ABYEI New Appointments in Abyei Administration: During the reporting period, President of GON appointed three new Abyei Administration Officers: Mr. Kon Manyeit Mattiok, Infrastructure and Public Utilities, Mr. Mario Kuol Monyluak, Agriculture and Natural Resources and Mr. Achuil Akol Meyang, Finance and Economic Development. The appointed cabinets will be sworn in to start their respective duties in the various departments. Unity State Summit: The Abyei Chief Administrator attended the 10+1 States Summit in Unity State with representation of Missireya Ameers and Omdas of different clans (Mazagina, Awlad Kamel and Awald Amran), Sultans of Unity State and Abyei Area (Amir Kual and Dinka chiefs), Vice Presidents (Dr. Riek Machar and Ali Osman Mohammed Taha), Chief Administrator of Abyei Area, Governors (South Kordofan, Unity and Warrab) and others. The meeting discussed peaceful coexistence, regular interaction, and border properties. Strengthening dialogue: On 10 March traditional leaders and the Muglad Commissioner met the Abyei Chief Administrator and his Deputy in his office in Abyei, facilitated by UNMIS Civil Affairs. This is the first time an official Missireya delegation has visited Abyei since the PCA ruling. Returns Contingency Planning: The Abyei authorities in consultation with the Abyei Return Committee have identified Dokura as the permanent reception site for Abyei returns, about 10 km north of Abyei Town. An increase in returnees to Abyei has to be expected at the end of year schools, and in the light of immanent elections and the referendum. Timely information on the number and arrival of persons is crucial for any possible help which could be offered. Challenges in the Water Sector: The main challenges for the Water sector are the inaccessibility of Northern Areas, the lack of financial contributions or re-investments into the water sector by the Government, and environmental considerations. Health and Nutrition: An inspection of Abyei hospital identified that 1) antibiotics are not enough 2) pharmacy is not properly classified and need to be revised 3) utilization report was not provided to UN agencies. After discussion with pharmacist and hospital representatives it was proposed to submit list of necessary drugs for three months to UN Agencies with information how drugs will be used and month demand of drugs and food. As soon as this information is provided UN Agencies will take necessary requests for drug supply.

KASSALA AND GEDAREF International Women Day: On Monday 8th March, with support of UNDP Governance and Rule of Law project, State Ministry of Social Affairs celebrated the fifteenth International Women Day under the theme “Equality of Rights, Equal Opportunities and Development for all”. The day was celebrated by over five hundred females and male activists representing many institutions, NGOs and CBOs. The Advisor to the Wali on Women and Family Issues Mrs. Sayda Elhaj Basheer on behalf of the Wali of Kassala and the Director General of Ministry of Social Affairs, Mr. Elamin 1

Mohamed Elamin, joined the celebration and assured the commitment of the State government to promote and support the women rights and gender equality.

BLUE NILE STATE Blue Nile Donor Conference postponed: The Ministry of Finance informs the Blue Nile Donor’s Conference is postponed until after the elections by decision of the Governor. The Governor directed the preparatory committees for the conference to continue their work.

SOUTHERN KORDOFAN (KADUGLI AND MUJLAD) Conflagration in Sahal village in Abu Gibeha locality: Save the children (Sweden) based in Abu Gibeha in collaboration with HAC/SRRC distributed NFIs (24 Water Jerry cans, 12 plastic sheets and 24 Blanket) to 12 affected HH by conflagration, Multi Sector Assessment to Lagawa and Abu Ghibeha: An assessment to Lagawa supported by GAA, UNICEF, WHO and SSRRC/HAC has been finalized on 6 March 2010. An assessment by State Ministry of Animal Wealth and FAO on water shortages in was finalized on Abu Ghibeha 11 March 2010. Reports will be circulated asap. UPCOMING EVENTS - Assessment Mission to Keilak locality to be led by UNICEF wash along with wash partners to look into water shortage issues. - Monthly Coordination Meeting - NFI training by UNJLC for NFI partners.

