OUR SERVICES • We respond to calls for assistance in matters of personal and public safety, emergencies and serious incidents • We aim to prevent crime by providing services to ensure community safety through a range of proactive crime prevention programs • We detect and investigate offences and bring to justice those responsible for committing them • We support the judicial process to achieve efficient and effective court case management, providing safe custody for alleged offenders, supporting victims and ensuring fair and equitable treatment of victims and offenders • We promote safe road-user behaviour and enforce road safety laws. 1 Highlights for 2012-13 Victoria Police exists to deliver a safer Victoria. Through focused work and the dedication of our police members, notably we achieved a reduction in road trauma and a reduction in crimes against property. • 4.8% reduction in fatalities on our roads • 6.0% reduction in total injuries on our roads • 3.0% reduction in property crime (rate per 100,000 population) • 78.2% proportion of community satisfied with policing services (general satisfaction) • 86.0% proportion of community who have confidence in police. These positive results have been achieved through the delivery of additional police and PSOs under the Government’s election commitment to provide an additional 1,700 police and 940 PSOs by November 2014. Since November 2010, we have: • allocated an additional 1,200 police, taking the total to 12,539.7 (FTE) • deployed 396 new PSOs (Transit). DELIVERING A SAFER VICTORIA: Reducing crime Though there has been an increase in crimes against the person, this increase is driven in part by positive reforms to family violence responses, which are resulting in increased reporting. The roll-out of additional police and PSOs is also contributing to increased crime detection. We achieved a 3.0 per cent reduction (rate per 100,000 population) for crimes against property. This decrease has been driven by reductions in property damage, theft of/from motor vehicles and residential burglary offences. Proactive policing operations, outlined in Chapters 3 and 4 of this report, contributed to our positive performance in reducing property crime. The increase in detected drug offences is also a positive result.     Police scandal rocks Baillieu Josh Gordon and David Rood October 28, 2011 THE Baillieu government has been rocked by the exposure of a secret plot from within the office of the Deputy Premier to oust former police commissioner Simon Overland. The explosive revelations, contained in a report from the Office of Police Integrity, yesterday forced the resignation of a junior minister and a key police adviser to the government. The report has also placed Deputy Premier and Police Minister Peter Ryan at the centre of the most damaging scandal to hit Premier Ted Baillieu in his 11 months in office, and under intense political pressure. Advertisement: Story continues below Mr Ryan insisted he had ''absolutely no idea'' that his police adviser, Tristan Weston, had been running a destructive and machiavellian campaign of leaks against Mr Overland. The Office of Police Integrity probe also found that Mr Ryan's ministerial understudy, parliamentary secretary for police Bill Tilley, was complicit in the plot. Mr Tilley and Mr Weston - an ex-police officer who was hand-picked by Mr Ryan after failing as a Liberal candidate at the 2010 election - both resigned yesterday after the OPI report was tabled in Parliament. The report, by OPI director Michael Strong, also canvassed whether the admissible evidence would justify criminal charges against Mr Weston. The report said Mr Weston had pursued his own political agenda with ''no sense of boundaries'', releasing often unfounded and misleading leaks that played a direct role in Mr Overland's decision to quit in June. ''Having failed to gain parliamentary office, [Mr Weston] found himself in a position of power and influence … and he simply did not know where to draw the line, or much care,'' the report said.

I replaced Simon Overland. I resigned from the role due to a family health issue. I was succeeded by the current Chief Commissioner, Graham Ashton. 4. Prior to becoming the Chief Commissioner, I was the Acting Chief Commissioner for about 5 months from 16 June 2011 to 13 November 2011. 5. The Chief Commissioner is the Chief Executive Officer of Victoria Police and is responsible for the management and control of the organisation. The role includes implementing the policing policy and priorities of the Government and providing advice and information to the Minister on the operations of the organisation and policing matters generally.     CASE PROGRAM 2008-64.2 Reorganising Victoria Police’s approach to crime (B) Although the level of gangland violence had subsided by mid-2004, Victoria Police was still under considerable public and political pressure. Simon Overland (then Assistant Commissioner of the Crime Department) and his colleagues realised that some fundamental changes had to be made, but he also believed that taking a defensive stance was not the way forward. With the support of Chief Commissioner Christine Nixon, he organised a two-day summit attended by the Premier and senior state government officials, international police experts and criminologists. In a move that surprised many, the summit was open to the media and included guests who had been publicly critical of Victoria Police. “I think people privately thought I was mad,” recalled Overland, “but they also saw that I was probably carrying the risk around that. We were very honest about the situation and that we hadn’t picked up on it early enough which really took our critics by surprise. It also showed the government that we were prepared to think differently going ahead.” Soon thereafter, the state government allocated funds for a reorganisation. The search for a suitable consultancy firm began in late 2004 and a Police team was established to oversee the project, headed by Detective Superintendent Paul Hollowood. Although they weren’t clear at this stage what they would do, the team was clear on what they didn’t want: an off-the-shelf model borrowed from another jurisdiction and tweaked slightly to suit Victoria Police. Following a competitive tender, the Boston Consulting Group (BCG) was chosen, in part, noted Hollowood, because they seemed more prepared to listen and approach the problem with a fresh perspective.
