You may register to vote and request an official absentee ballot by using the Federal Postcard Application (FPCA), available at www.votespa.com or www.fvap.gov. You may apply for an absentee ballot by submitting your FPCA by email to [email protected] or by fax to (610) 292-4527. You may request an absentee ballot from this office at any time prior to a primary or general election. However, if time does not permit you to receive and return an official absentee ballot, you are also entitled to vote using the Federal Write-in Absentee Ballot (FWAB). Military electors may also use the FWAB to register to vote and vote simultaneously. You may use the FWAB to vote for all federal, state, and local offices and ballot initiatives. To vote, refer to page 3 of the FWAB. To vote for federal, state, and local offices or for ballot initiatives, write the names of candidates or ballot initiatives in the Addendum section of the FWAB. BALTSAR November 3, 2020 General Election Lower Frederick Township Ballot Question Do you favor the imposition of an additional tax on earned income at the rate of five hundredths (5/100th) of one percent (0.0005) by Lower Frederick Township to be used to purchase interest in real property for purposes of securing open space benefits and for transactional fees incidental to acquisitions of open space property; retire indebtedness incurred in acquiring open space; and the expenditure of funds for any purpose relating to the acquisition, planning for acquisition, preservation, improvement and maintenance of open space or for an open space benefit? Plain English Statement The Preserving Land For Open Air Spaces Act of January 19, 1968 (P.L. 992), authorized local governments to preserve, acquire, or hold land for open space use. The Board of Supervisors of Lower Frederick Township is seeking permission to impose an additional earned income rate tax levied annually in the amount of five one-hundredths (5/100th) of one percent (0.0005) for the purpose of preserving open space. The revenue received from the new tax will be used to acquire, preserve, develop, improve, design, engineer and maintain open space land in Lower Frederick Township. The open space lands that are acquired shall be used for open space preservation in strict compliance with the Act. .

This program is filled with students who are truly passionate about their coursework and the prospect of bettering the future. This is the only program of its kind to be offered within the triad and Lock Haven University is the ideal location. With hard decisions to be made, I don’t doubt that we can take a harder look at programs and efficiencies, but I ask you to reconsider eliminating the Recreation Management program.     April 21, 2020 Secretary Teresa Miller Pennsylvania Department of Human Services 625 Forster Street Harrisburg, PA 17120 Dear Secretary Miller, Re: Safe Food Purchasing Options for SNAP Recipients As legislators, we understand the economic precariousness of our constituents since the onset of the COVID-19 outbreaks and that it has increased the need for people to access the SNAP benefits program to ensure food security. We understand the need for SNAP recipients to have safe access to groceries which would include access to online grocery shopping and delivery services. More than one-third of SNAP households include a family member who is an older adult or someone with a disability and many of these families rely on ride-sharing or public transportation options to go grocery shopping. Leaving their homes to make in-person payments or even using neighborhood volunteer-based buddy systems further increases the risk of contracting COVID-19 for an already at-risk population. We support DHS in submitting a waiver that allows SNAP benefit users to complete online grocery orders (and allow for home delivery service) so that they may adhere to the COVID-19 response guidelines outlined by the state government. This waiver will be a good start to supporting our most vulnerable population. Additionally, we encourage you to look ahead to broadening the options and abilities for using and accepting SNAP benefits. From across the Commonwealth, we hear concerns about the safety and security of local food growers and producers who keep our food supply safe and steady and the financial security of these industries that are considered essential.

Dedicated public servants are still leaving their homes to ensure Americans continue to receive the essential services they rely upon: teachers and education workers are doing their best to provide quality education and keep their students safe, janitors are still keeping parks and public buildings clean, while healthcare providers are continuing to care for the sick. Meanwhile, it has been ten months since Congress passed the CARES Act Coronavirus Relief Fund to support these frontline workers and the essential services they provide. Without significant economic assistance from the federal government, many of these currently-middle class working families are at risk of falling into poverty through no fault of their own. It is a painful irony that while many have rightly called these essential workers heroes, our country has failed to truly respect them with a promise to protect them and pay them throughout the crisis.

This change in prioritization will truly put our seniors and high-risk workers at the top of the list and allow at-risk smokers to still receive the vaccine. Healthcare organizations have been overwhelmed since the Department of Health made the decision to permit anyone over 65 and those with preexisting conditions into the Phase LA category. This decision was made without notifying these organizations or giving them time to prepare to meet their communities' needs. As institutions struggle to meet the extremely high demand for the vaccine in Phase 1A, we're baffled why the Department of Health would prioritize young adult smokers in the same classification as our seniors and high-risk populations.
