Biographie Serge Klarsfeld « J’ai assisté à la pose de la 1ère pierre du Mémorial en 1953, j’avais 17 ans, j’ai assisté à l’inauguration du Mémorial en 1956, j’avais 20 ans ; je suis entré dans la salle d’archives du CDJC en 1965 pour documenter mon premier pèlerinage à Auschwitz, j’avais presque 30 ans. En 1967, Beate et moi y avons compulsé de nombreux dossiers pour documenter nos premières campagnes en Allemagne et depuis, je ne suis jamais sorti du Mémorial. » Discours de Serge Klarsfeld, prononcé le dimanche 23 janvier 2005 pour la présentation du Mur des Noms. Serge Klarsfeld est né le 17 septembre 1935 à Bucarest en Roumanie et est diplômé d’études supérieures en Histoire à la Sorbonne. Il est aussi diplômé de l’Institut d’études politiques de Paris, docteur ès Lettres, avocat au barreau de Paris et lauréat Zellidja. Il échappa à la Gestapo à Nice en 1943 mais son père, Arno, fut arrêté le 30 septembre et déporté (convoi 61 du 28 octobre 1943) à Auschwitz. Ecrivain, historien et avocat de la cause des déportés en France, notamment de l’association de FFDJF. Avec son épouse, Beate (née Beate Auguste Künzel, le 13 février 1939 à Berlin – mariage en 1963), ils sont connus sous l’appellation « couple chasseurs de nazis ». Ce surnom provient de leurs actions pour avoir emmené devant les tribunaux Kurt Lischka, Herbert Hagen et Ernst Heinrichsohn (procès de Cologne en 1979), Ernst Ehlers, Kurt Asche et Constantin Canaris (procès de Kiel en 1980), Klaus Barbie (1987), René Bousquet (inculpé en 1991 à la demande des FFDJF et de la F NDIRP – assassiné en 1993) – il avait déjà été jugé et acquitté en 1949 par la Haute Cour de Justice), Jean Leguay (inculpé en 1979 - décédé en 1989) et Paul Touvier (1994) et avoir joué un rôle fondamental dans le procès de Maurice Papon (1997). Serge Klarsfeld a lui-même été arrêté en Allemagne et en Syrie lorsqu’il essayait d’obtenir l’extradition d’Alois Brunner (chef du camp de Drancy et responsable de la déportation de son père). Sa femme, Beate, s’est fait connaître du public le 7 novembre 1968, en giflant le chancelier ouest- allemand, Kurt Georg Kiesinger, qui avait été membre du parti nazi durant la Seconde Guerre mondiale et avoir travaillé pour la propagande (notamment radiophonique) du ministère des Affaires étrangères du Reich. Elle dira à propos de cet acte symbolique : « Je suis allée à Berlin et j’ai giflé le chancelier au congrès de son parti - le CDU -. J’ai crié « Kiesinger, nazi, démissionne ». Les médias étaient présents. Symboliquement, je représentais la jeune génération qui gifle le « père » nazi. C’était une action spectaculaire. Une gifle, ce n’est pas une violence, mais ça a marqué le peuple allemand et montré que la jeunesse allemande refusait que d’anciens nazis occupent des postes importants dans leur gouvernement. » Le 22 mars 1971, ils tentent et ratent l’enlèvement de Kurt Lischka (chef de la section II - affaires de police et juridiques - et du KdS de Paris) pour le ramener en France où il avait été condamné par contumace. Beate, puis Serge Klarsfeld sont convoqués pour leurs procès le 5 février 1974 devant la cour de justice de Cologne. Beate sera condamnée à deux mois de prison ferme en juillet 1974. Le couple a également planifié l’enlèvement de Klaus Barbie (chef de la Gestapo lyonnaise). Beate Klarsfeld l’a traqué jusqu'au Chili et en Bolivie ; à La Paz, elle s’est enchaînée dans la rue devant son bureau. Avec le soutien de Régis Debray, ancien compagnon d’armes de Che Guevara, les Klarsfeld convainquent François Mitterrand de demander l’extradition de Barbie en 1983. La presse parlera beaucoup de sa traque de Klaus Barbie. Ils ont été victimes le 9 juillet 1979 d’une tentative d’assassinat par le réseau néo-nazi ODESSA voulant faire cesser leur activité de localisation et de poursuite des criminels nazis. Cette même année, Serge Klarsfeld s’est rendu à Téhéran pour protester contre l’exécution de Juifs libanais. Deux attentats sont commis contre leur personne durant les années 1970 : un colis piégé en 1972 et une bombe placée dans leur voiture en 1979. De 1982 à 1991 le couple Klarsfeld effectue plusieurs voyages en Syrie (ayant parfois été extradé ou expulsé) afin d’atteindre Aloïs Brunner (d’abord localisé à Damas en 1976 sous le nom de Georg Fisher pour échapper aux recherches de Simon Wiesenthal) qui y travaille pour la police politique