GLOSSARY

45TH Space Wing The Air Force’s 45 SW is the Department of Defense (DoD) executive (SW) agent and single manager of Range facilities at Air Force Station, Patrick Air Force Base, and downrange stations. The 45 SW’s mission is to develop, operate, and manage Eastern Range facilities and, as host agency, provide support services to all launch/user activities. Agency National Aeronatuics and Space Administration Biological Safety The discipline addressing the safe handling and containment of infectious microorganisms and hazardous biological materials. Buy Quiet Administrative policy that achieves long-term reduction in employee noise exposure by purchasing or designing mechanical systems that do not exceed noise emission levels of concern (80dBA). Contracting Officer A Government official appointed by the contracting activity for procuring (CO) and/or administering a contract. The CO is the only person authorized to direct contractor performance, execute amendments to the contract, and contractually obligate the Government. Contracting Officer’s A Government official who has been appointed by the CO who has the Representative responsibility in managing the technical aspects of the contract and (COR) monitor the contractor’s technical performance and delivery of the final products and/or services. Pursuant to NFS 1842.270, the COR is not authorized to initiate procurement actions or in any way cause a change to the contract or increase the Government’s financial obligations. The CO is the only Government official authorized to direct contractor performance, execute modifications to the contract, and contractually obligate the Government. Contractor For the purpose of this glossary, a contractor is an employer, working under contract to NASA-KSC, including the employer’s employees and subcontractors to the employer who are housed on Center. Integrated Cultural A document that describes the Cultural (Historic and Archeological) Resources Resources at a NASA Center, outlines the processes by which those Management Plan resources are managed, and the activities such as restoration and maintenance that are associated with those resources. This plan is

updated as needed and revised every five years. Disaster Mental A support team of mental health professionals chosen and trained by Health Services NASA to assist, when needed, in support of the KNPR 3792.1, Support Team Employee Assistance Program (EAP) Psychological Support Preparedness Plan In The Event Of A Disaster. Environmental A document that outlines the activities associated with a proposed Assessment federal action and the alternatives considered. The analysis includes a description of the expected impacts of the proposal and its alternatives. This is a requirement of the National Environmental Policy Act (NEPA). Environmental KSC Form 21-608 completed for every proposed project and action on Checklist KSC, which begins the process of environmental review. Based on information provided on the checklist, each project is evaluated for potential environmental impacts and regulatory compliance issues. Ergonomic Working A panel chaired by the NEMCON. The Ergonomic Working Group Group promotes ergonomics awareness and assists in the implementation of ergonomics programs at KSC. Working group members include Government and contractor health and safety professionals. Asbestos and A database management system used to track descriptions, quantities, Management and locations of asbestos containing building materials in NASA Information System facilities at KSC. (AMIS) Federally Owned The government owned waste water treatment plant at Cape Canaveral Treatment Works Air Force Station (FOTW) Geographic A computerized relational database management system for capture, Information System storage, retrieval, analysis, and display of spatial (locationally defined) (GIS) data. GIS software applications allow users to develop linkages between graphical and non-graphical data. Once linked, spatial queries of the linked data can provide users with answers to questions in a fraction of the time previously required to perform the analysis manually. Health and Medical Implements the responsibilities of the Office of the Chief Health and Technical Authority Medical Officer to assure Agency health and medical policy, procedural (HMTA) requirements, and standards are addressed in program and project management when applicable and appropriate. HMTA provides independent oversight of all health, medical, and space crew and personnel performance matters associated with the execution of, or that are embedded in, NASA programs or projects. Indoor Air Quality A panel chaired by the NEMCON. The IAQ Working Group promotes (IAQ) Working Group IAQ and assists stakeholders in coordinating the assessment and mitigation of IAQ problems at KSC. Working group members include Government and contractor health and safety professionals, facilities managers, facilities engineering and work control, and employee stakeholders. Industrial Hygiene The discipline of anticipating, recognizing, evaluating, and controlling health hazards in the working environment with the objective of protecting worker health and well-being and safeguarding the community at large. Jonathan Dickinson This site occupies 12 acres inside the southern boundary of the Missile Tracking Jonathan Dickinson State Park, just north of Jupiter, Florida, in Martin Annex (JDMTA) County.

KSC Hearing Loss A panel chaired by the NEMCON. The Noise and Hearing Loss Prevention Working Prevention Working Group provides technical information and Group experience to promote hearing loss prevention and noise control actions for the KSC workplace and KSC employees. KSC Organizations The NASA-KSC civil servant organizations and NASA-KSC resident contractors working at KSC or CCAFS. KSC Training The TCRS is an NASA system for maintaining training and certification Certification and status information for personnel who support Center operations. PWS, Lowest Level The lowest numerical level of the Performance Work Statement (PWS) hierarchy. Using PWS X.X.X.a as an example, the lowest level PWS number would be PWS X.X.X. Quality Management A formalized system that documents processes, procedures, and System (QMS) responsibilities to ensure compliance with ISO 9001:2015. The QMS aims to ensure customer expectations and requirements are met or exceeded, as well as, to continuously improve quality within the organization. Including: improving processes, reducing waste, lowering costs, facilitating and identifying training opportunities, engaging staff, and setting organization-wide direction. Quality Management The plan documents the contractor’s design, implementation, and Plan operation of the QMS. The plan will include references or links to documents and process that make up the QMS. Rapid Response A team assembled by NASA to respond to a non-KSC spacecraft Team contingency site within a few hours of the contingency. A contractor physician, nurse, and environmental health specialist is usually part of the team to provide emergency and occupational medicine to the team. Recovery Team A team of personnel that is deployed to process and return a NASA spacecraft to NASA (usually KSC). The group is larger than the Rapid Response Team. A contractor physician, nurse, and environmental health specialist is usually present to provide occupational medicine services to the team. Respiratory A panel chaired by the NEMCON. The Respiratory Protection Panel Protection Panel assists coordination of Government-provided respirator program services at KSC and assists in the implementation of contractor respiratory programs. Working group members include Government and contractor health and safety professionals and the life support services. Rocket Effluent REEDM is a computer model used to predict the deposition pattern of Exhaust Diffusion acidic fallout generated from the exhaust due to launch vehicles.
