MINUTES

OPENING: Mayor Louis Manzo called the meeting to order at 7:08 p.m. which was held at the Municipal Building.

ROLL CALL: Committee Members Present: Deputy Mayor Clowney, Committee Member Trunk, Mayor Manzo, Committee Member Heim. Absent: Committee Member Woods.

Others present: Carole Rieck, Administrator, Brian J. Duffield, Solicitor, Chuck Fralinger representing Fralinger Engineering, Dave Rollison, Bowman & Company

OPEN PUBLIC MEETINGS ACT ANNOUNCEMENT: Ms. Malloy read the following statement: “In compliance with Chapter 231 of the Public Laws of 1975, notice of this meeting was given by way of annual notice filed with the , the Courier Post, the Plain Dealer and posted on the bulletin board in the Municipal Building on January 6TH 2009”. Notice of rescheduling of this evening’s meeting time (from 7:30 p.m. to 7:00 p.m.) was given by way facsimile and U.S. Mail to the publications noted above, and posted on the bulletin board on May 7, 2009.

Mayor Manzo called for a moment of silence to honor our troops, followed by the flag salute.

Committee Member Woods joined the meeting at 7:13 p.m.

MUNICIPAL BUDGET: Dave Rollison, Registered Municipal Accountant, provided Township Committee with a review of the Budget Summary. Ms. Rieck explained the Sewer Department Salary line of the budget. Mayor Manzo confirmed that the budget would result in a 1.01% increase in taxes. Mr. Rollison discussed the difficulties Municipalities may face in budgeting for future years.

ORDINANCE NO. 21-2009 - AN ORDINANCE BY THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF HARRISON IN THE COUNTY OF GLOUCESTER AND STATE OF TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK FOR THE CALENDAR YEAR 2009 (N.J.S.A. 40A:4-45.14) (1st Reading May 18, 2009, Public Hearing June 1, 2009). Mayor Manzo made a motion to adopt, seconded by Committee Member Clowney. RESOLUTION NO. 100-2009 - RESOLUTION OF THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF HARRISON, IN THE COUNTY OF GLOUCESTER, STATE OF NEW JERSEY, INTRODUCING THE BUDGET FOR THE YEAR 2009. Mayor Manzo made a motion to adopt, seconded by Committee Member Heim. Mayor Manzo made a motion to adopt, seconded by Committee Member Clowney. RESOLUTION NO. 102-2009 - RESOLUTION OF THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF HARRISON, IN THE COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY AUTHORIZING THE 2009 LOCAL MUNICIPAL BUDGET TO BE READ BY TITLE ONLY. Mayor Manzo made a motion to adopt, seconded by Deputy Mayor Trunk. RESOLUTION 104-2009 - RESOLUTION BY THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF HARRISON, IN THE COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY CONCERNING DEFERRAL OF SCHOOL TAX LEVY. Mayor Manzo made a motion to adopt, seconded by Deputy Mayor Trunk. Dave Rollison explained the purpose behind Resolution 104-2009. Mayor Manzo made a motion to adopt, seconded by Committee Member Heim. Solicitor Brian Duffield noted a correction on page seven (7), paragraph five (5) pertaining to membership on the Pond Committee. Committee Member Clowney made a motion to adopt with the correction noted and the motion was seconded by Deputy Mayor Trunk. The motion passed unanimously on the following vote: AYES: Committee Member Clowney, Committee Member Heim, Deputy Mayor Trunk, Committee Member Woods, Mayor Manzo. NOES: None. ABSENT: None. Ed Toff, 785 Chickory Trail – Asked if the Township Committee Meetings are governed by Roberts Rules of Order, and mentioned that the Chairperson should not be making a motion.

Steve Barlage, Red Oak Drive – Questioned Dave Rollison’s comment regarding an increase on interest on Municipal bonds. Ms. Rieck clarified the increase is in Municipal Bond Anticipation Notes and Mayor Manzo provided an explanation. Mr. Barlage asked the Mayor if he has any updates on the Rt 322 Bypass project. Deputy Mayor Trunk explained that a meeting is scheduled for Thursday and she hopes to be able to provide an update in the near future.

Chris Knisely, 72 N. Main Street – Inquired as to when the Township expects to receive a package from the County with regard to the proposed bypass.

Joe Naples, 14 Red Oak Drive – Thanked the Mayor for attending the Historic Preservation Meeting. Mr. Naples reminded Township Committee that tomorrow is the day the State will announce the 10 most endangered historic structures in the State.

Michelle Wolf, 205 Silver Leaf Court – Ms. Wolf noted that she has seen some improvements and thanked Township Committee for their efforts in expediting the issues that the residents brought to their attention.

Committee Member Clowney motioned to close the meeting to the public, seconded by Mayor Manzo, motion carried.

