He has a doctorate from the Australian National University and has also undertaken research on public policy issues in Canada and Europe. He has published books on Indigenous and multicultural affairs in four countries. He has also been a pro bono carer for many years. Rupert Gerritsen is Team Leader, Community Information and Education with the Mental Health Foundation. He hails from Western Australia where he worked with Aboriginal and non-Aboriginal young people, people with mental health problems, the homeless, and the community through drop-in centres, worker cooperatives, housing cooperatives, early intervention programs, outreach programs and youth employment programs. He has researched and published extensively in social issues, history, historical ethnography, historical linguistics, and archaeology, and has edited an international journal. The Mental Health Foundation delivers a range of high quality services for people with a mental illness and their carers, engages in mental health promotion and fosters consumer and carer participation. -
TTF ACT Budget Analysis 2015-16
2015-16 Australian Capital Territory Budget Analysis June 2015 BACKING OUR STRENGTHS – TTF’S ACT POLICY AGENDA Tourism is a key driver of the ACT economy, contributing around $1.6 billion in Gross State Product and supporting an estimated 14,700 jobs. In its tourism and transport pre-budget submission, TTF recommended that the Barr Government: Growing demand for travel • Increase funding for Visit Canberra • Increase funding for Territory Venues and Events • Continue the Special Event Fund initiative • Leverage value of the international business event markets • Continue funding the ACT’s international marketing campaign to support new direct international flights into Canberra Boosting visitor economy investment • Allocate resources to progress planning of the City to the Lake development • Maximise existing facilities to ensure ACT’s reputation as a major sporting and business event destination Improve public transport services • Consider options for franchising ACTION buses • Build stage 1 of Capital Metro in partnership with the private sector • Continue planning for further light rail network extensions • Engage the federal government to harmonise taxes/regulation for the rental vehicle sector. BUDGET HIGHLIGHTS The Barr Government has shown its commitment to the visitor economy in this year’s budget by providing an additional includes $1.6 million for VisitCanberra over two years to continue support for cooperative marketing campaigns and build destination marketing partnerships, bringing the total to $14.1 million. There is also additional funding for aviation attraction and trade and investment activities. Infrastructure investment has also been a big focus of the Barr Government with, among other initiatives, an additional $4.66 million for planning and management of the ACT’s natural assets. -

LDOs should ensure that they replace the list in their Display Manual with a copy of this list. Following is a list of all special requirements that have been made known to the APF National Office. Display PRO and F licence practice jump into venue during daylight Victoria incorporating Tasmania (last updated/confirmed Aug 2014) MCG/Olympic Precinct/Docklands Stadium Special requirements When a crowd is in attendance at the MCG/ Olympic Precinct, or Docklands Stadium, an Certificate Class F, Display PRO, at least one jump in the last 12 months into the display target, and if not, a practice jump in the preceding 30 days using all gear intended for the display. -

Overcoming the ‘White Elephant’ Syndrome in Big and Iconic Projects in the Public and Private Sectors Scott Prasser, Faculty of Business, University of Sunshine Coast Introduction This chapter1 analyses `big,' `iconic' or `mega' projects and their impact on effective project management and also on the effective allocation of funds for priority infrastructure. It is argued that part of the problem of Australia's perceived present infrastructure shortfall is not just the lack of spending on infrastructure as many suggest. Rather, it is as much about the misallocation of spending on `big' and so called `iconic' or prestige projects that too often become expensive `white elephants' requiring considerable post-completion maintenance and support and further wasting valuable resources that could be used elsewhere. Such projects, because of their status, size, and complexity too often disrupt effective project management practices in their original scoping, assessment and implementation and fail to have clear purposes or functions. This is not a project management or even an infrastructure problem confined to Australia. Concerns about misallocation of funding of big, mega or iconic infrastructure type projects have been observed elsewhere. Flyvbjerg (2003: 3, 9) in his overview of `megaprojects' around the world noted: At the same time as many more and much larger infrastructure projects are being proposed and built around the world, it is becoming clear that many such projects have strikingly poor performance records in terms of economy, environment and public support. Cost overruns and lower than predicted revenues frequently place project viability at risk and redefine projects that were initially promoted as effective vehicles to economic growth as possible obstacles to such growth .. -

