Francois Chani TABISAL, Member for Pentecost The Hon. Ian WILSON, Member for Maewo LATE : 1. The sitting commenced at 2.25p.m. 2. In accordance with Article 21 (4), the Hon. Speaker SAIMON announced that the quorum required was two-thirds (2/3) of the Members in any session. Given the presence of the forty-five (45) Members and that the required quorum was constituted, he declared that Parliament can legally and constitutionally proceed to the agenda. He, therefore, declared the official opening of the First Extraordinary Session of Parliament. 3. The Hon. Toara Daniel KALO, Member for Shepherds Islands, said the prayer, 4. The Hon. Speaker SAIMON welcomed all Members and referred to Articles 2(4) and 21 (2) of the Constitution, which set out the parliamentary procedure to be followed, and then read the 13 bills listed. 5. The Hon. Gillion WILLIAM, Leader of Government Business and Member for Efate, moved that the sitting be adjourned to allow Members to study the bills. 6. The sitting was adjourned at 2.40p.m 1 PARLIAMENT OF THE REPUBLIC OF VANUATU ELEVENTH LEGISATURE OF PARLIAMENT FIRST EXTRAORDINARY SESSION OF 2018 MONDAY 4 JUNE 2018 SPEAKER: The Hon. Esmon SAIMON Member for Malekula. PRESENT: 50 Members ABSENT: The Hon. Ian WILSON, Member for Maewo LATE: 1. The sitting commenced at 9:05 am 2. The Hon. John SALA, Member for Malekula, said the prayer. 3. The Hon. Speaker of the Parliament, SAIMON, read the agenda. 4. The Hon. Gillion WILLIAM, Leader of Government Business, announced the bill to be debated. BILL FOR THE VIENNA CONVENTION ON DIPLOMATIC RELATIONS 1961 (RATIFICATION) ACT NO 2018 FIRST READING 5. The Hon. Ralph REGENVANU, Minister of Foreign Affairs and Member for Port Vila introduced the Bill, explained its purpose and moved that it be read a first time. 6. The Hon. Speaker, SAIMON, has been notified that some pages of the Bill were missing in English version and asked the Minister to confirm this. 2 7. The Hon. REGENVANU confirmed and asked the Speaker of Parliament to suspend the sitting for the missing pages to be printed and inserted. 8. The sitting was suspended at 9:20 am and resumed at 9:35 am 9. The Hon. ALATOI Ishmael Kalsakau, Leader of Opposition and Member for Port Vila, thanked the Minister for the introduction of the Bill and assumed that there should be an indication that explained why the bill was not introduced. Then he asked how it was possible to set up Diplomatic Offices when the bill had not yet been introduced. He queried on the benefits of the Bill and hoped that this Bill would help to address allegations. He announced that the result of the vote would be determined by the response of the Minister. 10. The Hon. Christopher EMELEE, Member for Torres, also thanked the Minister for the introduction of the Bill, and noted his satisfaction when he heard the Minister spoke about respect in his explanation. He said how others were respected, yet no respect for him and his colleague MP for Torba for their presence, when the representatives of the High Commission visited Torba Province. 11. The Hon. Sato KILMAN, Member for Malekula, said that mutual respect should be achieved concerning the offices established locally and abroad. Moreover, if the High Commissions would like to speak with our authorities, they must get appointments since this has not always been the case. He, therefore, recommended that respect be shared. 12. The Hon. Johnny KOANAPO, Member for Tanna, spoke in favour of the Bill and said that, in his opinion, the Minister would not be able to provide an answer to the question raised by the Hon. Leader of Opposition. He explained that Parliament had not yet ratified several conventions signed while it was already in force and guarantees its support concerning the convention presented because it defined an overview of the protocols. He agreed that the bill does not provide details on the protocols, but it mentioned respect and we must know how to limit the level of protocol we intend to demonstrate, thus, will not affect existing diplomatic relations. 13. The Hon. Albert WILLIAMS, Member for Ambrym, spoke in favor of the Bill while asking questions about respect. Then he referred to the airport project and pointed out that there are people who took advantage of their access cards to gain access to duty-free shops, hence, proposed to give them other access cards limit.
