Tmd Seal: Design Elements
1 How the Texas Military Department Saved the Symbols of Texas The Texas Military Department Seal is derived from the Texas Coat of Arms. This Coat of Arms and the closely related design of the State Seal have a long and storied history in their development, adaptation, misinterpretation of design, and eventual correction thanks to the efforts of the Texas Military Department successor the Adjutant Generals De- partment. The Texas Coat of Arms design predates Texas’ entry to the United States. In 1839 the offi- cial description of the coat of arms was registered as a “White star of five points, on an az- ure ground, encircled by an olive and live oak branches.” the seal would expand on this de- scription to include the words Republic of Texas encircling the entirety of the design. The design would be proposed and passed alongside the proposal of the iconic Lone star flag. No significant changes were proposed to these designs after 1839. Even admission to the union only resulted in a change from “Republic of Texas” to “The State of Texas” in 1845. As the state grew new departments, agencies, local governments and private citizens would customize versions of the seal, some including significant design interpretations not found within the accepted description of the seal. This often included the use of Post Oak leaves in place of Live Oak leaves, the addition of stars and diamonds as design flourishes and inclu- sion of T,E,X,A,S alternating between the point of the star. In 1946, the National Guard Bureau directed state Air Guards to develop a unique symbol to affix to aircraft fuselages, identifying which state owned the aircraft. -

D 022 03 EXECUTIVE ORDER Delegation of Authority and Release for the Air National Guard Air Defense Unit Pursuant to the authority vested in the Office of the Governor of the State of Colorado, and in particular, Art. IV, Section 5 of the Colorado Constitution, I, Bill Owens, Governor of the State of Colorado, hereby issue this Executive Order concerning the delegation of executive authority to the state Adjutant General for the operations of the Air National Guard Air Defense Unit. 1. Background and Mission The United States Air Force has proposed to utilize a unit of the Colorado Air National Guard for the purpose of executing the federal mission of aerospace warning and aerospace control, (the “ANG Air Defense Unit” or “Unit”). The Unit will have a federal mission in support of national defense. The Unit will provide local employment opportunities and will enhance the Colorado’s significant role in United States defense missions. Military units of the Colorado Air National Guard are under the command and control of the Governor of Colorado until and unless federalized, and are available for call-up by the Governor for purposes of State Active Duty. C.R.S. §§ 28-3-104 and 204. The ANG Air Defense Unit will function under the operational control of the federal active duty armed forces, pursuant to 10 U.S.C.S. § 12301. For administrative purposes, such as hiring and personnel actions, the Unit members will continue to be governed by the authority of the Colorado Air National Guard and Colorado law. Individuals who are presently members of the State of Colorado ANG Air Defense Unit may volunteer for federal military active duty under 10 U.S.C.S. -

Driven by the rivalry between modern warfare and militia tradition, the role as well as the ideology of the militia institution fitfully progressed beyond its seventeenth century origins. Ohio’s militia, the third largest in the country at the time, strove to modernize while preserving its relevance. Like many states in the early republic, Ohio’s militia started out as a sporadic group of reluctant citizens with little military competency. The War of the Rebellion exposed the serious flaws in the militia system, but also demonstrated why armed citizen-soldiers were necessary to the defense of the state. After the war ended, the militia struggled, but developed into a capable military organization through state-imposed reform. -

FINAL History of Wildwood 1860-1919 (chapter for 2018 printing) In the prior chapter, some of the key factors leading to the Civil War were discussed. Among them were the Missouri Compromise of 1820, the McIntosh Incident in 1836, the Kansas-Nebraska Act of 1854 which led to “the Bleeding Kansas” border war, and the Dred Scott case which was finally decided by the U.S. Supreme Court in 1856. Two books were published during this turbulent pre-war period that reflected the conflicts that were brewing. One was a work of fiction: Uncle Tom’s Cabin or a Life Among the Lowly by Harriet Beecher Stowe published in 1852. It was an anti-slavery novel and helped fuel the abolitionist movement in the 1850s. It was widely popular with 300,000 books sold in the United States in its first year. The second book was nonfiction: Twelve Years a Slave was the memoir of Solomon Northup. Northup was a free born black man from New York state who was kidnapped in Washington, D.C. and sold into slavery. He was in bondage for 12 years until family in New York secretly received information about his location and situation and arranged for his release with the assistance of officials of the State of New York. His memoir details the slave markets, the details of sugar and cotton production and the treatment of slaves on major plantations. This memoir, published in 1853, gave factual support to the story told in Stowe’s novel. These two books reflected and enhanced the ideological conflicts that le d to the Civil War. -

Be it enacted by the Legislature of the State of Kansas: New Section 1. (a) As used in this section: (1) ‘‘Office’’ means any state office or board, commission, council, committee, authority or other governmental body the members of which are required by law to be appointed by an appointing authority, and which appointment is subject to confirmation by the senate as provided in K.S.A. 75-4315b, and amendments thereto. (2) ‘‘Appointing authority’’ means a person, other than the governor, who is required by law to make an appointment to an office. (3) ‘‘Chairperson’’ means the chairperson of the confirmation over- sight committee. (4) ‘‘Committee’’ means the confirmation oversight committee estab- lished by K.S.A. 46-2601, and amendments thereto. Special Session of 2005 SENATE BILL No. 1 AN ACT concerning certain members of military service; relating to the adjutant general; providing for reimbursement for certain life insurance premiums coverage; creating the national guard life insurance premium reimbursement fund; exemptions from taxation of motor vehicles; making and concerning appropriations for the fiscal year ending June 30, 2006, for the adjutant general; amending K.S.A. 75-3713b, as amended by section 3 of 2005 Senate Substitute for House Bill No. 2518, and K.S.A. 2004 Supp. 79-32,117, as amended by section 21 of 2005 House Bill No. 2537, and 79-5107, as amended by section 1 of 2005 House Bill No. 2187, and repealing the existing sections; also repealing section 1 of 2005 Senate Substitute for House Bill No. 2518. Be it enacted by the Legislature of the State of Kansas: New Section 1. (a) There is hereby created in the state treasury the national guard life insurance premium reimbursement fund which shall be administered by the adjutant general. All moneys credited to such fund shall be used only to reimburse eligible members of the Kansas army and air national guard for premiums paid for any period on or after September 1, 2005, under the servicemembers’ group life insurance program pur- suant to 38 U.S.C. §1965 et seq., as amended, and not otherwise reim- bursed by the federal government, for death benefit coverage of the member on federal active duty in a combat area. (b) All expenditures from the national guard life insurance premium reimbursement fund shall be made in accordance with appropriation acts upon warrants of the director of accounts and reports issued pursuant to vouchers approved in the manner prescribed by law. -
