rd 43 International Byron Conference “BYRON, TIME AND SPACE” Yerevan State University, Armenia 29 June – 4 July 2017 Venue The conference will take place at Yerevan State University, which is located at Alex Manoogian Street 1 in the central part of Yerevan. Schedule The academic conference will start on 29 June, Thursday and will continue the following two days – on 30 June, Friday and 1 July, Saturday. The Conference excursions will be organized on 2 July, Sunday and 3 July, Monday. The academic conference fee is 300 USD. It includes participation in all academic sessions at Yerevan State University, reception on 29 June, buffet lunches and coffee breaks on 29 June, 30 June and 1 July, farewell dinner on 1 July and Conference excursions on 2 July and 3 July. The tour to Lake Sevan on 4 July, Tuesday is optional and is not included in the conference fee. Accommodation Participants are suggested several options for accommodation. They can stay at Yerevan State University Guest House, which is a newly built small hotel on the site of Yerevan State University just near the venue of the conference. As the number of rooms in Yerevan State University Guest House is limited, the participants have to inform the Organizing Committee beforehand about their decision to accommodate there. Accommodation fees at Yerevan State University Guest House are as follows (per night, breakfast included): Superior single – 74 USD Superior double– 80 USD Standard single – 46 USD Standard double – 65 USD Standard twin – 65 USD Registration for students is free. Reduced accommodation fees for students are as follows: Room for 3 (3 beds): 23 USD per person and per night Room for 5 (5 beds): 23 USD per person and per night Participants are also suggested the Ani Plaza Hotel (4 stars), which is located in the center of Yerevan not far from Yerevan State University. If there are enough participants, who would like to stay at this hotel, reduction on fees can be obtained. In that case it would be necessary to inform the Organizing committee about it. The reduced fees could be as follows (per night, breakfast included): Single – 76 USD Double/Twin – 96 USD Ani King – 106 USD Participants can book the rooms at the Ani Plaza Hotel by themselves entering the official website of the hotel: www.anihotel.com Participants are also suggested the new Ibis Yerevan Center Hotel (3 stars) in the Center of Yerevan. Reservation can be made by contacting www.booking.com. Registration form will be sent to participants in March. It will contain the bank account on which registration fees should be sent. .

According to legends Noah lived at this territory before the Great Flood. And after leaving his ark on top of Ararat Mountain, he got down back to the valley where Yerevan is located nowadays. Yerevan, or rather Erebuni Fortress, was founded by the king Argishti of Urartu in 782 BC, that is 29 years earlier than Rome. This fort is situated on the southern border of modern Yerevan. Armenia is the world’s first country which adopted Christianity as its state religion (in 301). And later, in 303, 20 kilometers away from Yerevan Etchmiadzin Cathedral was founded. It has been the residence of the Patriarch (the Catholicos) of the Armenian Apostolic Church from that time to the present. One of the main museums of Yerevan is the Mesrop Mashtots Institute of Ancient Manuscripts, commonly referred to as the Matenadaran. It was founded in 1920 on the basis of Etchmiadzin collection of manuscripts. The Matenadaran is in possession of a collection of the 5th-18th-century manuscripts and unique Armenian books, including the Lazar Gospel (887), the Etchmiadzin Gospel (989) and the Mugni Gospel (the 11th century). The world's first textbook of arithmetic tasks was compiled by Armenian scientist David the Invincible. It is also kept at the Matenadaran. Moreover, the Matenadaran is a home of four Guinness world record manuscripts - the biggest, the smallest, the thickest and the thinnest books on Earth.

Constitutional Referendum Analysis of the Activities of International Monitoring Missions Republic of Armenia December 6, 2016 Authors: Sergey Tkachenko, Yelizaveta Rekhtman Citizen Observer Initiative and European Platform for Democratic Elections Regarding the work of international missions and parliamentary delegations for the constitutional referendum in Armenia, we have to mention that this monitoring is based on information obtained from public sources (media: newspapers, websites, television), as well as information obtained from interviews with observers and representatives of organizations and delegations monitoring the referendum as international observers. This monitoring and evaluation of the international missions focuses on the compliance of the missions’ conduct with the principles and standards of international monitoring outlined in the “Declaration of Principles for International Election Observation,” adopted by the UN on October 27, 2005. The declaration was signed by leading international institutions and organizations engaged in international election observation. It is significant that under the Article 29, Part 2 of the Electoral Code of the Republic of Armenia, international organizations, diplomatic and consular missions accredited in the Republic of Armenia, and foreign non-governmental organizations may carry out observation missions only if they have an official invitation to do so. Citizens of the Republic of Armenia cannot be included as observers in the observation missions of international organizations and foreign non-governmental organizations. The following persons and bodies have the right to issue observation mission invitations to individuals and organizations: 1) President of the Republic; 2) President of the National Assembly; 3) Prime Minister; 4) Central Election Commission (CEC). The delegation was headed by Mrs Veronique Moreira, member of the French delegation to the Congress (For the complete composition of the delegation, see Appendix 1).
