It sits to the West side of Archway Tower and Archway underground m crouch end 25 station on the Northern Line, which runs North to Highgate and High Barnet and South to King’s Cross and the city centre. The nearby Upper Holloway station also gives access to the Overground service. Archway also serves as a major interchange to a number of bus services, taking passengers to and from the area in all directions. This application relates only to floors 1 to 4 and 6 to 12 of the building. Access Site pedestrian access is from the West, with vehicular access to a basement car park also from the West via ramps. The basement is not connected to the building by either lift nor staircase. Topography The site slopes from down West to East across the building. This level change is evident from the street that links the car park to MacDonald Road. Orientation Hill House is formed by two interlocked buildings: a horizontal, 4 storeys high building that runs North-South and a vertical, 13 storey high building that runs East-West. Ecology The site is a “brownfield” and fully developed. The site is located in a high street urban context with limited tree lined sections of road. Within the wider residential context, there are pocket parks, courtyards and private gardens. Development Quantum A change of use to residential would yield the following quantum of accommodation: • 93 x 1 bedroom units • 48 x studio apartments All internal layouts will comply with the London Plan Spatial Standards and Lifetime Homes.     R19.0158 Submission from the Better Archway Forum Regarding Draft Islington Local Plan 16th October 2019 We warmly welcome the generation principles of the Plan including among other issues the commitment to young people, to protecting the environment and the active designation of Archway as a cultural quarter. There is much else that we could commend so please take it as read that we are supportive of what the Plan sets out. The following are suggestions where we believe there is scope for increasing the effectiveness of the proposals. We appreciate that some of the points here are strictly speaking matters for TfL but include them as part of the local picture. Safety 1. One of the best ways of achieving public safety is to ensure ‘eyes on the street’. For this reason it may be helpful to specify that all development, whether residential or business, must feature a clear sense of connection with the public space with doors directly from the street and windows large enough to clearly signal active use of the building. 2. Point 8.72 proposes improving permeability. However, the Space Syntax study of the Girdlestone Estate in 2008 found that one of the key underlying problems with the estate was that there is too much permeability, so those responsible for anti-social behaviour can easily evade detection. Policy favouring permeability should ensure that integral to that is an assessment of potential impact on crime and anti-social behaviour and where permeability is sought, it is only with measures which will keep the space safe. Simple cut-throughs such as proposed on the Holborn Union site may prove a great deal more problematic than helpful.

    1) FINSBURY Our Finsbury area consists of the part of the borough south of the A501 (Pentonville Road and City Road). The A501 is acknowledged as a major dividing line through the south of the borough. It is the present northern boundary of Bunhill and Clerkenwell wards and before the introduction of new wards at the 2002 election, it was the northern boundary of the Bunhill and Clerkenwell wards that existed from 1978 to 2002. The A501 was described by Islington Council at the 1999 review as a “pronounced physical barrier” and this continues to be true today. Being roughly coterminous with the old metropolitan borough of Finsbury, the area south of the A501 has a distinct identity. A large number of street signs bearing the legend ‘Borough of Finsbury’ have been retained around the streets of Finsbury. This is also reinforced by the A501 being the boundary between the EC1 and EC2 postcode areas (Finsbury) and the N1 postcode area (Angel and the surrounding area). Finsbury being the earliest-developed part of the borough, it represents an astonishing mix of properties. In addition to the various types of housing stock, which we mention above, from Georgian townhouses via high-rise post-war council estates and converted warehouses to new high- rise blocks of luxury apartments, it also contains the campus of City University London and a large amount of student accommodation, the Wolfson Institute of Preventative Medicine, and any number of shops and businesses on the City fringe. Even a three-minute walk through almost any part of Finsbury would present a bewildering mix of housing styles and property uses.
