This mega event mirrors the scope of Engineering and Technical education in West Bengal thereby showcasing the strengths of Higher Education in Bengal. 'The APAI Pre-Counselling Event', now in its 14th year, has proved to be a strong platform to reach out effectively to a larger number of students who are interested in pursuing education in Bengal. It is an exciting platform for WBJEE rank holders and eager parents to get introduced and interact with self financed Engineering Colleges and learn about various options in pursuing Technical Education. I would also like to state that one of the important mandates of APAI, West Bengal will be to network, collaborate and develop a linkage between academia and industry in the State. I express my gratitude and appreciation to the various Departments of the Government of West Bengal and to all patrons and members of the education fraternity for extending necessary help and unstinted support towards the success of this annual event. Taranjit Singh President, APAI,WB PREFACE Association of Professional Academic Institutions, West Bengal (APAI) has been organizing the Pre-counseling Fair and Seminar since 2005. This year the fair is being held during June 5-7, 2018 at Netaji Indoor Stadium. This 'Educational Fair' is the largest one of its kind in Eastern and North- Eastern part of India. APAI, with a view to ensure excellence in engineering and technical education, regularly interacts with various organizations like All India Council of Technical Education (AICTE), Department of Higher Education and Bio Technology, Maulana Abul Kalam Azad University of Technology (MAKAUT) and West Bengal Joint Entrance Examinations Board (WBJEEB). The association is committed to the task of bridging the gap between academic institutions and the industry. Developing an Industry-Institute Partnership is one of the major aims of APAI. It sincerely works to help delivering quality education by the colleges and institutes under its umbrella on one hand, and ensuring job opportunities of the students studying in various engineering colleges in West Bengal on the other. Bengal has a rich heritage of educational excellence, and it is the education hub of eastern India. There is enormous effort being put in to make it the hub of technological excellence. Since time immemorial, Bengal has been the lighthouse that showed the way to the ships of education sailing across Indian waters. Education in West Bengal has always played an important role in the development of academic infrastructure of the country. The state government's focus on economic growth has important implications for reforms in the education sector. It has directed a drive towards new priorities for higher education i.e. industry-university engagement, employability and innovation. This Information Brochure is being published to serve as an updated data- bank for the benefit of all the stakeholders associated with education fraternity in general, and of the students in particular. I extend my heartfelt gratitude to all those who have helped and supported the association, including all the sponsors and participants, for the grand success of the Pre-counseling Fair and Seminar, 2018. Satyam Roychowdhury General Secretary, APAI,WB VISION To produce every year a large number of engineers, mechanical experts, management executives in different disciplines suited for different industries primarily in the state of West Bengal towards making it self-sufficient and thereby place our State among the foremost positions in the country with regard to technological progress. MISSION To work in close liaison with the Higher Education Department of Government of West Bengal, Moulana Abul Kalam Azad University of Technology and West Bengal Joint Entrance Examination Board on the one hand and EPSI & FAMPEI, our representative bodies at the all India level, on the other, in implementing the directives of the All India Council for Technical Education, with a view to achieving the vision of the Association as also providing the desired relief to different colleges in the deserving cases. 1 APAI AND ITS ROAD MAP The first question that arises before outlining the road map of APAI is what is and what its activities are. The Association of Professional Academic Institutions, West Bengal, briefly known as APAI, WB., is a registered body, established in 2005. Although in terms of age, it is of a nascent origin, it enjoys the sole representative status of all the self-financed engineering and technological institutions in West Bengal. Its members are the owners of these institutions either singly or group-wise. APAI’s activities constitute regular interactions with the different authorities, viz., AICTE, MAKAUT, Fee Structure Committee, West Bengal Joint Entrance Examination Board and the Ministry of Higher Education of Govt. of West Bengal on various matters concerning the interest of their member-colleges with a view to providing relief to such colleges. While in many other States, AICTE’s guidelines get easy nodding by the respective State Government and other authorities, but in this State, unfortunately, APAI has to face the hurdle of obtaining specific separate approvals from each of the different authorities. APAI also arranges each year a gala pre-counselling event as a mock counselling programme preceding the actual Counselling programme conducted by the WBJEEB for the rank holders of WBJEE and AIEEE examinations seeking admission to different engineering and technological colleges. All the engineering colleges affiliated to MAKAUT as well as Government Engineering colleges participate in this event under a single umbrella. The desirous students thus get the opportunity to directly interact with all the colleges with the efforts of APAI and are able to avoid inevitable confusion they may otherwise face regarding choosing an appropriate college and an appropriate course at the post-H.S. stage. Through such an activity, APAI leads, guides and helps about 20000 students each year in choosing their career in higher studies and thus provides much needed relief to a host of worried guardians. In the process, APAI is been rendering 2 immense assistance to the society at large and to the students community in particular who aspire to be engineers and future leaders of the country. The Pre-counselling event of APAI are normally attended by the ministers, vice-chancellors of different universities, the Chairman of WBJEEB and other notable dignitaries from different walks of the community. APAI’s guidance in the pre-counselling resulted into success of about 20000 students each year in the past in getting admitted in the engineering organizations through campus interviews and also otherwise. APAI’s other activities include holding periodical meeting of its Governing body, occasional General Body meetings, disseminating different valuable information to all its member colleges through circulars, fax, e-mails, sms etc. ROAD MAP Short Term: i) Holding the Annual General Meeting. ii) Holding the Pre-counselling Event. iii) Widening the scope and ambit of the existing Bye-laws & Rules. iv) Improving the infrastructural position of APAI Office. Medium Term: i) Optimising the income by collecting subscription from members. ii) Regular interaction with the All India Body FAMPEI. iii) Regular interaction with the All India Body EPSI. iv) Proper representation in MAKAUT and WBJEE Board. v) Introduction of online counselling. vi) Disaster Management Devices. 3 Long Term: i) Sorting out with the authorities concerned, various problems relating to admission in the different colleges, including completion of the process by 10 July each year. ii) Pursuing effectively with the appropriate bodies for preceding the date of publication of WBJEE results. iii) Preceding the schedule of Pre-counselling. iv) Bringing improvement in the existing systems of Management Quota for admission, full and half free studentship etc, by pursuing with the concerned authorities. v) Realistic rationalisation of fee structure. vi) Obtaining permission for conducting Common Entrance Test. vii) Holding seminars, symposium, conferences for educating parents, students and teachers about the benefits of engineering and technological studies at post-H.S. stage. viii) Coordinating with all the chambers of Commerce and reputed industry houses for imparting training to the students of member- colleges of APAI and devise ways and means for absorbing a good chunk out of them on yearly basis. 4 MAULANA ABUL KALAM AZAD UNIVERSITY OF TECHNOLOGY WEST BENGAL The Government of West Bengal set up an expert committee on December 31, 1998, under the Chairmanship of Ashesh Prasad Mitra, Eminent Scientist to explore the necessity and scope for establishment of an Engineering / Technology University in the state of West Bengal. The University came into operation formally with the assumption of the office of the first Vice Chancellor on January 15, 2001 as a sequel to the promulgation of THE WEST BENGAL UNIVERSITY OF TECHNOLOGY ACT, 2001, under West Bengal Act XV of 2000 passed by the West Bengal Legislature.
