E-PARCC COLLABORATIVE GOVERNANCE INITIATIVE Syracuse University Maxwell School of Citizenship and Public Affairs Program for the Advancement of Research on Conflict and Collaboration The Adoption of Technology Open Standards Policy by the Commonwealth of MassachusettsCase Stud Summary This case discusses the adoption of an Information Technology (IT) Open Standards Policy by the Commonwealth of MA during the administration ofy Governor Mitt Romney. It details the political and administrative process of adopting and implementing an IT architecture to carry the Commonwealth forward into the 21st century and achieve operational, economic and political objectives. The political repercussions prompted an investigation by the State Auditor and the ensuing report provides important lessons in public management. Additionally, technological concepts and issues are explored in detail with consideration for their bearing on administrative and political functions. Readers interested in public management will find that the case explores and explains the key IT procurement policy considerations of open standards, total cost of ownership, and key (and often misunderstood) distinctions between free/libre and open source commercial and proprietary software and the challenges of vendor lock-in. This case more specifically also exposes the student to more technical issues that they may encounter in public management settings such as the concept of open data, open data standards (XML), This case was an honorable mention place winner in E-PARCC’s 2012-13 “Collaborative Public Management, Collaborative Governance, and Collaborative Problem Solving” teaching case and simulation competition. Housing on Hold: The State Freeze on Funding for New Affordable Homes An MACDC MASSACHUSETTS ASSOCIATION OF COMMUNITY DEVELOPMENT CORPORATIONS Publication 89 South Street, Suite 406, Boston, MA 02111 617 426.0303 Fax 617 426.0344 www.macdc.org July, 2005 Housing on Hold: The State Freeze on Funding for New Affordable Homes Executive Summary In February 2005, the Romney Administration decided to withhold state and federal funding for the construction of new state-assisted homes being developed for sale to first time homebuyers.1 This decision has put a freeze on the development of such homes by the state’s community development corporations (CDCs) and other developers of affordable housing in the state. In total, 19 CDC projects in 10 communities totaling 286 units are now at risk as a result of the Administration’s actions. The State and federal housing funds being withheld by the Romney Administration are used to make the homes affordable to moderate income families. Most of these homes would be affordable to working families making approximately $40,000 to $60,000 per year. The result of the Romney Administration’s action is that homeownership projects that need state funding to be built have ground to a standstill. In a significant change from prior years, the Administration has chosen to delay releasing the funds necessary to move forward until the Legislature passed the FY 2006 State Operating Budget, even though there is absolutely no legal or policy rationale for such a delay. Projects that have already been awarded state funds and are ready to start construction cannot obtain the funds to acquire properties and construct or renovate the homes. -

PIERCE First elected to the Massachusetts House of Representatives in 1978 at the age of 29, Steve Pierce is currently serving his sixth term representing the City of Westfield and the Town of Montgomery. A member of the House Republican Leadership since 1983, Representative Pierce is currently in his third year as House Republican Leader. He is the immediate past chairman of the New England Caucus of State Legislatures. Representative Pierce is a graduate of Westfield Public Schools, Union College (B.A. '71), where he was named to Phi Beta Kappa and was class co-valedictorian, and Duke University School of Law Q.D. '74), graduating with honors. Prior to his election to the Massachusetts House, Representative Pierce practiced law in Hartford, Connecticut and in Westfield. Over the past two years, Representative Pierce has led the successful effort to call attention to the fiscal mismanagement in Massachusetts state government by its Democrat officials. In 1988, he was named Massachusetts Chairman of the Bush-Quayle "Victory '88" campaign. Currently he serves as Chairman of the Massachusetts Republican Legislative Campaign Committee which he founded in 1987 to help elect more Republicans to the Massachusetts General Court. In 1988, Representative Pierce was honored by the National Republican Legislators Association as "Legislator of the Year." Plaintiff Virgin Torres complains that she cannot find an oral surgeon for her daughter. Plaintiff Patricia Meaney says that she cannot locate a dentist of adequate quality for her sons. Plaintiff Sharleen Campbell’s child saw a dentist only after Ms. Campbell called approximately fifty other providers. These experiences illustrate the frustration and failure that plaintiffs in the instant case claimed to confront in seeking Medicaid-covered dental care in Massachusetts. Medicaid is a nationwide medical assistance program operated on a state-by-state basis pursuant to individual state plans. States that participate in Medicaid may receive cooperative federal funding if their state plans comply with certain federal criteria. These requirements include provision of dental care and services to Medicaid enrollees under the age of 21. States may elect to provide dental care and services also to adults, and the Medicaid program of the Commonwealth of Massachusetts (commonly known as “MassHealth”) does so only for a discrete class of adult beneficiaries who meet regulatory guidelines for severe chronic disabilities or certain clinical conditions and are therefore known as “special circumstances” enrollees. According to plaintiff Health Care For All, Inc. (“HCFA”), the Commonwealth and MassHealth have fallen far short of meeting statutory and assumed obligations to serve the dental needs of children and adult MassHealth enrollees. HCFA is a nonprofit, tax- exempt organization that represents the interests of Massachusetts residents who seek quality, affordable health care. -

Telesat Already Has Operating Satellites at Six of These Orbital Positions
ATTACHMENT 1 - BENEFITS OF SPECTRUM AGGREGATION INTRODUCTION AND SUMMARY In the Call for Applications to License Satellite Orbital Positions (“Call”), Notice No. DGRB-001-06 dated July 7, 2006, Industry Canada is offering 29 licences for satellite spectrum covering four frequency bands (extended Ku-band FSS, Ka-band FSS, 12 GHz BSS and 17 GHz BSS) spread over 16 orbital positions. Telesat already has operating satellites at six of these orbital positions. Telesat is applying for 10 of the 29 licences to expand its satellite fleet and to build a platform for continued growth and innovation through the next decade and beyond. Nine of the 10 licences for which Telesat is applying are for satellites at orbital locations at which Telesat already operates. Telesat’s business rationale for each application is based on detailed discussions with its customer and user groups in Canada, each of which has identified needs and growth plans of their own. Moreover, Telesat is seeking to maintain the ability to compete effectively in both Canadian and North American satellite service markets and to compete for critical investment funds in an increasingly satellite-sophisticated financial community. In this context, Telesat would like to raise a fundamental issue for consideration by Industry Canada, one that is critical to the Canadian satellite industry as a whole, and to the customers of Canadian satellite services. As discussed below, Telesat urges Industry Canada to maximize that number of frequency bands that are assigned to an operator at any given orbital location. This approach is consistent with the orbital/frequency assignment policies of the U.S.
