A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

*S4M-11824 Anne McTaggart: Congratulations to A&M Training on Guardian Charity Awards Win—That the Parliament congratulates the -based Charity, A&M Training, on being selected as a winner of what it considers the prestigious Guardian Charity Awards 2014; understands that the awards highlight charities that have made a big impact with limited resources and that A&M was one of four winners selected from the 1,200 organisations that entered; acknowledges that the charity, which began over four years ago, runs free diversionary sporting and physical activities for more than 2,000 young people aged between five and 24 in some of Glasgow’s most socially deprived communities; believes that many of these young people go on to participate in its volunteering, employability and personal development programmes; further notes the charity’s plan to spend the prize money on a digital media project and to use the skills learned to redesign its website, and wishes A&M Training all the best with its work in the future.

*S4M-11823 Hugh Henry: Congratulations to Capability Scotland’s Corseford School—That the Parliament congratulates Capability Scotland’s Corseford School, which is in Renfrewshire, on its new digital sensory theatre; notes that it cost £40,721 with money raised by the efforts of parents, staff and the community in addition to a grant of £20,000 from the People’s Postcode Trust; understands that it measures 21ft x 20ft and is fitted with wind machines, projectors, fog machines, aroma panels and that it can transport up to seven users at any one time to any scenario imaginable, such as a rainforest or a Grand Prix; believes that its fully-programmable technology is beneficial for interactive teaching purposes, stimulation, motivation and relaxation; understands that sensory technology can have a transformational impact on disabled children’s health and education; notes that this technology will also be used by 100 disabled adults who are supported by Capability Scotland and stay within 10 miles of Corseford, and wishes its users, and the staff and pupils at the school, every success.

*S4M-11820 Kenneth Gibson: Community of Arran Seabed Trust Wins Prestigious Marine Conservation Award—That the Parliament congratulates the Community of Arran Seabed Trust (COAST) on being awarded the 2014 Nature of Scotland Award for Marine Conservation; understands that this prestigious award is given annually to recognise outstanding contributions to the conservation or sustainable management of Scotland’s precious marine resources; recognises that COAST is a community organisation working for the protection and restoration of the marine environment around Arran and the Clyde; supports COAST in its aims to improve the local marine environment, help sustain the livelihood of those dependent on fishing and tourism, increase the popularity of the area for tourists and divers and educate future generations on the vital importance of marine conservation; considers that Arran and COAST have been at the forefront of community-led marine conservation for nearly 20 years, during which time COAST has established Scotland’s first No Take Zone in Lamlash Bay, as well as the South Arran Marine Protected Area (MPA), both of which have already proven effective in promoting and protecting marine life regeneration; further considers that MPAs are vital to the sustained health and prosperity of Scotland’s marine life and the various fishing and tourist trades that depend on it, and wishes COAST all the best in its future endeavours.

S4M-11628# Kenneth Gibson: Educational Disadvantage and Deaf Children in Scotland—That the Parliament recognises that the National Deaf Children’s Society (NDCS) is an organisation of families, parents and carers, providing emotional and practical support for families with deaf children and is the leading provider of impartial information and individual advocacy on every aspect of childhood deafness; is aware that NDCS estimates that there are up to 3,850 deaf children in Scotland; understands that about 80% of school-age deaf children are taught in mainstream schools and that 31% of teachers of deaf children are not fully qualified to do so, suggesting that the statutory duty to provide minimum levels of teachers qualified to work with deaf children is not being fully implemented; further understands that there is a significant gap in educational attainment for Scotland’s deaf learners, including in Cunninghame North, which develops early and is evident through to school leaving age and beyond; notes calls for investigation into the causes for this significant gap in attainment, particularly around the provision of support to children and families, the provision of additional support for learning to deaf learners, and the emotional health and wellbeing of deaf children and young people, and considers that this is an urgent problem and that action is required to address and close this gap for deaf children and young people, to ensure that all are ready to succeed when leaving school and have an equal opportunity to contribute to their own and Scotland’s economic future prosperity.

S4M-11441# Rhoda Grant: Scottish Local Coastal Partnerships—That the Parliament notes that it is 21 years since the Focus on Firths initiative was established; understands that this led to the establishment of local coastal

partnerships (LCPs) in order to take forward the Rio Earth Summit’s call for the better management of coastlines and seas; celebrates what it sees as the important work of the LCPs in the Highlands and Islands and around the country in raising awareness of issues with regard to coastlines and inshore waters and in delivering projects and research based on local needs; notes that LCPs promote an interest in marine and coastal habitats and what it considers their amazing diversity of species; understands that they work with communities to encourage them to appreciate the maritime environment and to act as custodians of this by supporting initiatives such as litter management schemes and beach cleans; believes that they bring stakeholders together with the common purpose of sustainable development by brokering agreements between different sectoral interests and promoting an ecosystem approach, and appreciates what it sees as the very considerable experience and expertise that the LCPs have built up, which it considers will make an invaluable contribution to the setting up of the regional marine planning partnerships set out in the Marine (Scotland) Act 2010.

S4M-11049# Christine Grahame: Capital Credit Union Outpost Penicuik—That the Parliament commends Capital Credit Union on launching an outpost at Penicuik North Kirk; understands that this will be a pilot for a possible wider extension of the credit union across Midlothian and features the active involvement of the Church of Scotland and the Scottish Episcopalian Church through the partnership, Penicuik Churches Working Together; notes that the credit union facility is staffed by church volunteers with support from Capital Credit Union; wishes it well in its endeavours to encourage responsible saving and borrowing and in allowing people to access ethical products at fair rates of interest without having to turn to pay day lenders; thanks the church for providing the free premises, the Lothian Presbytery for contributing office furniture and all of the volunteers and everyone else involved in what it sees as this exciting and much needed project, and hopes to see other initiatives of this sort coming into being across Scotland.

Proposal for a Members’ Bill

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Richard Baker: Proposed Culpable Homicide (Scotland) Bill—Proposal for a Bill to redefine the offence of culpable homicide in terms of causing death by recklessness or gross negligence, and to define the circumstances in which office- holders in organisations (including certain public bodies) can be guilty of the offence. Patricia Ferguson: Proposed Inquiries into Deaths (Scotland) Bill—Proposal for a Bill to re-enact with amendments the Fatal Accidents and Sudden Deaths Inquiry (Scotland) Act 1976—

(a) to extend the scope of inquiries to cover work-related deaths not resulting from accidents (such as deaths from industrial diseases and deaths resulting from exposure at work to certain substances), deaths of persons receiving compulsory mental health treatment and deaths of children subject to a child protection order;

(b) to refer appropriate cases to specialist sheriff courts, to give the families of the deceased person a more central role in the process, and to provide that recommendations made by the sheriff are enforceable in certain circumstances and subject to appeal. (lodged 20 November 2014)

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
