Selected Papers No.17 November 2013 D irector's Message As mankind moves into the 21st century, integrated policies of ocean governance are necessary for the sustainable development and use of our oceans and their resources and for the protection of the marine environment. Towards this end, the Ocean Policy Research Foundation (formerly: Ship & Ocean Foundation) orients its research on ocean issues in line with the mission statement "Living in Harmony with the Oceans". The Ocean Policy Research Foundation aims to conduct cross-sectoral research in ocean related issues in order to initiate debate on marine topics and to formulate both domestic and international policy proposals. We publish a Japanese-language newsletter called the "Ship & Ocean Newsletter" twice a month. "Ship & Ocean Newsletter Selected Papers No.17" contains English- language versions of papers from the Japanese Newsletter edition, published from No.291 (2012.9.20) to No.310 (2013.7.5). From issue No. 311 of 2013.7.20 we have changed the title of the newsletter to “Ocean Newsletter,” though we will continue to include articles on shipping topics as we work to make the newsletter more compre- hensive and make ocean policy proposals in harmony with a global perspective. The Ocean Newsletter seeks to provide people of diverse viewpoints and backgrounds with a forum for discussion and to contribute to the formulation of maritime policies conducive to coexistence between mankind and the ocean. Our Foundation believes that the newsletter can expand effective communication on these issues by introducing timely research abroad to an informed readership. It also welcomes responses from readers, some of which appear in the Newsletter. It is our sincere hope that these Selected Papers will provide useful insights on policy debate in Japan and help to foster global policy dialogue on various ocean issues. It is now implementing a ten-year reconstruction plan in three phases. The first phase (three years) is restoration to the pre-earthquake status quo. In the second phase (four years), the Prefecture plans to revitalize (upgrade) its infrastructure to where it would have been if the earthquake had never occurred. In the third phase (three years), the Prefecture aims to better fortify itself against future natural disasters. With no model to follow for any of the three phases, Miyagi Prefecture is grappling with difficult challenges on a daily basis. NRI's Fumihiko Kamio spoke to Shinya Endo, head of Miyagi Prefecture's reconstruction program, about the challenges that lie ahead in 2014, the first year of the ten-year plan's revitalization phase. We in Iwate would like to sincerely thank everyone throughout the country and overseas for their warm encouragement and support. We hope to continue to treasure these bonds. The construction of the planned temporary houses in the affected areas has all been completed before the Obon . Here we will introduce the current state of Iwate, step by step towards reconstruction. 【【【The Path to Restoration 】】】Thank you, Japan Self Defense Forces! ~~~With hands held firmly ~~~ After 138 days of coordinating relief efforts after the prefecture was hit by the Great East Japan Earthquake, the Japan Self Defense Forces (JSDF) ended their tenure on July 26 th . In the morning of the same day, Governor Tasso requested for the JSDF troops to be pulled out at the meeting of the Department of Disaster Countermeasures. The ceremony of gratitude was held in front of the Prefectural Government Building with the attendance of approximately 300 prefectural government staff. The Governor gave a speech in front of about 30 officials from the 9 th Division of the Ground JSDF, thanking them “for risking your lives to perform your duties. Without the assistance of the JSDF, it would have been impossible to tackle the disaster. Iwate citizens greatly appreciate and respect the JSDF for their work”. Kohn3 and Takahiro Tagami1 Abstract Topographic relief in arc-trench systems is thought to be formed by plate subduction; however, few quantitative investigations have so far been reported, with respect to the related mountain building process. This study applies apatite and zircon (U–Th)/He thermochronometry (AHe, ZHe, respectively) to Cretaceous granite rocks in the north part of the northeast (NE) Japan Arc to reveal its cooling/denudation history. Weighted mean AHe ages ranging from 88.6 to 0.9 Ma and ZHe ages from 83.9 to 7.4 Ma were determined for 10 rock samples. Using the AHe data, denuda- tion rates were obtained for each sample. On the fore-arc side, denudation rates of < 0.05 mm/year were calculated, indicating a slow denudation process since the Paleogene. However, in the Ou Backbone Range and on the back-arc side, denudation rates at > 0.1–1.0 mm/year were computed, probably refecting a recent uplift event since ~ 3–2 Ma. These data indicate a clear contrast in thermal and denudation histories between the tectonic units in this study area, similar to that previously reported from the southern part of NE Japan Arc. A comparison of the thermal/denudation histories between the N- and S- traverses, revealed the arc-parallel trend, the uplift model of the volcanic arc, and some minor variations of thermal/denudation histories in each tectonic unit.

Abstract: The North Kitakami Belt in Northeast Japan, occupying a northeastern region of Iwate Prefecture, is chiefly underlain by a sedimentary complex consisting of various rock-types such as basalt, limestone, chert, mudstone and sandstone. These rocks in the studied Ichinohe–Kunohe area in the North Kitakami Belt were explored for their radiolarian content and seven mudstone samples yielded poorly-preserved radiolarian faunas with a dominance of Nassellaria over Spumellaria, as a result. The description and faunal analysis of these radiolarians revealed that the mudstone in this area indicates a long range in age from the Toarcian to the Kimmeridgian.