syrienne et est protégée par Hafez el-Assad. Après avoir entamé des démarches devant plusieurs cours de justice et dans plusieurs pays, la situation est toujours figée. En 1986, le couple Klarsfeld s’élèvera contre Kurt Waldheim (Secrétaire général de l’ONU, puis Président de la République d’Autriche) en dévoilant qu’il était officier dans la Wehrmacht, membre de la SA, 3 https://collections.ushmm.org http://collections.ushmm.org Contact [email protected] for further information about this collection accusé d’être coupable de la mort d’une centaine de personnes en ex-Yougoslavie et en Italie. Dans ce dossier, le couple s’est cependant heurté à Simon Wiesenthal qui n’était pas persuadé de la culpabilité de Kurt Waldheim et qui a toujours affirmé ne jamais avoir trouvé de preuves contre lui. Dès 1979, Serge et Beate Klarsfeld fondèrent « l’association des Fils et Filles des Déportés Juifs de France » (F.F.D.J.F.), chargée de défendre les descendants de déportés. Moment fort de leur action : en 1981, un mémorial de la déportation des Juifs de France est érigé en Israël : il y est inscrit le nom, la date et le lieu de naissance des 80 000 victimes françaises juives, victimes de la Solution Finale, ainsi que leurs dates et lieux de naissance. Autour, 80 000 arbres forment une Forêt du souvenir. Les FFDJF obtiendront la reconnaissance par Jacques Chirac dans un discours du 16 juillet 1995, de la responsabilité de de l’état français dans la déportation de milliers de Juifs français. Ainsi qu’un décret (2000-657 du 13 juillet 2000) instituant une mesure de réparation pour les orphelins dont les parents ont été victimes de persécutions antisémites. Il fut également vice-président de la Fondation pour la Mémoire de la Shoah. En décembre 1997, le « fichier juif » découvert par Serge KLARSFELD dans les archives du secrétariat d'État aux Anciens combattants a été déposé dans la crypte du Mémorial du Martyr Juif Inconnu. Le 23 janvier 2005, à l'occasion du 60ème anniversaire de la libération du camp d’Auschwitz, sur le parvis du Mémorial de la Shoah, a été inauguré en présence de Simone VEIL et de Serge KLARSFELD, le Mur des Noms qui porte gravés dans la pierre, les noms, prénoms et dates de naissance des 76 000 Juifs déportés de France - dont 11 000 enfants entre 1942 et 1944. Serge Klarsfeld a reçu le 7 juillet 2010 les insignes de commandeur de la Légion d’honneur de François Fillon, Premier ministre, à l’Hôtel Matignon. Serge Klarsfeld est l’auteur de nombreux ouvrages concernant la Shoah, les camps de concentration et d’extermination, les enfants d’Izieu, le système des déportations en France, le régime de Vichy et ces ouvrages nous apprennent beaucoup sur le rôle du gouvernement français de l’époque. 4 https://collections.ushmm.org http://collections.ushmm.org Contact [email protected] for further information about this collection I-2.     Central Europe Federal Republic of Germany Domestic Affairs s JULY 1, 1979 Karl Carstens of the Christian Democratic Union (CDU) took office as the new president of the Federal Republic. He had been elected by the federal parliament to succeed Walter Scheel. Also in July CDU and the Christian Social Union (CSU), the opposition parties in the federal lower house, chose Franz Josef Strauss as their candidate for chancellor in the 1980 elections. In the state parliament elections in Berlin and Rhineland-Palatinate on March 18, the governing parties retained their majorities; the results in Berlin were CDU, 44 per cent; Social Democratic party (SDP), 43 per cent; and the Free Democratic party (FDP), 8 per cent; the results in Rhineland-Palatinate were CDU, 50 per cent; SPD, 42 per cent; FDP, 6 per cent; and the National Democratic party (NPD), .7 per cent. In the parliamentary election in the state of Schleswig-Holstein, on April 29, CDU maintained its absolute majority against SPD and FDP; the results were CDU, 48 per cent; SPD, 42 per cent; FDP, 6 per cent; and NPD, .2 per cent. In the election for the city-state parliament in Bremen, on October 7, SPD retained its absolute majority, while CDU and FDP lost a number of seats. The election for the first European parliament, in June, produced the following outcome in the Federal Republic: SPD, 40 per cent; CDU, 39 per cent; CSU, 10 per cent; FDP, 6 per cent; and the German Communist party (DK.P), .4 per cent. The voter turnout was 66 per cent.

