4. Public hearing conducted on 05.02.2021. Based on the presentation made and the documents furnished by the Project proponent, the SEAC noted that as per MoEF & CC notification S.O. 141 (E) Dt: 15.01.2015 in the "Procedure For Environmental Clearance For Mining Of Minor Minerals Including Cluster" states the following

"The mining of minor minerals is mostly in clusters. The Environment Impact Assessment or Environment Management Plan are required to be prepared for the entire cluster in order to capture all the possible externalities. These reports shall capture carrying capacity of the cluster, transportation and related issues, replenishment and recharge issues, geo- hydrological study of the cluster area." "There shall be one public consultation for entire cluster after which the final Environment Impact Assessment or Environment Management Plan report for the cluster shall be prepared."

In view of the above, the SEAC decided to appraise the proposed individual mining sites within the entire cluster in common in any one of the ensuing meeting so as take unanimous decision for the proposed individual mining sites within the entire cluster based on the cumulative EIA report and EMP repoft. Based on the presentation made and the documents furnished by the project proponent, SEAC decided to recommend the project proposal to SEIM for grant of Environmental clearance subject to the following conditions, in addition to standard conditions stipulated by the MoEF & CC:

1 Restricting the maximum depth of mining up to 37m (35m of rough stone & 2 m of gravel) considering the environmental impacts due to the mining, safety of the working personnel and following the principle of the sustainable mining and the same was accepted by the proponent. Consequently, the maximum minable quantities of 11, 51,115 cu.m of Rough stone & 65,778 cu.m of Gravel are permitted for mining over five years. 2 A bench height of 5m needs to be maintained as per the approved mining plan considering the hydro-geological regime of the surrounding area as well as for safe mining. 3 The Proponent should install cautionary board at the entry and important locations of the mining site displaying caution notice to the public about the danger of the entering the mining lease. 4 The proponent shall from the proper benches as per the approved mine plan during the operation of the quarry. 5 The proponent shall conducted annual physical fitness test and eye test for the employees to ensure health & safety during occupation. 6 Fugitive emission measurements should be carried out during the mining operation and the repo* on the same may be submitted to SEIM once in six months. 7 The Proponent shall ensure that the Noise level is monitored during mining operation at the project site and adequate noise level reduction measures

B The proponent shall erect fencing all around the boundary of the proposed area with gates for entry/exit as per the conditions and shall furnish the

photographs/map showing the same before obtaining the CTO from TNPCB. 9 Greenbelt needs to be developed in the periphery of the mines area so that at the closure time the trees would have grownwell.

I] Ground water quality monitoring should be conducted once every six months and the report should be submitted to TNPCB. 11 After mining is completed, proper leveling should be done by the project proponent & Environmental Management plan furnished by the proponent should be strictly followed.

2 The Project proponent shall, after ceasing mining operations, undeftake re- grassing the mining area and any other area which may have been disturbed

due to their mining activities and restore the land to a condition that is fit for the growth of fodder, flora, fauna etc.

13 Proper barrier to reduce noise level, dust pollution and to hold down any possible fly material (debris) should be established by providing greenbelt and/or metal sheets along the boundary of the quarrying ' site and suitable working methodology to be adopted by considering the wind direction, 14 The operation of the quarry should not affect the agriculture activities & water bodies near the project site and a safety distance of 50m from the water body should be left vacant without any mining activity. J5 Transportation of the quarried materials shall not cause any hindrance to the Village people or damage to the existing Village road.

x5 The Project Proponent shall comply with the mining and other relevant rules and regulations wherever applicable.

activity, in consultation with DFO of the concerned district/agriculture. E The quarrying activity shall be stopped if the entire quantity indicated in the Mining plan is quarried even before the expiry of the quarry lease period and

the same shall be monitored by the District Authorities. D Prior clearance from Forestry & Wild Life including clearance from committee of the National Board for Wildlife as applicable shall be obtained before starting the quarrying operation, if the project site attracts the NBWL clearance. Z) To ensure safety measures along the boundaryof the quarrysite, security guards are to be posted during the entire period of the mining operation' 2l The mine closure plan submitted by the project proponent shall be strictly followed after the lapse of the mine. 2. The Proponent should install cautionary board at the entry and important locations of the mining site displaying caution notice to the public about the danger of the entering the mining lease. The proponent shall from the proper benches as per the approved mine plan during the operation of the quarry. Fugitive emission measurements should be carried out during the mining operation and the report on the same may be submitted to SEIM once in six months.