DARFUR DCPSF: On March 11, Darfur Community Peace & Stability Fund conducted an information session in Nyala for the recent call for proposals which will be closed by April 29, the session was attended by representative from National and International NGOs, CBOs, UN agencies and governmental institution. DCPSF explained that they will fund projects that focus on conflict resolution and restoring trust and confidence amongst communities in Darfur and will not fund projects that are primarily recovery or development focused. Also they highlighted the application form criteria, procedures, priorities, and eligibility to get the fund. SD-WASH cluster: On March 11, SD Minister of Physical Planning & Public Utilities called for ad hoc meeting with WASH partners operating in South Darfur. The minister explained that the meeting is to discuss how to fill the gaps in East Jabal Mara, Ed Elfursan, Sharia, and Kass localities that came out from the preliminary results of the ongoing assessment by WES and UNICEF. WASH partners requested the final results of the ongoing assessment in order to map the gaps clearly and plan appropriate response accordingly. Finally the minister expressed his grateful to the work that is running by WASH partners and he confirmed that he will be facilitating any WASH related issues for all the partners and ask WES to circulate the final reported to the partners as soon as finalized. SD-Heath sector: On March 10, SD MERLIN reported to the Health Coordination meeting that five (5) suspected cases of meningitis were notified from Hejir and Um Konga areas 37 km SE of Nyala, MERLIN is supporting the transportation of the patients to Nyala hospital for treatment and the samples were sent to the central laboratory for further investigation. The health forum agreed to send an investigation team to the area to assess the situation and response. Last week, National Organization for Care & Development NOCD reported that, they conducted five days training program in Aldein area on HIV/AIDs awareness and prevention methods. The training attended by 50 participants representing NGOs, Youths, and other health workers mainly female. On March 10, SD Expanded Program for Immunization EPI reported that, the National Immunization Days for program for children under five year old is successfully completed in all South Darfur localities expected East Jabal Mara areas and few locations in the border between SD state and North Bahar Agazal due to inaccessibility. SD-Livelihoods: Last week, SD-UNDP livelihood program conducted joint assessment mission with Delegation from SWISS Embassy to Kubum area 160 km SW of Nyala. The main objective of the mission is to conduct value chain analysis for Honey production in the area as a pilot project and it will be replicated according the final evaluation, and

Page 2 of 7 the project is funded by SWISS Embassy. ND/Health Cluster: The Environmental Health Department of the State Ministry of Health in ND along with its partners is currently undertaking a garbage campaign in Abu Shock IDPs camp, where another one is planning to be organized next week in El Salaam camp. The preparations of conducting nutrition training basically on Nutrition Information System are ongoing, being led by the Nutrition Department of the ND state ministry of Health. The training is planned to kick-start on 25 March, and will continue for three days targeting participants from El Fasher and different localities. Exceptional Fistula Repair Campaign is currently ongoing in El Fasher Maternity Hospital in close collaboration with International Islamic Medical Society. The campaign is targeting undertaking 50 operations for women from different localities of ND. On the other hand, a meeting for routine fistula campaign for the year 2010 will be held on the 5th of April, in which two experts from Britain will be participating. CENTRAL EQUATORIA STATE (CES) County Education Sector Forum scheduled for 18 March 2010: The Integrated Team met with the Director of Education, Yei County to work out the final details on the proposed county education sector coordination forum. Stakeholders are being informed of the meeting scheduled to take place on 18 March 2010 in Yei. Findings from Assessment in Morobo: An assessment mission to Morobo during the week revealed that returnees and host community members still require seeds and tools in readiness for this year’s planting season which is expected soon due to early rains. The authorities were informed that FAO in Juba has already pre-positioned seeds in Yei for distribution. This will be done immediately after the purchase of more seeds from Uganda to ensure equitable distribution. The authorities have requested extra schools and health care services in all communities; a request articulated in an assessment carried out in November 2009. The UNMIS Roaming Road Maintenance Project (RRMP) has carried out some repairs to the Yei-Morobo-Kaya road; however, authorities requested the grading of roads leading to Wondabe, Panyume and Lojolu payams. Most agricultural product perishes before reaching the market due to a lack of roads to transport them to urban communities. The Integrated Team will discuss the request with UNMIS RRMP and Ministry of Physical Infrastructure, CES for possible intervention. Food security assessment delayed: The planned WFP Annual Needs and Livelihood Assessment of Central Equatoria state scheduled for 10-16 March was cancelled due to logistics constraints. A new date has yet to be set. Returnees: According to the SSRRC County Secretary of Morobo, registration of spontaneous returnees continues in all five payams of the county but the numbers yet to be provided with reintegration assistance remain high. Between October 2009 and January 2010, 1393 households comprising 7891 individuals were tracked in Gulumbi, Lojolu, Panyume, Kimba and Wondabe payams. Figures for February and March will be confirmed the end of March.

