Esquivias Assistant National Statistician National Censuses Service ISSN 0117-1453 FOREWORD The Philippine Statistics Authority (PSA) conducted the 2015 Census of Population (POPCEN 2015) in August 2015 primarily to update the country’s population and its demographic characteristics, such as the size, composition, and geographic distribution. Report No. 3 – Population, Land Area, and Population Density is among the series of publications that present the results of the POPCEN 2015. This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

Manalo is one of the team leaders who patrol the forestland areas spanning 64,669.00 hectares. Armed with loving courage and knowledge on forestry laws, Forest Rangers like Margarito would face consequences along their patrol trails that sometimes surprise them and challenge their innovation skills. At one time during their LAWIN patrol, he and his team found abandoned lumbers in the timberland area of Alojipan, Culasi. Regretfully, they could not ask for reinforcement to haul the forest products since it was a dead spot area, and they could neither send a text message nor make a call.

The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels. We acknowledge with thanks the valuable assistance provided by the Project Consultants, Dr. Stephen Haslett and Dr. Geoffrey Jones of the Statistics Research and Consulting Centre, Massey University, New Zealand. Ms. Caridad Araujo, for the assistance in the preliminary preparations for the project; and Dr. Peter Lanjouw of the World Bank for the continued support. The Project Consultants prepared Chapters 1 to 8 of the report with Mr. Joseph M. NOCECO is a non-stock, non-profít electric cooperative registered and incorporated with the National Electrification Administration (,hJEA) on February 1978. With Electnc Power Industry Reform Act's (EPLRA) Chapter VII, Sec. 57 stating that EC's are given the option to convert into either stock 8 cooperative under Cooperative Development Act (CDA) or stock corporation under the Corporation i Code, the EC opted to register with CDA in Septernber, 2006. The electric cooperative distribution system is composecl of 571,227 circuit kilorneters of distribution liiies and 6 substations located in the municipalities of Kabankalan, San Enrique, Sipalay, Valladolid, Binalbagan and Cauayan which services the 21 municipalities of Negros Occidental. Total kilowatt-hour sold in 2006 is 123,262,320 KWh; registered peak load of 3 1.556 MW; and recorded system loss of 11.22% as against the NEA standard of 14%. The demand load per substation as accounted for are as follows: Kabankalan - 71%, San Enrique - 90%, Sipalay - 52%, Valladolid - 83% (also services part of CENECO fianchise), Binalbagan - 91%, and Cauayan -44%. A total of 229 Solar Horne Systerns were installed to energize the remote barangays. 3. Negros Occidental source its power from the Palinpinon Geothennal Power Plants located in Negros Oriental with an aggregate capacity of 192 MW.

    CASE STUDY: Jalaud, Barotac Nuevo, Iloilo Province Background Barotac Nuevo is a second-class municipality in the province of Iloilo, Philippines (Figure 1). The town is surrounded by the municipality of Pototan in the west, Dingle to the northwest, Anilao to the northeast, and Dumangas to the South. It has a population of 51,867 residents in 2010 census subdivided into 29 barangays, namely: Acuit, Agcuyawan Calsada, Agcuyawan Pulo, Bagongbong, Baras, Bungca, Cabilauan, Cruz, Guintas, Igbong, Ilaud Poblacion, Ilaya Poblacion, Jalaud, Lagubang, Lanas, Lico-an, Linao, Monpon, Palaciawan, Patag, Salihid, So-ol, Sohoton, Tabuc-Suba, Tabucan, Talisay, Tinorian, Tiwi, and Tubungan (Province of Iloilo, 2018). Location profile of Barotac Nuevo (Barotac Nuevo Iloilo, 2018) The Barotac Nuevo mangrove rehabilitation site was originally planted with species such as bakhaw, bungalon, pagatpat, and lapis-lapis. However, due to government lease agreements, the mangrove forest was destroyed and converted to fishponds. Table 1 shows the timeline of the status of mangroves in Barotac Nuevo from 1970s to present. According to a focus group discussion conducted among community members in Jalaud, Barotac Nueva, productive fishponds were present from 1970-1989. The community benefited from marine products such as fishes (e.g. milkfish), crab, shells, and shrimps (pasayan). Dikes were built during this time and fishpond lease agreements (FLAs) were established. However, the fishponds were abandoned in 1990 due to the destruction of the main dike brought about by strong waves. The local government unit (LGU) was later notified by the community on the presence of the abandoned and unutilized fishponds. This gave way to the reversion of the site back into mangroves.
