SIGNIFICANT EVENTS:

OPEN:

CIVIL DISTURBANCE – Philadelphia County, 10/26/20 - Approximately 300 people gathered following a police officer involved shooting of a 27-year-old male armed with a knife during a confrontation in the area of 61st and Locust Streets in the City of Philadelphia. Delaware County also reported people gathering in the area of 69th and Market Streets in Upper Darby Township. Thirty Philadelphia Police officers were injured, none of them critically, and 29 of them were treated and released at a local hospital. Police cars, a news media van, and multiple stores were vandalized. Philadelphia Office of Emergency Management (OEM) requested assistance from the Pennsylvania State Police (PSP) and PSP responded. The City of Philadelphia activated their Emergency Operations Center. Montgomery County assisted by providing 10-15 MIRT officers to Philadelphia Police Department.

OUTBREAK AT LONG TERM CARE FACILITY – Westmoreland County, 10/16/20 – Numerous positive cases of COVID-19, in both patients and staff, have occurred at Transitions Healthcare in North Huntingdon Township. Due to the outbreak, they are down over 30% of their staff. Transitions has requested staffing assistance from the Regional Response Health Collaboration Program (RRHCP). As of 10/16/20, two more facilities reported escalations in positive cases in their residents and staff. The Rehabilitation and Nursing Center at Greater Pittsburgh and Oak Hill Healthcare and Rehabilitation Center are both in Hempfield Township.

OUTBREAK AT LONG TERM CARE FACILITY – Huntingdon County, 10/2/20 – Numerous positive cases of COVID -19 have occurred at AristaCare at Woodland Park, a long- term care facility, in Orbisonia Borough. The PA Department of Health Long Term Care Taskforce is assisting the facility. A resource request was received from Huntingdon County for patient privacy barriers for the facility. As of 10/23/20 AristaCare at Huntingdon Park in Huntingdon Borough has also reported an increase of COVID-19 cases. Huntingdon County EMA is supporting with assistance from regional teams.

MISSING PERSON – Lancaster County, 6/22/20 – A search is being conducted for an 18-year-old white female last seen on a farm in Upper Leacock Township. She is reported to be approximately 5’10” in height, 125 pounds, and wearing a tan dress with a white apron. The Bird-in-Hand Fire Company along with Middle Creek Search & Rescue had been assisting over the past week with the search. On 7/1/20 the search transitioned from local fire and police to a community effort. The East Lampeter Township Police are leading the investigation. On 7/10/20 a male was arrested at night by East Lampeter Township Police and charged with felony kidnapping and misdemeanor false imprisonment. The 18-year-old female is still missing. On 7/12/20 PA State Police conducted a search with the assistance of numerous fire departments, search teams, and drones in an area of interest. On 7/17/20, another search was conducted in the area of New Holland by search teams and drones. Additional searches were conducted on 25 in the Gordonville area.

STATEWIDE DEMONSTRATIONS AND PROTEST – Statewide, 5/30/20 – Numerous protests have been occurring throughout the Commonwealth in support of the George Floyd case in Minneapolis, Minnesota. Law Enforcement units are working to maintain peaceful protests while protecting property, the rights of the demonstrators, and all citizens. The situation escalated, and police have been engaged in several areas and some vandalism has occurred. Numerous police officers have been injured across the state. Some counties activated their Emergency Operations Centers to monitor the activity. Some of the activities of the demonstrators caused overnight curfews to be placed into effect Saturday night in Philadelphia, Pittsburgh, and Harrisburg and again Sunday night in Philadelphia and Pittsburgh. In responses to this escalation, Governor Wolf has signed A Proclamation of Disaster Emergency for Pennsylvania. The Commonwealth Response Coordination Center (CRCC) activated at 1800 hours on 5/30/20 and is maintaining situational awareness of events. National Guard personnel were mobilized to assist. Protests on 6/7/20 were mostly peaceful and all protest related curfews have been lifted. More protests are scheduled. At 2000 hours on 6/8/20, the Commonwealth Response Coordination Center was demobilized for this incident. The Commonwealth Watch and Warning Center will continue to monitor activities as they are reported.

