The House of Lords is funded by Supply Estimates, the means by which public expenditure is authorised and voted by Parliament. The Resource Accounts contain the financial statements relating to the House of Lords’ Estimate, which includes expenses and allowances paid to Members of the House of Lords. The Estimate also includes administrative and accommodation costs, such as security, catering, estates and works services expenditure. Information is also included, by way of notes, on the House of Lords Works of Art Collection Fund and the House of Lords Catering and Retail Services trading activities. Aims and Objectives The aim of the House of Lords Administration is: to enable the House and its Members to carry out their parliamentary functions effectively. -

This paper reviews progress in the period 2006 to 2009. The paper outlines a vision for how Parliament should be seen by citizens and describes the strategy adopted to realise the vision. It elaborates a “three-legged stool” comprising engagement online (using the web), engagement on site (welcoming visitors) and engagement on the territory of others (outreach initiatives). A review of progress indicates that there have been valuable gains in terms of the quality of engagement and its reach. The overall impact is harder to assess given that broader public perceptions of Parliament are influenced by many factors not just those directly associated with the engagement strategy. For the future the challenge remains to extend reach from the tens of thousands who choose to engage to the tens of millions who do not yet do so. This will require innovative thinking and a rigorous approach to evaluation to assess which activities make the biggest difference. 1 Background 1. -

HOUSE OF LORDS COMPANION TO THE STANDING ORDERS AND GUIDE TO THE PROCEEDINGS OF THE HOUSE OF LORDS Laid before the House by the Clerk of the Parliaments 2007 PREFACE This is the 21st edition of the Companion to the Standing Orders of the House of Lords since Sir John Shaw-Lefevre, then Clerk of the Parliaments, compiled his first edition for private circulation in 1862. It is issued with the authority of the Procedure Committee. The House and its procedures have changed much in recent years, and continue to do so. This edition of the Companion reflects two particularly significant changes. First, on 4 July 2006 for the first time the House elected a Lord Speaker. Secondly, the Minutes of Proceedings have been replaced by the new publication House of Lords Business from the start of session 2006-07. The Companion is the authoritative guide to procedure, but it is by no means the only source of information for members. Others are the Handbook on facilities and services, booklets on participation in legislative business (from the Public Bill Office) and the General Guide to the Members’ Reimbursement Allowance Scheme (from the Finance Department). All such guidance is available on line. The Table Clerks and procedural offices are always available to advise members. Parallel Chambers
PARALLEL CHAMBERS Memorandum from Sir David Natzler KCB, Clerk of the House of Commons, to The House of Commons (Canada) Standing Committee on Procedure and House Affairs This memorandum will primarily focus on Westminster Hall, the parallel Chamber in the House of Commons, which has been in operation since 1999. Some reference to the operation of Grand Committees will also be included towards the end of the memorandum. WESTMINSTER HALL Overview 1. During the 1998-99 parliamentary session, the House of Commons Modernisation Committee published two reports regarding proposals for a parallel Chamber. Taking inspiration from procedures used in the House of Representatives, Canberra, where certain business was conducted in a parallel (albeit subordinate) Chamber, the first of these reports indicated some of the issues which would need to be addressed if a parallel Chamber were to be introduced, the impact it might have on the House of Commons, as well as some proposals for how it might work practically. The report was agreed to by the House, and the Committee embarked upon a second report to take the proposals forward. 2. The second of these reports, published later that session, reiterated the arguments for a parallel Chamber and outlined proposals for procedure relating to chairing the sittings, sitting hours, and types of Business to be taken, as well as procedure during the meetings themselves. The Report was approved by the House on 24 May 1999. 3. Since the beginning of the 1999-2000 Session, parallel sittings have been held in Westminster Hall and have provided the House of Commons with an additional forum for debate which has created more parliamentary time without increasing sitting hours. -

It is issued with the authority of the Procedure Committee. The Companion is the authoritative guide to procedure, but it is by no means the only source of information for members. A summary of key elements of procedure is given in the Brief Guide on Procedure and Practice in the House and Grand Committee, while general services are covered in the Handbook on facilities and services for Members. Members may also consult the Guide to the Code of Conduct, the Guide to Financial Support for Members (from the Finance Department) and the booklets on participation in legislative business issued by the Legislation Office.
