SUMMONS Summons for the Fourth Session of the Ninth Tamil Nadu Legislative Assembly were issued to Members on the 8th March 1990 in S.O.Ms No.47, Legislative Assembly Secretariat, dated 8th March 1990. II. DURATION OF THE MEETING The Fourth Session of the Ninth Tamil Nadu Legislative Assembly commenced on 17th March 1990 and adjourned sine die on the 12th May 1990. III. PROROGATION The Fourth Session of the Ninth Tamil Nadu Legislative Assembly was prorogued with effect from 23rd May 1990-vide S.O.Ms.No.104, Legislative Assembly Secretariat, dated 23rd May 1990. IV. SITTINGS OF THE ASSEMBLY The Tamil Nadu Legislative Assembly met for 40 days during the period from the 17th March 1990 to 12th May 1990 on the following days: 17th March 1990, 19th March 1990, 20th March 1990, 21st March 1990, 22nd March 1990, 23rd March 1990, 24th March 1990, 28th March 1990, 29th March 1990, 30th March 1990, 31st March 1990, 2nd April 1990, 3rd April 1990, 4th April 1990, 5th April 1990, 6th April 1990, 9th April 1990, 10th April 1990, 11th April 1990, 12th April 1990, 16th April 1990, 17th April, 18th April 1990, 19th April 1990, 20th April 1990, 21st April 1990, 23rd April 1990, 24th April 1990, 25th April 1990, 26th April 1990, 2nd May 1990, 3rd May 1990, 4th May 1990, 5th May 1990, 7th May 1990, 8th May 1990, 9th May 1990, 10th May 1990, 11th May 1990 and 12th May 1990. (2) On 2nd May 1990 Hon’ble Dr. E. (3) On 11th May 1990, Hon’ble Dr. K. Ponmudi alias Deivasigamani, Minister for Public Health made a statement correcting his reply given to the supplementary questions to Question No.7063 (Sl.No. 309) answered on the floor of the House on 9th April 1990. (4) On 12th May 1990, Hon’ble Thiru M. HUMAN RIGHTS: ORIGIN AND EVOLUTION OF THE HUMAN RIGHTS INTRODUCTION Human Rights are commonly understood as ―inalienable fundamental rights‖ to which a person is inherently entitled simply because she or he is a human being. Human Rights are thus conceived as universal and egalitarian. At the international level human rights have become a movement. It can be studied through many ways which is called as the constituents of Human Rights. They may be civil rights, political, economic, cultural, social rights. They are also called Fundamental Rights. and rights of freedom to everyone irrespective of caste, creed, sex, region, colour, profession, etc. CONCEPT OF HUMAN RIGHTS Human Rights is a 20th century term traditionally known as ―Natural Rights‖ or the ―Rights of Man‖. Broadly speaking, ―Human Right‖ means right to life, liberty, equality and the dignity of an individual irrespective of caste, creed or sex. It envisages that all human beings are born free, equal in dignity and rights and are entitled to enjoy all rights. Evolution of Human Rights: The roots of human rights can be traced to the Babylonian laws. The Babylonian King Hammurabi issued a set of laws to his people called ―Hammurabi‘s Codes‖, which contained fair wages, protection of property and charges against them to be proved at trial. Greek philosopher Plato, Aristotle and Roman philosopher Cicero advocated the natural law, natural rights and human rights. The origin of human rights also can be credited to era of Renaissance Humanism in the early modern period.

It also contains a lot of general information about the origin of the State Legislature, the Assembly Chamber, Members, etc. The previous Reviews in this series brought out in 1957, 1962, 1967, 1971, 1977, 1980, 1985, 1988 and 1991 proved to be valuable books of reference. The very object of this Review is mainly to give a complete and concise summary of business transacted by the Tenth Tamil Nadu Legislative Assembly from the 1st July 1991 to 1st March 1996. This Review also covers a brief account of work done by the various Legislature Committees, the activities of the Tamil Nadu Branch of Commonwealth Parliamentary Association and a short Administrative Report of the Legislative Assembly Secretariat. References to the Rules of Procedure are also given at the beginning of each chapter, wherever necessary. A few photographs taken on important occasions such as Governor’s Address, Presentation of Budget and Conference of Presiding Officers of Legislative Bodies in India held in Madras during 1993 have also been included. This publication, it is hoped, will be found useful as a book of reference to the Secretariat and of interest to all those desirous of knowing the work turned out by the Tenth Legislative Assembly.
