The experience of writing this report helped reinforce my belief that the theory of transitional justice much emanate from, and constantly be nourished from the experiences of those who engage in its day-to-day work: the survivors, the families of victims, the human rights defenders, lawyers, judicial operators, whose labor creates the things we understand to be transitional justice. My first debt of gratitude is to Katya Salazar, Executive Director of the Due Process of Law Foundation (DPLF), and Leonor Arteaga, Impunity and Grave Human Rights Senior Program Officer at DPLF, for their invitation to collaborate in the preparation of a grant proposal to the Bureau of Democracy, Labor and Human Rights, which led to the two-year funded project on transitional justice in post-conflict Peru, Guatemala and El Salvador that is the basis for this report.

University of London INSTITUTE OF COMMONWEALTH STUDIES VOICE FILE NAME: COHP Dr Kamal Hossain Key: SO: Dr Sue Onslow (Interviewer) KH: Dr Kamal Hossain (Respondent) SO: This is Sue Onslow talking to Dr Kamal Hossain at the Oxford and Cambridge Club in London on Monday, 8th December 2014. Sir, thank you very much indeed for agreeing to take part in the Commonwealth Oral Histories project. I wonder if you could please begin by reflecting on your view of the Commonwealth and the Commonwealth Secretary General’s particular assistance at the time of international crisis, leading up to the independence of Bangladesh in 1971. KH: Now, it was a very high profile role that the Commonwealth played. It was after the nine month military operations were over and the task of building the new state started. Recognition started to come in in early December. The military chapters were from 26 March to 16 December. On 16 December, the Pakistan forces surrendered and the process of recognition – which had already started in early December – accelerated. Sheikh Mujib, our first and founding President was in prison at the time in Pakistan, as was I. We both flew out together to London. We arrived here on, I think, 7 January 1972. That was our initial formal contact with the British government. We met Mr Edward Heath on that day. I think it was the 7th or 8th of January. Mr Harold Wilson was the Leader of the Opposition and he expressed solidarity. I don’t think we met anyone from the Commonwealth in the course of that transit through London, but it was interesting that the very strong support we had received from Britain was expressed by the fact that Mr Wilson was possibly our first visitor, and Mr Heath, who was away in Chequers, came back the same evening.

  • Caselist 2017
The PEN International Case List 2017 About PEN International PEN International promotes literature and freedom of expression and is governed by the PEN Charter and the principles it embodies: unhampered transmission of thought within each nation and between all nations. Founded in London in 1921, PEN International – PEN’s Secretariat – connects an international community of writers through Centres in over 100 countries and across five continents. It is a forum where writers meet freely to discuss their work; it is also a voice speaking out for writers silenced in their own countries. The Writers in Prison Committee (WiPC) of PEN International was set up in 1960 as a result of mounting concern about attempts to silence critical voices around the world through the detention of writers. It works on behalf of all those who are detained or otherwise persecuted for their opinions expressed in writing and for writers who are under attack for their peaceful political activities or for the practice of their profession, provided that they did not use violence or advocate violence or racial hatred. The work of the WiPC in documenting persecution of writers resulted in the development of PEN’s Case List – an annual record of attacks, imprisonment and persecution of all who use the written word to express themselves, in whatever form. Member centres of PEN International are active in campaigning for an improvement in the conditions of persecuted writers and journalists. They send letters to the governments concerned and lobby their own governments to campaign for the release of detained writers and for investigations in cases of torture and killings.
