigative, activist and exposé documen- taries has questioned nations, their institutions and ideological discourses. 3. Corner, J. 1996. The Art of Record: A Critical Introduction to Documentary. New York: Manchester University Press. 4. I take my cue here from Noel Carroll who, while discussing objectivity in relation to the non-fiction film, argues that documentary debate has been marred by con- fusions in the use of language that conflate objectivity with truth (Carroll 1983: 14). While I agree with Carroll that lack of objectivity does not necessarily mean bias, as a practitioner I am inclined to hold documentary making and reception as subjective experiences exercising subjects’, makers’ and the audiences’ ideo- logical stances, knowledge systems and even aesthetic preferences. 5. Governmental and semi-governmental funding bodies such as Prasar Bharati (Broadcasting Corporation of India), Public Service Broadcasting Trust and the Indian Foundation for the Arts offer financial support for documentary makers and Indian filmmakers have also secured funding from international agencies such as the European Union’s cultural funds.

    Framing ‘the Other’. A critical review of Vietnam war movies and their representation of Asians and Vietnamese.* John Kleinen W e W ere Soldiers (2002), depicting the first major clash between regular North-Vietnamese troops and U.S. troops at Ia Drang in Southern Vietnam over three days in November 1965, is the Vietnam War version of Saving Private Ryan and The Thin Red Line. Director, writer and producer, Randall Wallace, shows the viewer both American family values and dying soldiers. The movie is based on the book W e were soldiers once ... and young by the U.S. commander in the battle, retired Lieutenant General Harold G. Moore (a John Wayne- like performance by Mel Gibson).1 In the film, the U.S. troops have little idea of what they face, are overrun and suffer heavy casualties. The American GIs are seen fighting for their comrades, not their fatherland. This narrow patriotism is accompanied by a new theme: the respect for the victims ‘on the other side’. For the first time in the Hollywood tradition, we see fading shots of dying ‘VC’ and of their widows reading loved ones’ diaries. This is not because the filmmaker was emphasizing ‘love’ or ‘peace’ instead of ‘war’, but more importantly, Wallace seems to say, that war is noble. Ironically, the popular Vietnamese actor, Don Duong, who plays the communist commander Nguyen Huu An who led the Vietnamese People’s Army to victory, has been criticized at home for tarnishing the image of Vietnamese soldiers. Don Duong has appeared in several foreign films and numerous Vietnamese-made movies about the War.

Film is an economic tool as it brings unquantifiable benefits to sectors participating in the industry. It is an effective information mechanism translating messages in more meaningful ways that appeal to the emotions. Film mirrors the cultural lives of people and reflects their heritage, values, and traditions. With the advancement in technology, film now comes in different platforms and formats, and is not confined to cinema or theatre. It becomes accessible through personal gadgets, the Internet, television (TV), cable TV, and digital versatile discs (DVDs). Thus, the reach and influence of films are vital in the people-oriented and people- centred agenda of an identity search and ensure that stakeholders down to the community level in all ASEAN member states (AMS) benefit from this approach. The ASEAN Socio-Cultural Community (ASCC) Blueprint clearly identifies the goals and strategies that AMS should support through the multilevel mechanisms in the Committee on Culture and Information (COCI), the Senior Officials Meeting Responsible for Information (SOMRI), and the ASEAN Ministers Responsible for Information (AMRI). This set of goals and strategies can be facilitated and implemented by collectively engaging government agencies in charge of film development in the AMS under the management of a technical expert group for this area and referred to as FILM ASEAN.