EASTERN EQUATORIA STATE (EES) Food Security Livelihoods – The Norwegian Church Aid (NCA) will shortly provide agricultural inputs to support the mothers’ union project (Vulnerable Widow Women Project) in Palwar Perish Lobone in Magwy County. Food aid: WFP is conducting a general food distribution in Budi County. Emergency assessments planned in SSRRC Emergency Coordination meeting: On date 10 March 2010, the Integrated Team participated in the emergency coordination meeting to discuss deteriorating situation of the victims of cattle raiding in which 7000 herds of cattle were stolen from Buya of Kimatong. The second item on the agenda was the situation facing the Didinga of Lorema/Lotukei and Kil-Kilai of Budi County who were raided by the Logir community, which was reported in the last weekly report by the team. The assessment was tentatively set for the team the tentative schedule for the trip 12 March 2010. Health Disaster Preparedness meeting: A disaster preparedness coordination meeting was hold by ministry of Health on Friday 12 March at SMoH. The meeting was chaired by SMoH Director General and co-chaired by WHO and attended by main partners, Merlin, AAR, NCA and AVSI. Attacks in Budi County: In Lorema payam, in Budi County, during a cattle raid, at least 12 persons, including children,

Page 3 of 7 were wounded. Related displacement is likely to have occurred but the County Commissioner was unable to give figures. In Budi County 17,300 people are to receive food aid. Displacement due to food insecurity and reported cases of malnutrition in children: It also has been reported that movement of populations have been observed from Southern Sudan to Uganda from Lotukey and Lorema payam. These movements seem to be triggered by food insecurity due to inadequate rainfall. In response, WFP will distribute 2 month rations to Lotukey, Kikila and Lorema payams. Cattle raiding and counter cattle raiding and competition over water and grazing land is reported from Kimotomg payam and all Idiepo Valley in Budi County. According to County commissioner, this may have cause population displacement in Kimotong County and other counties located in the North part of Budi County. In response, WFP will distribute 2 month rations to Kimotong, Narich, Kali, Karema and Chawa Payams. In Nanyangachor, East County, movements from Ethopia are reported. The Nanyangachor nurses from DoT report children under 5 suffering from malnutrition (marasmus). There are no specific nutritional programs in that area. DoT teachers report a decrease in school attendance due to the hunger. Serious drug shortages: shortages are reported in Chukudum hospital, Budi County, and Nanyangachor Hospital, , are facing basic drugs supply shortages.

JONGLEI STATE (JS) Cattle raided in Akobo: On 8 March 2010 at Walgak Payam in Akobo, unknown group suspected to be Murle tribesmen raided an unknown number of cattle. As a result one man was killed and two wounded. UXOs found in Baidit Payam: On 10 March 2010, a representative of Samaritans Purse informed Un Security that several UXOs have been found in Mathiang Boma, Baidit Payam, Bor County; several UXOs have been found near the Boma centre. The report as well as the photo of the UXOs has been forward through Bor TS UNMIS/UNMOs reporting channels to Malakal Sector 3, HQ. Disarmament continues: CAD and JIT that civilian voluntary disarmament is continuing in the counties of Pibor, Pigi, Akobo, Pochalla and Fangak. Food Security: WFP has plans to distribute food in Waat in March 2010 to cover the hunger gap in March and April 2010. IDPs: WFP confirmed the displacement of some women and children from Ajwara to Pochalla after Murle attack to the village. Numbers are not confirmed and no registration request has been submitted by SSRRC, Returns: Interagency verification of spontaneous returnees ongoing from March 11-15. Initially SSRRC Bor County reports 2,540 individuals (470 households). The inter-agency team consisted of UNHCR, WFP, CRS, ADRA and Jonglei Integrated Team. Reportedly, the returnees came from Yei, Maridi, Kaya, Nimule, Kapoeta, Torit, Khartoum, Malakal, Kosti, Kenya and Uganda.

