he Gyeongin Ara Waterway Project started as a water route project linking the West Sea and the Han River. T Initially, the Ara project began as a flood control channel which was originally designed to discharge water from the Gulpo River into the West Sea in 1992 so as to prevent habitual flooding of the Gyeyang-gu and Bucheon areas of Incheon, and Gimpo. To overcome the shortcomings of seasonal operation during the monsoon season only and to utilize land efficiently, a project to create a watercourse connecting the West Sea and the Han River was launched by conjoining the flood control channel of the Gulpo River and a 3.8km section of the Han River. In fact, the dream of the Gyeongin Ara Waterway was conceived a long time ago. The history of the Ara Waterway started some 800 years ago when King Gojong of the Koryo Dynasty was in power. Back then, the Jowoon Waterway was used to transport tax revenue collected from local areas to the central government from Yeomha, between Gimpo and Ganghwa Island to Mapo Gyeongchang in Seoul. However, Yeomha was passable during high tide only and Sondolmok seaway(off the coast of Gwangseong-ri, Buleun-myeon, Ganghwa-gun) was extremely dangerous. The pioneer of the Jowoon Waterway was the son of Chung-Heon Choi(figure of authority at the time), Lee Choi. He tried to build the Gulpo Canal bypassing Sondolmok and directly linking the coastal waters of Incheon and the Han River. He tried to construct the first canal in Korea that was designed to start from the coast of Gajwa-dong, Seo-gu, Incheon via Wontonghyeon(AKA Wontongee Hill) and present day Gulpo River, and to flow into the Han River. However, the canal project ended in failure