CLOSED:

MULTI-STORY STRUCTURE FIRE – Lackawanna County, 10/25/20 – 104 residents of the United House Apartments, a 90-unit, low income, senior housing, in Scranton City, evacuated to Geisinger Commonwealth School of Medicine due to a fire. Only 36 of the residents needed shelter and were transported by Commonwealth Transportation to the Scranton High School. The American Red Cross sent teams to the high school to set up cots and staff the facility. All fire units have cleared the scene.

ROAD CLOSURE – Perry County, 10/25/20 – A multi-vehicle accident, involving a tractor trailer, closed US 22/322 in Greenwood Township. There was no trapped queue and an effective detour was in place. The trailer was breached and approximately two skids of soda spilled on the roadway. There was a 50-gallon diesel fuel and motor oil spill onto the roadway and into the soil. It was unknown if any fluids impacted a nearby creek. Fire crews placed booms in the creek as a precaution. Emergency crews completed cleanup operations and reopened the road after seven hours and 45 minutes.

DISASTER DECLARATIONS:

10/5/20 – The Honorable Tom Wolf, Governor of the Commonwealth of Pennsylvania, requested that President Trump declare a major disaster for nine Pennsylvania counties in the wake of devastating flooding caused by Tropical Storm Isaias in 2020. The request included Berks, Bucks, Chester, Delaware, Lehigh, Monroe, Montgomery, Northampton and Philadelphia counties.

9/2/20 - Pennsylvania Governor Tom Wolf signed a second renewal of his 90-day disaster declaration for the COVID-19 pandemic which was originally signed 6, 2020. The emergency disaster declaration provides for increased support to state agencies involved in the continued response to the virus and recovery for the state during reopening. This includes expediting supply procurement and lifting certain regulations to allow for efficient and effective mitigation.

8/11/20 – A Disaster Declaration was issued for Philadelphia County for events and damages related to Tropical Storm Isaias.

8/7/20 - The U.S. Small Business Administration issued SBA disaster declaration #16571 and #16572, PA-00106 for Civil Unrest that occurred between 5/30/20 and 6/8/20. The following areas have been determined to be adversely affected by the disaster. The primary county is Philadelphia, in addition, the declaration covers the contiguous counties of Bucks, Delaware, and Montgomery. There is a Physical Loan Damage Application Deadline Date of 10/6/2020 and an Economic Injury (EIDL) Loan Application Deadline Date of 5/7/21.

8/4/20 – A Disaster Declaration was issued for Montgomery County for events and damages related to Tropical Storm Isaias.

5/31/20 - The Honorable Tom Wolf, Governor of the Commonwealth of Pennsylvania, signed a Proclamation of Disaster Emergency in response to ongoing protests related to the death of George Floyd in Minneapolis, Minnesota. This will provide increased support for the Commonwealth’s response.

5/22/20 - The U.S. Small Business Administration issued SBA disaster declaration #16469 and #16470, PA-00105 for an apartment complex fire that occurred 05/12/20. The following areas have been determined to be adversely affected by the disaster. The primary county is Huntington, in addition, the declaration covers the contiguous counties of Bedford, Blair, Centre, Franklin, Fulton, Juniata, and Mifflin. There is a Physical Loan Damage Application Deadline Date of 07/21/2020 and an Economic Injury (EIDL) Loan Application Deadline Date of 02/22/21.

3/30/20 - Governor Tom Wolf requested a major disaster declaration from the President through the Federal Emergency Management Agency to provide additional support for state, county and municipal governments and certain nonprofits, as well as individuals who are struggling during the COVID-19 outbreak. The request for a major disaster declaration will provide the same emergency protective measures available under the nationwide emergency proclamation; the following Individual Assistance programs: Disaster Unemployment Assistance, Crisis Counseling, Community Disaster Loans and the Disaster Supplemental Nutrition Program; and Statewide Hazard Mitigation. The President approved the declaration on 3/30/20 under Major Disaster Declaration FEMA-4506-DR.

3/19/20 - The U.S. Small Business Administration issued SBA disaster declaration #16360, Pennsylvania Disaster Number PA-00104 Declaration of Economic Injury for the Coronavirus (COVID-19) that occurred 01/31/20 and continuing. Working Capital Disaster Loans are available to small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and private nonprofit organizations located within all counties in the Commonwealth of Pennsylvania. The Economic Injury (EIDL) Loan Application Deadline Date is 12/21/2020.

