Abstract: The core aims of community radio stations foreground the principle of participation by the people in the communication process. Community radio stations broadcast to build the communities which they serve. Six Irish community radio stations are studied to examine the implementation of these aims. The study asks how community radio stations • try to build the communities in which they broadcast? • promote multi-flow communication? • facilitate participation? Three main frameworks are employed in the analysis of the research. The ideal construct of community is understood to be formed on the four bases of place, relationship, time and belief. Enzensberger’s dichotomy of repressive and emancipatory media is built upon to examine how multi-flow communication can be facilitated. A hierarchical model which identifies seven possible levels of participation in media is employed. The key finding of the study is that it is the facilitation of participation which enables community radio stations to successfully implement their core aims. Irish community radio stations seek to build their communities. Many of them adopt a community development approach to their work. Irish community radio stations facilitate the human right to communicate. They do this by providing a communications link for their communities. This provides the basis for communication to flow in many directions rather than in the traditional, one-way flow of mass media generally. Irish community radio stations frequently target specific segments of their communities which enables the provision of multi, micro-public spheres. Reflections on the observed practice of the community radio stations studied, when linked to the conceptual frameworks outlined, provide useful norms to inform the emerging communication theory of community media.     To the Lord Mayor and Report No. 04/2020 Members of Dublin City Council Report of the Assistant Chief Executive _________________________________________________________________________ Dublin City Community Enhancement Programme and Men’s Shed Funding 2019 On 27th March the Community Enhancement Programme 2019 was launched by Minister Michael Ring, TD and formal notification and departmental guidelines were issued to the Chief Officer of the LCDC on 5th April 2019. The Department of Rural and Community Development allocated €212,306 to the Dublin City Local Community Development Committee (LCDC) for the awarding of capital grants to local community and voluntary groups, not for profit organisations and State departments or agencies. A Sub-Committee of the then LCDC Committee met on 18th April to agree how to proceed with the programme in Dublin City and set the following criteria against which applications would be assessed: Potential of the proposed project to contribute to the achievement of Goal 2 of the Dublin City Local Economic and Community Plan 2016-2021: – “Work in partnership with communities to promote social inclusion, tackle poverty and disadvantage, and promote participation, empowerment and positive social change.” Priority to be given to groups or organisations working in areas of disadvantage or with individuals or communities impacted by disadvantage (assessment will rely equally on Pobal small area maps and local knowledge). Prioritise community and voluntary groups working at a local level. Geographical balance and desirability to fund a variety of projects. Demonstrated need for the project and number of people that will benefit. Demonstrated collaboration with other organisations. The scheme was open for applications from 10 May to 14 June 2019.

    Hans Knot International Radio Report April 2016 Welcome to another edition of the International Radio Report. Thanks all for your e mails, memories, photos, questions and more. Part of the report is what was left after the March edition was totally filled and so let’s go with this edition in which first there’s space for a story I wrote last months after again doing some research: ‘Ronan O’Rahilly, Georgie Fame and the Blue Fames. Where it really went wrong!’ On this subject I’ve written before but let’s go back in time and also add some new facts to it: ‘Was Ronan O’Rahilly the manager of Georgie Fame?’ I can tell you there was a problem with an important instrument. When in April 1964 Granada Television came with an edition of the ‘World in action’ series, which was a production from Michael Hodges, they informed the television public about a new form of Piracy, the watery pirates. Two radio ships bringing music and entertainment under the names of Radio Caroline and Radio Atlanta. Radio Caroline was the first 20th century Pirate off the British coast with programs, at that stage, for 12 hours a day. Interviews with the Caroline people were made in the offices of Queen Magazine in the city of London and included – among others – Jocelyn Stevens and the then 23-year old Irish Ronan O’Rahilly. During this documentary it became known, which we would also read in several newspapers in the then following weeks, that Ronan O’Rahilly had started his radiostation Caroline as he couldn’t get his artists played on stations like Radio Luxembourg.

    Broadcasting Authority of lreland Review of the Operation, Effectiveness and lmpact of the Archiving Scheme Report to the Minister for Communications, Glimate Action and Environment August 2017 Report on Archiving Scheme August 2017 1. lntroduction Section 158 of the Broadcasting Act 2009 ("the Act") provides that the Broadcasting Authority of lreland ("the BAl") shall review the operation, effectiveness and impact of a Broadcasting (Funding) Scheme not later than 3 years from the passing of the Act (July 2009), and every three years thereafter, and make a written report to the Minister for Communications Energy and Natural Resources ("the Minister") on the review. The Archiving Scheme ("the Scheme") was established in May 2012furlher to Section 15a (1)(e) of the Act. As the Scheme did not exist at the time of the establishment of the Act, the question of a review in accordance with section 158 (1) did not arise at that time. The Scheme seeks to contribute to the preservation of lreland's broadcasting heritage and a record of lrish culture, heritage and experience by supporting the development of an archiving culture in the lrish broadcasting sector. The Scheme was initially approved until the end of December 2014 and two rounds were run during this period. Following consultation with the Department of Communications, Energy and Natural Resources, the Scheme was granted an extension by the Minister until the 30th April 2016 and one further round was run during this period. ln the last quarter of 2016, the BAI undertook a review of the Scheme, as required under Section 158 of the Act and in accordance with the rules of the Scheme.