    Central Europe West Germany FOREIGN POLICY wTHEN CHANCELLOR Ludwig Erhard's coalition government sud- denly collapsed in October 1966, none of the Federal Republic's major for- eign policy goals, such as the reunification of Germany and the improvement of relations with its Eastern neighbors, with France, NATO, the Arab coun- tries, and with the new African nations had as yet been achieved. Relations with the United States What actually brought the political and economic crisis into the open and hastened Erhard's downfall was that he returned empty-handed from his Sep- tember visit to President Lyndon B. Johnson. Erhard appealed to Johnson for an extension of the date when payment of $3 billion was due for military equipment which West Germany had bought from the United States to bal- ance dollar expenses for keeping American troops in West Germany. (By the end of 1966, Germany paid DM2.9 billion of the total DM5.4 billion, provided in the agreements between the United States government and the Germans late in 1965. The remaining DM2.5 billion were to be paid in 1967.) During these talks Erhard also expressed his government's wish that American troops in West Germany remain at their present strength. Al- though Erhard's reception in Washington and Texas was friendly, he gained no major concessions. Late in October the United States and the United Kingdom began talks with the Federal Republic on major economic and military problems.     III Reflexiones sobre el internacionalismo Osvaldo Bayer Imagen prohibida de Alemania Hace unos meses, el Instituto de Relaciones exteriores de Alemania, invitó al historiador cineasta argentino Osvaldo Bayer (autor de La Patagonia Rebelde ) a participar en un encuentro entre intelectuales alemanes y latinoamericanos. Se le pidió un trabajo sobre "La imagen alemana para un exiliado " pidiéndole que se expresara de forma personal y crítica, en base a su propia experiencia. Pero el sin duda esperado elogio de la democracia alemana en contraste con la sangrienta dictadura de Videla, no se produjo, y el trabajo de Osvaldo Bayer fue rechazado y devuelto con una carta del Director Organismo Günter W. Lorenz en la que le acusaba de formular «aborrecibles difamaciones la R.F.A.». Reproducimos el texto de 1a ponencia rechazada por su indudable valor testimonial e informativo. ¿Qué valor puede tener la opinión de un exiliado latinoamericano acerca de Alemania? ¿No significa esto pedir la opinión de un enfermo? Una opinión que puede variar entre el ditirambo de quien de pronto se halla a salvo y no teme ya oír el timbre de la puerta de su casa, con el consiguiente agradecimiento a la tierra que lo ha recogido; o, todo lo contrario, una acusación emocional, amarga, desesperada por saber que justamente aquí se elabora el sistema que ha hecho posible la tragedia del asesinato o la prisión de los amigos y familiares. De ver -en ese caso-en cada alemán el responsable de todo lo que ocurre a miles de kilómetros de distancia. Al decir esto último ya estamos en la dualidad vivencial del exiliado latinoamericano que se ve obligado a vivir en cualquier país industrial de occidente.

It is difficult to evoke these moments because we can never find the proper words to describe their horror or to express the grief of those who experienced their tragedy. They will carry forever, in their souls and in their flesh, the memory of these days of tears and shame. [… ] On that day, France, land of the Enlightenment, of Human Rights, of welcome and asylum, committed the irreparable. Breaking its word, it handed those who were under its protection over to their executioners. [… ] Our debt to them is inalienable. [… ] In passing on the history of the Jewish people, of its sufferings and of the camps. In bearing witness again and again. In recognizing the errors of the past, and the errors committed by the State.