The Proponent shall ensure that the Noise level is monitored during mining operation at the project site and adequate noise level reduction measures undertaken.

proponent, SEAC decided to recommend the project proposal to SEIM for grant of Environmental Clearance subject to the following conditions, in addition to standard

conditions stipulated by the MoEF & CC: 1 Restricting the ultimate maximum depth of mining from up to 21m above ground level & 10m below ground level considering the environmental impacts due to the mining, safety of the working personnel and following the principle of the sustainable mining and the same was accepted by the proponent. Consequently, the maximum minable quantities of 95,890 cu.m of Rough stone & 5052 cu.m of topsoil are permitted for mining over five years. 2 A bench height of 5m needs to be maintained as per the approved mining plan considering the hydrogeological regime of the sunounding area as well as for safe mining. 3 The Proponent should install cautionary board at the entry and important locations of the mining site displaying caution notice to the public about the danger of the entering the mining lease. 4 The proponent shall from the proper benches as per the approved mine plan during the operation of the quarry. 5 Fugitive emission measurements should be carried out during the mining operation and the report on the same may be submitted to SEIM once in six months. 6 The Proponent shall ensure that the Noise level is monitored during mining operation at the project site and adequate noise level reduction measures undetaken. 7 The proponent shall erect fencing all around the boundary of the proposed area with gates for entry/exit as per the conditions and shall furnish the photographs/map showing the same before obtaining the CTO from TNPCB. B Greenbelt needs to be developed in the periphery of the mines area so that at the closure time the trees would have grownwell.

Ground water quality monitoring should be conducted once every six months and the report should be submitted to TNPCB. 0 After mining is completed, proper leveling should be done by the Project proponent & Environmental Management Plan furnished by the Proponent should be strictly followed. 11 The Project proponent shall, after ceasing mining operations, undertake re- grassing the mining area and any other area which may have been disturbed due to their mining activities and restore the land to a condition that is fit for the growth of fodder, flora, fauna etc. 2 Proper barrier to reduce noise level, dust pollution and to hold down any possible fly material (debris) should be established by providing greenbelt and/or metal sheets along the boundary of the quarrying site and suitable working methodology to be adopted by considering the wind direction. 13 The operation of the quarry should not affect the agriculture activities & water bodies near the project site and a safety distance of 50m from the water body should be left vacant without any mining activity. 14 Transportation of the quarried materials shall not cause any hindrance to the Village people or damage to the existing Villageroad. 15 The Project Proponent shall comply with the mining and other relevant rules and regulations wherever applicable.

16 The proponent shall develop an adequate greenbelt with native specles on the periphery of the mine lease area before the commencement of the mining activity, in consultation with DFO of the concerned district/agriculture. 17 The quarrying activity shall be stopped if the entire quantity indicated in the Mining plan is quarried even before the expiry of the quarry lease period and the same shall be monitored by the District Authorities. E Prior clearance from Forestry & Wild Life including clearance from committee of the National Board for Wildlife as applicable shall be obtained before starting

Permitted Ultimate depth of mining is 1m BGL and the total quantity of mineral to be mined - Brick earth - 2087m:. Z This Brick earth shall only be used for brick making and notfor other purpose.

3 Greenbelt needs to be developed all along the periphery ofthe mine lease area to a minimum width of 7.5m before start quarrying so that at the closure time the trees would have grown well. 4. After mining is completed, proper leveling should be done by the project proponent & Environmental Management Plan furnished by the Proponent should be strictly followed. 5 The operation of the quarry should not affect the agriculture activities & water bodies near the project site and a 50m minimum width from water body is left vacant without any activity.

6 Transportation of the quarried materials shall not cause any hindrance to the Village people/Existing Village road.

7. The quarrying activity shall be stopped if the entire quantity indicated in the Mining plan is quarried even before the expiry of the quarry lease period and the same shall be monitored by the District Authorities. 8 The recommendation for the issue of environmental clearance is subject to the outcome of the Hon'ble NGT, Principal Bench, New Delhi in O.A No.186 of 2016 (M.A.No.350/2016) and O.A. 9. The mine ciosure plan submitted by the project Proponent shall be strictly followed after the lapse of the mine.

10. As per the MoEF&CC Office Memorandum F.No. 22-6512017-lA.lll dated: 30.09.2020 and 20.t0.2020, the proponent shall furnish the detailed EMP for providing sanitation facility to the Aragaldurgam Govt. school as proposed in the

CER and furnish the same before placing the subject to SEIM.

11. All the condition imposed by the Deputy Director, Geology & Mining, Tirupathur District in the mining plan approval letter Rc.No.88/2020 (Mines), dated: 09.06.2020 and the precise area communication letter Rc.No.8812020 (Mines),

dated : 06, 05. 020 should be strictly followed. The projects with S. nos. t6lo 22 (7864,7888, 7895,7902,79t5,7917 &7923) could not be taken up due to paucity of time and these projects will be considered in the next meeting.
