1.0 GENERAL

All proposals must be submitted no later than 12:00 Noon NST, Monday, May 3rd , 2010 to:

Proposals shall be submitted in three copies, clearly indicating on the envelope the project title:

Review of Community Based Housing Program (CBH)

The proposal is required in sufficient detail to form the basis of a contractual agreement and shall include all requirements as detailed in these Terms of Reference. These elements include:

C An indication of an understanding of the requirements and responsibilities of the proposed project to meet the overall objective of the work defined in the Terms of Reference. C A detailed work plan and schedule for the work. C A summary of experience directly related to the work requirements. C Names of people proposed to be assigned to the work, together with a resume of their related experience. C A schedule of fees to be charged and expenses claimed. (Refer to Section 8.0)

2.0 BACKGROUND

The CBH program, which was initiated in 1986, represents a partnership between NL Housing and independently based non-profit community organizations located across the province. NL Housing provides financial support and some operational support to volunteer boards of CBH groups who provide independent rental housing accommodations for lower income families and individuals. (Refer to Annex A which provides an overview of the 1036 CBH units administered by 51 different groups).

NL Housing’s main roles and responsibilities for CBH include:

• Ensuring that groups operate within the parameters of their operating agreements. • Providing financial support through subsidies and grants • Providing annual reports to CMHC. • Providing a report to CMHC every five years to evaluate the effectiveness of CBH .

NL Housing hosts an annual CBH Conference for volunteer board members and has recently prepared updated policies and procedures to clearly define corporate, regional and individual work responsibilities.

3.0 OBJECTIVE

The purpose of this request for proposals is:

To ascertain if the continued involvement of volunteers is viable and whether or not it is possible to develop a long term plan to encourage the continued involvement of volunteers in CBH. This analysis is to include:

• An identification of the future direction and priorities of CBH to support the continued involvement of volunteers in light of:

C Changing demographics and a possible requirement for support services to allow individuals to live independently. C Aging housing stock and the importance of finding volunteers willing to become more involved with maintenance as well as modernization and improvement issues. C Fewer volunteers willing to become/remain as board members to provide or direct the administration of these projects.

4.0 SCOPE OF WORK

The scope of work involves the electronic submission of a report detailing a series of options to help determine the future direction of CBH volunteer boards by addressing the following issues:

a. recruitment and retention of volunteers; b. an assessment of future financial sustainability of CBH projects; and c. an analysis of whether or not the current capital funding which has been allocated is sufficient.

A listing of potential stakeholders for this process is as follows:

• Community Based Housing Tenants • Community Based Board Members/Volunteers • Housing Administration Officers (CBH) • Engineering Technicians (CBH) • Regional Managers and Regional Supervisors of Programs • NL Housing Senior Management

6.0 METHODOLOGY

The consultant shall indicate in their proposal the proposed evaluation model and describe in detail, an innovative approach/perspective to the development of future directions and priorities for CBH.

The work plan should outline possible proposed dates for key deliverables and identify specific tasks and allocate resources by name. A proposed format of the Evaluation Report is to be included as part of the consultant’s proposal.

One of the key determinants of success for NL Housing will be consultation with a range of stakeholders. Every effort will be made to include previously prepared reports and materials so that the focus of this work will be future direction and analysis of the potential for the continued involvement of volunteer boards.

7.0 PERSONNEL AND EXPERIENCE

The consultant shall identify all personnel who will be assigned to the project, including sub-consultants. Curriculum vitae shall be attached for all personnel. The proposal shall outline a list of similar projects that have been successfully undertaken.

8.0 FEES AND DISBURSEMENTS

This study is not expected to exceed $30,000. The consultant shall outline in detail their proposed fee structure as follows:

1) Program Evaluation 2) Sub-Consultant Services 3) Travel Costs 4) Other Costs (i.e. fees which cannot be categorized as above) 5) Total Cost

The consultant is to provide an estimate of reimbursable expenses which will be paid when accompanied by an original copy of the submitted receipts.

NL Housing will insist on strict budgetary control and the consultant shall keep NL Housing advised of any cost variances.

NL Housing reserves the right to accept any or no response.

9.0 SELECTION CRITERIA AND PROCESS

Evaluation of a Series of Options to Support CBH Groups

Each proposal will be evaluated based upon the extent to which the Terms of Reference are satisfied. The following evaluation criteria will be followed:

1) Understanding of the Project • Demonstration of an understanding of project requirements 12 points • Experience in the volunteer sector 10 points • Innovation in approach to be taken to support the work of Volunteers 10 points • Proposed reporting format 7 points • Knowledge of CBH groups 7 points • Environment Scan 6 points • Proposed Listing of Primary/Secondary Sources 6 points

2) Proposed Methodology • Work Plan 7 points • Proposed Financial Template 7 points

3) Consultant Team • Experience and qualifications of personnel 12 points

Total: 84 points

Cost Proposal

Cost proposals will be evaluated in terms of the estimated fees and disbursements proposed versus the level of effort which is viewed as necessary to successfully complete the work. The following scoring criteria will be used:

C Does the proposed development time reflect the effort that will be required to perform the tasks? 8 points

C Are the disbursements and/or other identified costs reasonable for the work that is required? 8 points