LAKES STATE (LS) Armed personnel frequently force NGOs vehicles into transporting them to disarmament areas. On 11 March, ACROSS vehicles used for the education sector were forcefully taken by the military in the Akot area. The driver was beaten unconsciousness and was taken to Mustard Seed Hospital in Akot for treatment. On that same day after an accumulation of several complains from NGOs and UN agencies the Governor of Lakes State wrote a letter to the army commander Major General in charge of disarmament in Lakes giving directives to all military authorities to stop obstructing any UN and NGO trucks when they are on their humanitarian duties. Food assistance to IDPs in Kato, Awerial County: During the week under review, WFP carried out the delivery and distribution of one month food rations to IDPs: 11,390 individuals [5,216 males and 6,174 females] verified in Kalthok (Awerial County) as well as 8,442 individuals [3,799 males and 4,643 females] verified in Cueibet Town (Cueibet County). WFP is currently also engaged in emergency food distribution for identified food insecure household. This activity is completed in four of the eight counties of Lakes State i.e. Wulu, Rumbek East/North, Cueibet and Awerial. Returnees: SSRRC spontaneous returnee tracking and monitoring continues. During the months of January and February 2010 respectively a total of 3,068 and 3748 were registered. The SSRRC, WFP and RRR-RCSO Integrated Team have agreed that those returnees tracked should be included for food assistance, under the current WFP

Vulnerable Food Assistance Program. That SSRRC should compile the list of the returnees according the Payam of their last destinations.

NORTHERN BAHR EL GHAZAL STATE (NBEGS) Floods preparedness advocated in Inter-agency Coordination Forum: In an inter-agency coordination forum this week, chaired by SSRRC, the Integrated Team advocated for floods preparedness which are punctual in NBEGS. Emergency food ration to vulnerable communities by WFP: WFP has delivered food rations to vulnerable individuals and families in the state for the past one month. Between 9 and 11 March 2010, one thousand and two metric tons (1002 MT) were been distributed to sixty one thousand three hundred and forty three (61,343) individuals. Stranded Returnees in WES: The Integrated Team has been in discussion with counterparts in WES on the issues of 12 returnees brought by UDF from CAR and left in Yambio without means of reaching their final destination in NBeG. The County Commissioner of Aweil East, in whose county the 12 people belong, promised to finance their transportation but to no avail. The matter is still under discussion. Church Organized Returns in Aweil North County: A total of 65 households (317 individuals) facilitated by the Catholic Church of Dhein (Dhein Parish) in Southern Darfur, returned to Gokmachar (Aweil North County) on 7 March 2010. They were received by county authorities and taken to Maroltiit teachers training centre. They were verified by the Integrated Team and WFP together with SSRRC and WFP immediately served them with three month food ration. Concern World Wide promised to give NFIs on 16 March 2010). Verification of Vulnerable community members: On 11 March 2010, the Integrated Team and SSRRC supported WFP in verification of both vulnerable host community and returnees in Aweil West and North County, a total of 1536 households (7680 individuals were verified and served with food.

UNITY STATE (US) Warrap - Unity States Cross-Border Cattle raids: Reportedly, on 8th of March an armed Dinka group from Gogrial east County (Warrap State) crossed the border and looted some 1000 cattle from Titil and Kuenydit villages of Ruothnibol Payam in Mayom County. On the 12th of March, UNMIS team was informed by Executive Director of Ruothnibor Payam, Daniel Latjok Liep, that on the 11th of March 600 armed Dinka from Warrap state looted some 180 cattle. During a Long Range Patrol to Mayom County, Integrated Team and DDR noted: o Large cattle camps are frequent along the road and scattered throughout the area. o The area is only sparsely inhabited. SPLA presence is not visible, but reports indicate that SPLA forces have been recently deployed to the “buffer” zone between Mayom and Gogrial East County. o Failure of civilian disarmament adds to cattle raids and youth mobilization. o SPLA fails in providing security or in deterring cross border raids. SPLA deployment along the border would be a good short-term mitigating measure. o Lack of employment opportunities adds to root causes of cattle raids. o Decreasing influence of traditional leaders (elders, church) on youths.