PAYMENT OF THE BILLS: Mayor Manzo inquired about Newport Construction and the status of the Public Works Building project. Committee Member Clowney motioned to pay the bills, seconded by Deputy Mayor Trunk. Mayor Manzo asked that Mr. Knisely’s comments be addressed via a note to the Land Use Administrator, with the intention of reviewing Mr. Knisely’s concern next year. RESOLUTION 107-2009 - RESOLUTION OF THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF HARRISON, IN THE COUNTY OF GLOUCESTER AND STATE OF NEW JERSEY AWARDING A CONTRACT TO RICKY SLADE CONSTRUCTION, 54 SLADE LANE, BRIDGETON, NEW JERSEY 08302, IN THE AMOUNT OF $81,741.10 FOR THE RESURFACING OF BISHOP ROAD, SECTION ONE. Committee Member Clowney made a motion to adopt, seconded by Committee Member Heim. RESOLUTION NO. 108-2009 - RESOLUTION OF THE MAYOR AND COMMITTEE OF THE TOWNSHIP OF HARRISON AUTHORIZING THE RELEASE OF THE CASH PERFORMANCE BOND (STREET LIGHTING) IN THE SUM OF $2,975.00 FOR TESORO II SUBDIVISION EFFECTING A PARCEL KNOWN AS BLOCK 29, LOT 1 ON THE OFFICIAL TAX MAP OF THE TOWNSHIP OF HARRISON, COUNTY OF GLOUCESTER, STATE OF NEW JERSEY, RELATING TO PLANNING BOARD RESOLUTION NO. 97-2004. Deputy Mayor Trunk made a motion to adopt, seconded by Committee Member Clowney. Township Committee discussed the matter and noted that the last inspection by the Township Engineer was in October 2008. Brian Duffield recommended that the request be denied until another inspection can be performed by the Township Engineer. Committee Member Woods made a motion to table the matter and the motion was seconded by Committee Member Clowney. Elaine Wildrick 26 Colson Lane – Feels that any inspection on the street lights should be done by Public Works Department. Committee Member Clowney agreed to inspect the lighting and report back to Township Committee. TOWNSHIP ADMINISTRATOR’S REPORT: (Action may be taken) Ms. Rieck relayed a request from Karen Quigley of Thinking Globally, for permission to post thirty (30) signs to promote a foreign exchange student program. Township Committee agreed to allow twenty (20) signs for a period of thirty (30) days with approval of the property owners. UNFINISHED BUSINESS: Committee Member Woods asked for an update on the litter issues at Spring Mills, and trim missing from a part of the building. Ms. Rieck provided an update, advising that the Code Enforcement Officer addressed the problem. Ms. Rieck also suggested that the residents who have expressed concerns should consider speaking directly with the Code Enforcement Officer.

Mayor Manzo asked Mrs. Rieck for an update on the website. Ms. Rieck stated that she recently reviewed the new website for updated information, and is in the process of addressing some of the issues encountered. Ms. Rieck expects the website to go live by the end of the month.

Mayor Manzo requested an update on the Soccer Complex concession stand. Ms. Rieck addressed some issues included in the Engineer’s estimate, taking exception to $25,000.00 for the installation of a new well, and the inclusion of landscaping. Ms. Rieck explained that the well which was previously installed should have been done so to service the concession stand. Ms. Rieck further suggested a drip irrigation system for the landscaped areas of the property. Ms. Rieck explained that she is in the process of reviewing the estimate to see if the costs fall within the parameters that would allow them to go out to bid. Committee Member Clowney made a motion, as long as estimates are within budget, to proceed with going out to bid. Committee Member Heim offered a second. The motion passed unanimously on the following vote: AYES: Committee Member Clowney, Committee Member Heim, Deputy Mayor Trunk, Committee Member Woods, Mayor Manzo. NOES: None. ABSENT: None. ABSTAIN: None.

Mrs. Rieck provided the Mayor and Township Committee with an update on phase one of the planting of trees in the soccer complex.

OTHER MATTERS: Coin Drops – Committee Member Clowney made a motion to approve the following coin drops, which have already been approved by the County and by Chief Rogers. Victoria Gaunt, 485 Woodruff Trail – Inquired about a Resolution passed affording tax abatement to the Henry Harris Landfill. Mayor Manzo explained that the delinquent taxes at that time may be abated if and when the landfill is closed and approved by the DEP, noting specific exceptions concerning the value of the land. Ms. Gaunt requested this information be included in the next newsletter.

Ms. Gaunt inquired as to whether the Maintenance Bond for Spicer Estates has yet been released. Mr. Duffield replied that it has not.

Ms. Gaunt asked each Committee Member, individually, if they accepted campaign contributions from anyone affiliated with the landfill. Committee Member Woods and Heim stated that they had not. Committee Member Clowney stated that to his knowledge, he has not. Mayor Manzo and Deputy Mayor Trunk replied that they cannot recall the specifics on their campaign contributors. Ms. Gaunt stated that she does not feel it is ethical for the Township to accept donations from the landfill.

Ms. Gaunt went on to protest Township Committee’s decision to appoint Mr. Phil Rhudy to the Environmental Commission. Mayor Manzo asked that it be noted on the record that he feels Mr. Rhudy is a well qualified person who wants to contribute to a Commission that has three vacancies. Deputy Mayor Trunk agreed with Mayor Manzo, noting that it is important that the Commission is able to establish a quorum during their meeting. Ms. Gaunt went on to express her dismay with Mr. Grous, Chairman of the Environment Commission, saying that she feels he should be removed. Ms. Trunk suggested Ms. Gaunt apply to the Environmental Commission. In response to an additional inquiry by Ms. Gaunt, Mayor Manzo explained that the landfill is currently zoned as an area in need of development, and the Planning Board has been discussing possible uses for the land.

Ed Toff, - Offered some levity

Joe Naples, 14 Red Oak Drive – Working on a board as a volunteer requires a lot of time and can be difficult at times.
