CAMPAIGN SUMMARY

The White RibbonsTM for Road Safety campaign is a community based initiative which allows individuals to directly contribute to raising awareness about the importance of road safety, including over the December/January holiday period.

The campaign urges people to take care on the roads and promote road safety messages to family, friends and colleagues to help reduce road trauma. Individuals were encouraged to wear a white ribbon to help raise awareness of road safety in .

The 2012 campaign was launched on Sunday 18 November 2012 to align with the United Nations endorsed World Health Organisation’s World Day of Remembrance for Road Traffic Victims and ran through until Monday 7 January 2013.

The White RibbonsTM for Road Safety campaign celebrated its 16th anniversary in 2012. White ribbons were made available free of charge from various Local Governments, WA Police Stations and many other participating organisations throughout the state.

PARTICIPATION

White ribbons distribution

The number of white ribbons distributed as part of the 2012 campaign was 37,707. Of that number 37,346 were small material ribbons and 361 were large cardboard ribbons.

The 37,707 ribbons distributed was a decrease of 9,958 ribbons (21%) when compared to the 2011 campaign.

Note: Participants were encouraged to recycle and/or re-use white ribbons from previous years so it should be noted that this figure may potentially be higher.

Local Government involvement

In 2012, 66 Local Governments participated in the campaign by ordering and distributing White Ribbons. The number of Local Governments participating over the last three (3) years remained static. Many Local Governments made White Ribbons available to the public via the customer service desk at Local Government offices, community centres and libraries. White Ribbons were also distributed at Local Government community events during the campaign.

As well as making White Ribbons available to the general public, some local governments distributed them to all staff and/or handed them out at meetings with internal and external attendees.

The , , and distributed ribbons to all staff. These and several other Local Governments are demonstrating increasing enthusiasm to participate in the campaign.

WA Police involvement

In 2012, 44 WA Police stations and Police agencies participated in the campaign, which was similar to previous years. Many stations made White Ribbons available to the public via their customer service desk, others distributed White Ribbons to motorists during highway patrols.

The continued support for the campaign illustrates the strong working relationship with local Police and the community road safety network.

Other organisation involvement

In 2012, 89 ‘other’ organisations participated in the campaign, remaining stable compared to the previous year. This is indicative of the strengthening relationships between RoadWise Committees, Regional Road Safety Officers and the wider local community.

During the 2012 campaign all Driver Reviver locations that were active over the December/January holiday period displayed White Ribbons.

Organisations represented various industries including mining, oil and gas, engineering, utility, defence, marketing, hospitality, health, transport, education, retail, marketing, community agencies and service clubs supported this years’ campaign.

Events

Several participants held a White Ribbons event or incorporated White Ribbons messages into other community events:

Displays

Various organisations set up static displays with posters, fact sheets and White Ribbons to promote the campaign and encourage the public to take a White Ribbon to wear. Some organisations used White Ribbons to decorate Christmas trees as part of their display.

e-White Ribbon distribution

The number of e-White Ribbons emailed in 2012 was 1563. The e-White Ribbon distribution numbers decreased in 2012, falling by almost 2% when compared to the 2011 campaign.

Note: This figure only includes email distribution. It should be noted that this figure only represents ‘first hits’ and does not include on-sends by initial recipients or initial distributed not reported resulting in the actual number potentially being much higher.

MEDIA COVERAGE OF THE CAMPAIGN

Total known White Ribbons media clips

The number of media clips promoting the campaign in 2012 was 42, remaining consistent when compared to the 2011 figure. Through the use of the template media release and other tools, Local Governments and RoadWise Committees have demonstrated an ongoing capacity to generate media for local promotions.

Total square column centimetre media coverage

Total square column centimetre media coverage was significantly higher for the 2012 campaign compared to the previous year. With 10,744 square centimetres of coverage this demonstrates a 210% increase.

Total reach of media coverage

Total reach of the media coverage for the 2012 campaign (based on circulation figures) was 80,9560 – a 31% decrease when compared to the 2011 campaign.

It should be noted that this indicator does not include the reach of significant radio or online coverage achieved during the campaign or media coverage not collected through WALGA’s media monitoring service or the community road safety network.

The media reach of the 2012 campaign could be significantly higher than the statistics suggest.

Total campaign reach (estimate)

The total reach for the 2012 White Ribbons campaign follows on from the above media reach statistic, given that media coverage is a very important promotional tool for the campaign.

The campaign reach was slightly lower when compared to the 2011 campaign, representing a 6% decline.

It should be noted that this estimated campaign figure includes some - but not all - media coverage not monitored, on-sends of the e-White Ribbons, local events not reported and potential reach numbers not reported for listed events. As such, campaign reach could be higher than outlined.

RECOMMEDNATIONS FOR THE 2013 CAMPAIGN

Campaign launch

The alignment of the launch of the campaign with the WHO World Day of Remembrance for Road Traffic Victims continued to enhance the campaign. By aligning the White RibbonsTM for Road Safety campaign with an international awareness day proved once again to be a positive move in 2012. It is recommended that the launch date for this year’s campaign continue to be aligned with the WHO World Day of Remembrance for Road Traffic Victims (launching the third Sunday in November).

Communicating with the sector

The communication strategies that target Local Governments (letters, LG News items, Infopages) and WA Police (letters) and key stakeholders (letters, emails, Road Safety Round-Up) are recommended to remain the same in 2013. A strong response continues to be received from Local Governments and WA Police which could partly be due to the continued use of appropriate communication channels.

Tools and resources

It is recommended that the current campaign format continue in 2013 with tools and resources provided online to continue to build the capacity of Local Governments and other organisations to participate in the campaign. In 2013, an information kit similar to previous campaign should be made available to participating organisations to include promotional ideas, guides and templates to assist in participation as the Program received positive feedback regarding the information kit produced for the 2012 campaign.

Participants have offered additional feedback, suggestion themes included: to broaden exposure of the campaign, provide resources earlier, include a list of ‘ideas for promotion’, include radio and television advertising, and, consideration of the clarity of the road safety message/s.

For the 2013 campaign, it may be considered that the Program develop supportive resources that can guide Local Government, WA Police and other participants about how to use social media (Facebook) to support and promote the campaign. Another consideration may be that an Indigenous aspect be included in the campaign kit. Further, it is suggested that on the RoadWise website a blog be developed to allow continuous interaction with the community. To develop the suggested resources – which all have intent to broaden the exposure of the campaign – additional staff time will be required.

It is also suggested that the 2013 campaign investigate a new ribbon option, with a possible longer term goal of replacing the white ribbon with a ‘road’ ribbon (grey and white). If this consideration is adopted the campaign may require a change of name from White Ribbons for Road Safety to Road Ribbons for Road Safety or simply Ribbons for Road Safety. Trade mark implications would need to be explored. This would require new resources and campaign material. New resources for consideration (to match a new ribbon) may include car stickers and car magnets above what is already produced.

If the ribbon does change it would be advised to explore new opportunities for engagement and exposure for the campaign. This gives the opportunity to contact a greater variety of organisations to request support for the campaign. For example WA State Council, TV stations/personalities, radio stations/personalities, sporting personalities, health promotion personalities, over and above those currently on our White Ribbons database.

There is an opportunity to hold an event to launch the campaign (third Thursday or Friday in November) and this could encompass awards for individuals who make significant contributions to road safety (similar to Breakfast of Champions that ICCWA holds). One example could centre around the theme of ‘travelling trophies’ – an idea that perpetual trophies are handed out in recognition of road safety excellence, then the following year it is the winning recipients who then hand over the trophies to the next worthy winners.