HUMANITARIAN DEVELOPMENTS Fighting in Abiemnom County: On the 11 March 200 Messeriya armed with AK 47 and RPGs reportedly clashes with SPLA soldiers. As a result, 2 SPLA died, and 3 were injured. Registration and Verification of IDPs: WFP has verification of 6000 individuals (1,200 households) in Abiemnom. Food distribution to IDPs will immediately follow the verification exercise. Food aid assistance in Pulmok: WFP will commence food aid distribution to 480 IDPs in Pulmok and 8,963 severely food insecure residents in Pulmok and Nyal in Panyijar County, southern Unity State w/c 15 March 2010. WHO report on Acute Watery Diarrhea Cases March 2010: The WHO epidemiological report for weeks 7 & 8 of March 2010 indicated a high increase in Acute Watery Diarrhea (AWD) cases in Tutnyang, Dablual, Rubkuai, Puboang, Bor, Madol and Tharkuer in Mayendit and Leer Counties. The report indicated that the reason for an increase in AWD cases could be attributed to lack of adequate water and sanitation facilities in the areas.

UPPER NILE STATE (UNS) Education Sector Micro-Planning Workshop: Between 10 and 11 March, the integrated team attended a two days workshop organised by UNICEF in partnership with the ministry of Education. The focus of the workshop rested on mobilization for quality Education Upper Nile State. It also served as the quarterly education sector coordination meeting. By the end of the workshop and based on Education Management Information System (EMIS) data, each county was able to identify a Hub School and cluster of schools (including the child friendly schools). A hub school will be a model school which will have all the necessary facilities ranging from a library, resource centre and trained teachers. The hub schools should raise the standard and quality of teaching at basic level. UNICEF will assist in establishing at least one hub school in each of the 13 Counties of the State WFP pre-positions food with intention to double food served in 2009: As part of the World Food Programme’s response to last years poor harvest, the organization continues to preposition food in the 12 state counties to enable distribution of food aid to approximately 120 sites within the state. Food deliveries are expected to continue throughout the dry season. WFP aims to significantly increase its food delivery to Upper Nile State. They will double their tonnage from last years 16,000 metric tons to approximately 27,000 metric tons this year out of which 70% will be used for general food distributions with 30% set aside for returnees/refugees and other micro projects. Returns: The first convoy of the IOM led joint organized returns from Blue Nile State to Maban County in Upper Nile State arrived safely on 8, March 2010. The returnees were met by government officials including the Commissioner and SSRRC. They were dispatched to their final destinations in Doro, Gesmalla, Guffa and Nila Payams respectively. The team receiving the returnees in Maban counted a total of 136 households representing 465 instead of 144 households (462 individuals) manifested and all have already received early reintegration assistance including 22.453 metric tons of food and assorted NFI kits. The second convoy with approximately 672 individuals is expected in Maban on Tuesday 16 March. Plans are already underway to plan and coordinate early reintegration assistances to the second group.

WARRAP STATE (WS) Humanitarian assessment conducted in Tonj East County: Between 9 and 11 March 2010, an interagency team visited Palal Payam (Tonj East County) to assess reports of clashes between the civilian population of Palal Payam and Sudan Peoples Liberation Army (SPLA) on 28 February and 2 March 2010. Reportedly, 15 Civilians and 5 soldiers died, 4 civilians were wounded. 1,440 houses with belongings, 1 Health Centre, 1 Supplementary Feeding Centre and 4 schools were burnt, and one water point destroyed. Between 9 and 12 March 2010, WFP moved assorted food items to support World Vision Sudan will manage the distribution of the food starting 13th March 2010. Arrangements are underway for delivery of Non Food Items to Palal Payam. So far UNJLC has approved 1500 NFI for distribution. UNICEF will issue 500 kits and IOM 1000. IOM has also contributed three trucks to move these items beginning 13 March 2010. The distribution of the NFIs will be done by World Vision International. UNICEF has also contributed 1500 buckets to be distributed to all the House holds. These buckets will be transported along with the NFIs in the IOM trucks. UNICEF has donated 4 schools in a box kits which will enable reopening of the 4 schools. UNICEF has also contributed 2 PHCC kits which will be moved along with the NFI kits. This will assist in reopening of the destroyed PHCC. UNICEF has contributed 5 recreational kits for the children which will be placed in five selected locations.