Page 2 of 10 Introduction Women have played an important and prominent role in the Legislative Assembly for the Australian Capital Territory since its establishment in 1989. The ACT was the first state or territory to have a woman as its Head of Government. In the Second Assembly, the positions of Speaker, Chief Minister and Leader of the Opposition were all held by women. Perhaps most significantly, at the Territory election for the Ninth Assembly in 2016, thirteen women were elected to the Assembly. It was the first time in Australian history that a majority of women had been elected to a parliament and one of the first jurisdictions in the world to have done so.3 It was also notable that the voters of the ACT returned this result even though only 36 percent of the total 140 candidates that stood for election were women. -

4.0 Stadiums Queensland Business Model >> Stadium Taskforce - Final Report 61 4.0 Stadiums Queensland Business Model The SQ business model is the way SQ coordinates and strategically manages its asset portfolio responsibilities. The SQ business model takes into consideration items such as SQ’s approach to market testing and outsourcing of services, as well as to the shared support services for the organisation and portfolio and to SQ’s role in stadium planning. At a venue level, the SQ business model incorporates SQ’s consideration and determination of the preferred management approach for each of its venues, taking into account specifics of the asset, the use of the venue and historic operations. SQ’s intent of applying its business model is to implement management arrangements that maximise the likelihood of individual venues and the portfolio as a whole, operating as efficiently as possible. SQ achieves this by employing a variety of venue management, venue operations and venue hiring models, in addition to portfolio-wide arrangements. Market Testing and Outsourcing As a matter of business policy, SQ consistently tests the market to establish whether services are more cost effective if delivered on an outsourced basis. SQ is incentivised to do so because of customer requirements (hirers and patrons) to contain costs so that attending venues for patrons remains affordable. The Taskforce understands that a majority of SQ business is historically outsourced, including stadium services such as ticketing, catering, security, cleaning and waste management and corporate business functions such as audit, incident management, insurance and risk management. The final small percentage of services are directly delivered by SQ if it is more cost effective to do so, or if the risk to the Queensland Government is more effectively managed. -

ACT Government 2004-2005 BUDGET MEDIA RELEASE $1.6M “BIRTHDAY” PRESENT TO MANUKA OVAL CENTRAL IN COMMITMENT TO SPORT AND RECREATION The 2004-05 Budget sets aside $1.6 million in the capital works program for Manuka Oval, which will provide improved spectator comfort with undercover seating for an additional 4,000 fans. “Manuka Oval, which celebrates its 75th birthday this year, remains a key facility for both AFL and cricket, hosting a large number of community and elite level events each year. Key facility hirers and spectators have long lamented the lack of covered seating, which severely impacts on spectator numbers and comfort in the advent of wet conditions or extreme heat,” said Treasurer and Minister for Sport, Ted Quinlan. “In a move that will no doubt please major hirers, this budget allocation will provide increased weather protection, making two-thirds of Manuka Oval’s seats under cover. Furthermore, a third major access gate will be created to improve crowd access control and safety. This is part of a broader project to undertake new perimeter fencing to upgrade venue security and further enhance the Oval’s visual appeal in harmony with the surrounding Manuka precinct.” The Budget has also made an $8 million provision for the development of a drag racing facility for the ACT, aiming to replace the former site at Pialligo that ceased operation under the Liberal Government in late 1998. “The Canberra drag racing community has been actively calling for a dragway for over five years and we made a strong commitment to investigate available options. -

2017 23 July 2017 Attachment to: Review of National Aged Care Quality Regulatory Processes – Public Submissions We thank the Department of Health for the opportunity to supply an attachment, which contains a more in depth assessment of the aged care regulatory process. We have been acutely aware of its many failures and have been strong critics over the years in our submissions to inquiries, reviews and consultations. What has been revealed at Oakden in South Australia confirms our assessments. Serious problems: In our view the policies adopted were misconceived when they were introduced, ignored available evidence they were aware of, and were driven by ideological beliefs that were unsuited to this sector. The failure to confront the underlying problems has been due to an inability of those, who had invested their lives in this, to confront the flaws in the thinking that drove the ideology. That is now unravelling and this is reflected in the public’s disenchantment with a political process that has been run like a competitive marketplace. Finding a better way: Our analysis and efforts are not recriminatory but directed to understanding what has happened and opening debate that will lead to a way out of this system into one that is part of a cohesive community that is involved and in control of itself. This must take account of the nature of care and in doing so build a system that is underpinned by an understanding of human nature and the value of building social selves through responsible citizenship within society. We have been forced to recognise the benefits of this for other cultures (eg.
