2. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

3. Welcome

On behalf of Parliament, the President welcomed members of a delegation from the Seychelles National Assembly, who had taken their seats in the distinguished visitors' gallery. 4. Composition of committees

The President had received the following request for an appointment from the ALDE Group:

The appointment would be deemed ratified if no objections were raised before the approval of these Minutes.

5. Interpretation of the Rules of Procedure

The President informed the House, under Rule 211(3), of the following interpretation of Rule 13(1), provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision:

‘If a Vice-President is to be replaced and there is only one candidate, he or she may be elected by acclamation. The President is empowered to decide, at his discretion, whether the election is to take place by acclamation or by a secret ballot. The candidate elected takes the place of his or her predecessor in the order of precedence.’

If this interpretation was not contested by a political group or by at least 40 Members (Rule 211(4)) before the minutes of the current sitting were approved it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament (P7_TA(2011)0298).

6. Lapsed written declarations

In accordance with Rule 123(5), written declarations 0008/2011 and 0009/2011 had lapsed as they had not obtained the required number of signatures.

With the political groups' agreement, the vote on the report by on the European Year for Active Ageing (2012) (A7-0061/2011) had been postponed to the July part-session.

The report by Salvatore Tatarella on tractors placed on the market under the flexibility scheme (A7- 0091/2011) had been entered directly on the agenda for voting time on Thursday.

The deadline for tabling amendments was set for Wednesday 22 June 2011 at 16.00.

Wednesday

17. Composition of Parliament

The Finnish authorities responsible had announced that Heidi Hautala had been appointed a member of the Finnish Government, with effect from 22 June 2011, and that she had been replaced as a Member of the European Parliament by Tarja Cronberg, with effect from the same date.

Under Article 7(1) and Article 13(1) and (2) of the Act concerning the election of the representatives of the Parliament by direct universal suffrage, and Rule 4(1) and (4), Parliament took note of this and established that Heidi Hautala's seat was vacant with effect from 22 June 2011 and that Tarja Cronberg had been elected with effect from the same date.

Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously made a written declaration stating that she did not hold any office incompatible with that of Member of the European Parliament, Tarja Cronberg would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto. 19.8.2011 EN Official Journal of the European Union C 241 E/9