WESTERN BAHR ELGHAZAL STATE (WBEGS) Reconnection of North/South railway line inaugurated: The railway line that connects the South and North Sudan has finally been reconnected with Wau on 11 March 1 2010, after 21 years. It was officially inaugurated by the President of the Republic of Sudan along with his First Vice President and the President of . UNICEF Supports State EPI with TT Vaccines and the upcoming Sudan Household Survey exercise: UNICEF Wau Health unit informed integrated team that it is receiving today a consignment of TT vaccines from Juba for the vaccination of women of the child bearing age in Western Bahr el Ghazal State. UNICEF plans to consult State EPI unit later today to agree on the possible vaccination date. UNICEF also reported that it will support the upcoming Sudan Household Survey planned to kick off next week by the SMoH, GOSS and Southern Sudan Commission for Census Statistics and Evaluation (SSCCSE). Food security and livelihood coordination meeting held: On the 10 March 2010, the SMOAARI held its monthly

food security and livelihood meeting at the State Ministry of Agriculture meetings Hall. The meeting was attended by key food security partners including members of Western Bahr el Ghazal State RCSO/RRR integrated team. Highlights from the meeting included: o Save the children plans to distribute seeds and tools to 200 households in the three payams of Udici, Kuajiena and Marial bai, income generating activity support to 90 vulnerable women in Marial bai and Udici, Cash transfer for 350 households in livelihood schemes and finally Disaster risk assessment in Jur and Wau counties respectively. The assessment will be carried out in collaboration with the Ministry of Agriculture, SSRRC and Minister of Social Development staffs who had previously attended the training. o FAO has targeted 8000 beneficiaries to be given seeds (sesame, maize g/nuts and sorghum among others). According to FAO 8000 hoes 8000 mulodas and axes are going to be given to the beneficiaries o 680 kg varieties of vegetables will be distributed too. o HARD will distribute seeds and tools in Udici, Kuajiena, and Marial Wau Payams to 1440 beneficiaries women headed group in April. 720 returnees will be provided with fishing nets and 240 youth will be involved in vegetables growing. Food assistance to returnees and vulnerables: WFP reports 311 new IDPs in Wau from Wulu, Lakes State. They were verified during the course of the week by WFP and will receive food by next week. According to ANLA, some communities in Jur River County were found to be food insecure; hence, 113.393 MT of food were given to 7000 individual in Barurud village to cover the hunger gap identified in ANLA. Food distribution was carried out between10 and 11March 2010.

WESTERN EQUATORIA STATE (WES) Coordination of WASH and Health: The UNST on 12 March 2010 agreed that WASH sector coordination meetings should be reactivated and collaboration with state government strengthened. Similar efforts would be applied to the health sector. Food aid to IDPS: On 9 March 2010, WFP’s partner World Vision International (WVI) started food distributed to IDPs from Sugo Siro in Yambio. A total of 2 843 IDPs (441 households) received food assistance this week. The Integrated Team continues to follow up the pending distribution of food assistance to verified IDPs. Returns: The 12 Sudanese refugees who had returned from Central Africa last month are still stranded in Yambio. UNHCR continued their efforts in providing accommodation and food support. IOM has yet to respond to the request of assistance and the promise of transport assistance by SSRRC in Aweil is yet to be fulfilled. Sudanese refugees, who had returned to Western Equatoria last month, from a town called Sam Ouandja (north-east of Central African Republic (CAR)) reported that there are many Sudanese refugees who remained behind. They were registered by UNHCR and were assisted by WFP, but now they are facing a deteriorating security situation CAR rebels and again LRA. The UNHCR staff and their partners evacuated from the area and refugees were allegedly left without assistance or protection. On 8 March 2010 the SSRRC requested UNHCR to assist these refugees to return to Sudan. UNHCR in WES is currently in consultation with their office in Juba regarding SSRRC appeal.
