UPDATE Re Sitrep No.16 Re Effects of Typhoon PABLO 07 Dec 2012 II. EFFECTS: A. INCIDENTS MONITORED (TAB A) • As of 07 December 2012, fifteen (15) incidents were monitored ; seven (7) of which were maritime incidents, four (4) were flooding incidents, one (1) trash slide, one (1) whirlwind incident, one (1) stranded shipping and one (1) tornado incident. B. AFFECTED POPULATION (TAB B) • As of 07 December 2012, the total number of population affected in 2,178 Barangays / 223 municipalities / 31 cities in 27 provinces of Regions IV-B, VI, VII, VIII, X, XI, XII and CARAGA increases to 1,077,541 families / 5,317,275 persons. • The total number of population currently served inside and outside the evacuation centers are 82,104 families / 393,026 persons . INSIDE 308 ECs 44,524 families / 213,469 persons C. CASUALTIES (TAB C) • As of 07 December 2012, 456 were reported dead and 445 were injured while 533 are still missing. D. STATUS OF STRANDEES (TAB D) • As of 07 December 2012 , a total of 40 passengers , 9 vessels and 5 motor bancas were stranded in ports all over the Philippines. E. STATUS OF LIFELINES (TAB E) • Thirteen (13) bridges and twelve (12) roads are not passable. • Thirty-four (34) municipalities and cities experiencing power interruption. • Five (5) areas are experiencing interruption in water supply. • Davao Oriental experiencing communication interruption. F. DAMAGED HOUSES (TAB F) • A total of 28,587 damaged houses were reported in Regions IV-B, VI , VII, X, XI and CARAGA. Of which 11,002 were partially damaged while 17,585 were totally damaged . G. COST OF ASSISTANCE (TAB G) • A total of PHP 35,295,960.93 cost of assistance : PHP 20,918,130.00 from DSWD and PHP 14,342,726.93 from LGUs while PHP 35,104.00 from NGOs/other GOs . H. COST OF DAMAGES (TAB H) • A total of PHP 4,001,924,688.02 cost of damages : PHP 630,970,000.00 damages in infrastructure, PHP 3,365,534,688.02 in agriculture, and a total of PHP 5,420,000.00 worth of damaged private properties. I. DECLARATION OF STATE OF CALAMITY (TAB I) • As of 07 December 2012, a total of forty five (45) provinces, municipalities and cities in Regions IV-B, VII, X, XI, and CARAGA declared state of calamity. III. EMERGENCY MANAGEMENT A. NDRRMC AND REGIONAL PREPAREDNESS MEASURES (TAB J) B. This is due to the small size and stagnation of the economy's tradables sector (Medalla 2007, Lim 2009) and its limited exposure to global financial markets. There have been dramatic declines in the export sector in 2008 i; but again, the export sector, especially in the export processing zones, generates limited local value-added -- at twenty percent of export value -- and is largely located in the National Capital Region ii and its environs. Transmission mechanisms Export-related job losses in the capital and in the other urban areas will of course reverberate in the rest of the country because urban and rural economies continue to be linked by the long-term trend of rural-to-urban migration . (Quisumbing and Nieven, 2005, 2007). To the extent that migrants to urban areas remit to rural areas, the urban-rural migration link is one mechanism through which the largely-urban impact of the crisis is getting transmitted to rural areas. International migrants are a transmission mechanism for the crisis but, on the other hand, remittances have also been an important safety net in the past for idiosyncratic as well as locally and nationally correlated income shocks (Yang, D and H Choi 2005).

Further, to have a more holistic and comprehensive perspective of mainstreaming DRR/CCA in development and physical planning, the riverbasinriver basin/watershed approach is adopted in the formulation/updating of the regional physical framework plan. As early as 2005, the National Land Use Committee (NLUC), with the NEDA as the Chairperson has come up with an action agenda on disaster risk management, primarily to strengthen DRR in physical planning.
