As you progress through your career, early-on skill training diminishes while professional military education gradually increases. Commodore John Barry
Commodore John Barry Day, 13th September Commodore John Barry (1745-1803) a native of County Wexford, Ireland was a Continental Navy hero of the American War for Independence. Barry’s many victories at sea during the Revolution were important to the morale of the Patriots as well as to the successful prosecution of the War. When the First Congress, acting under the new Constitution of the United States, authorized the raising and construction of the United States Navy, President George Washington turned to Barry to build and lead the nation’s new US Navy, the successor to the Continental Navy. On 22 February 1797, President Washington conferred upon Barry, with the advice and consent of the Senate, the rank of Captain with “Commission No. 1,” United States Navy, effective 7 June 1794. Barry supervised the construction of his own flagship, the USS UNITED STATES. As commander of the first United States naval squadron under the Constitution, which included the USS CONSTITUTION (“Old Ironsides”), Barry was a Commodore with the right to fly a broad pennant, which made him a flag officer. Commodore John Barry By Gilbert Stuart (1801) John Barry served as the senior officer of the United States Navy, with the title of “Commodore” (in official correspondence) under Presidents George Washington, John Adams and Thomas Jefferson. The ships built by Barry, and the captains selected, as well as the officers trained, by him, constituted the United States Navy that performed outstanding service in the “Quasi-War” with France, in battles with the Barbary Pirates and in America’s Second War for Independence (the War of 1812). -

INTRODUCTION The virtual institutionalization of military service since World War II, as a normal part of the life of every young American, a fact which shows little sign of change in the near future, has made military law, once the exclusive domain of a handful of specialists in the Judge Advocate General's Corps, a matter of interest to every lawyer in the United States, and an area of special concern to that large growing pool of young lawyers facing active duty or reserve training at home. Within the ambit of this field, a neglected but significant area of inquiry is the legal duty owed to a subordinate by his superiors. Stated from another viewpoint, what pro- tection does a subordinate have against the acts of superiors, and what are the acts which the law protects him against? From time to time in recent years, we can see from the daily press that superior officers have been criticized and even court-martialed for violation of the rights of their subordinates. -

The Queen Elizabeth II Diamond Jubilee Medal An Invitation to Nominate Candidates The Queen Elizabeth II Diamond Jubilee Medal On February 6, 2012, Her Majesty Queen Elizabeth II will mark the 60th anniversary of her accession to the Throne as Queen of Canada–an occasion marked only once before by her great-great-grandmother, Queen Victoria, in 1897. In celebration of this event, a commemorative medal has been created. The Queen Elizabeth II Diamond Jubilee Medal is a visible and tangible way to recognize 60 000 outstanding Canadians of all ages and from all walks of life, who have built and continue to build this caring society and country through their service, contributions and achievements. To ensure that every field of activity is recognized, partnering organizations have been invited to select candidates from their community or organization for this national honour. The complete list of partnering organizations will be available on the Governor General’s website, www.gg.ca/diamondjubilee. Please note that members of the general public are welcome to contact members of Parliament, senators, lieutenant governors, territorial commissioners, or provincial and territorial premiers to suggest names of candidates. Recommendations can also be made to non- governmental organizations participating in this program, but only for individuals affiliated with these organizations.