3/19/20 - A Disaster Declaration was issued for Elk, Mercer, Monroe, Snyder, Somerset, Sullivan, and Susquehanna Counties in response to the COVID – 19 outbreak.

3/18/20 - A Disaster Declaration was issued for Adams, Allegheny, Butler, Clearfield, Forest, Greene, Pike, and Schuylkill Counties in response to the COVID – 19 outbreak.

3/17/20 - A Disaster Declaration was issued for Cambria, Cameron, Clarion, Clinton, Crawford, Cumberland, Fulton, Juniata, Lancaster, Lawrence, Lebanon, Northumberland, Potter, Warren, and Washington Counties in response to the COVID – 19 outbreak.

3/16/20 - A Disaster Declaration was issued for Bedford, Beaver, Blair, Cameron, Carbon, Columbia, Erie, Franklin, Huntington, Indiana, Jefferson, Lackawanna, Lehigh, Lycoming, McKean, Perry, Tioga, Wayne, Wyoming, and York Counties in response to the COVID – 19 outbreak.

3/15/20 – A Disaster Declaration was issued for Luzerne County in response to the COVID – 19 outbreak.

3/14/20 – A Disaster Declaration was issued for Centre and Westmoreland Counties in response to the COVID – 19 outbreak.

3/13/20 – An Emergency Declaration for Public Assistance Emergency Protective Measures was issued on , 2020 for all Pennsylvania counties to cover eligible costs that are directly associated with the Emergency Protective Measures being taken to respond to and protect the residents of Pennsylvania from the COVID-19 virus. The designation is EM-3441.

3/13/20 – A Disaster Declaration was issued for Bradford, Bucks, Dauphin, Fayette, Northampton, and Union Counties in response to the COVID-19 outbreak.

3/12/20 – A Disaster Declaration was issued for Allegheny, Berks, Mifflin, and Montour Counties in response to the COVID-19 outbreak.

3/08/20 – A Disaster Declaration was issued for Montgomery County in response to the COVID-19 outbreak.

03/07/20 – A Disaster Declaration was issued for Delaware County in response to the COVID- 19 outbreak.

03/06/20 - The Honorable Tom Wolf, Governor of the Commonwealth of Pennsylvania, signed a statewide Proclamation of Disaster Emergency on 03/06/20 in response to the Covid-19 virus. This will provide increased support for the state’s response.

01/22/20 - The U.S. Small Business Administration issued SBA disaster declaration, NJ #16249 for the drought that occurred from through , 2019. Working Capital Disaster Loans are available to small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and private nonprofit organizations located in Delaware and Philadelphia Counties, Pennsylvania. These counties are eligible because they are contiguous to one or more primary counties in New Jersey. The Economic Injury (EIDL) Loan Application Deadline Date is 09/10/2020.

12/11/19 - The U.S. Small Business Administration issued SBA disaster declarations #16220 and #16221 for the severe storms and high winds that occurred during the incident period 10/31/19 through 11/01/19. The following areas have been determined to be adversely affected by the disaster. The primary county is Erie, in addition, the declaration covers the contiguous counties of Crawford and Warren. There is a Physical Loan Damage Application Deadline Date of 02/10/2020 and an Economic Injury (EIDL) Loan Application Deadline Date of 09/11/2020.

01/18/19 – The Honorable Tom Wolf, Governor of the Commonwealth of Pennsylvania signed a statewide Proclamation of Disaster Emergency on 01/18/19 due to a severe winter event that is expected to impact the Commonwealth of Pennsylvania, causing dangerous winter weather conditions including snow, ice accumulation, and flooding.

11/27/18 – A Major Disaster Declaration was declared on 11/27/18 for severe storms and flooding that occurred 8/10/18 – 8/15/18. Public Assistance (Cat A-G) was approved for Bradford, Columbia, Lackawanna, Lycoming, Montour, Northampton, Schuylkill, Sullivan, Susquehanna, Tioga, and Wyoming Counties. In addition, all areas in the Commonwealth of Pennsylvania are eligible for assistance under the Hazard Mitigation Grant Program. The designation is FEMA–4408-DR.

1/10/18 – The Honorable Tom Wolf, Governor of the Commonwealth of Pennsylvania signed a statewide disaster declaration on 1/10/2018 for the on-going heroin/opioid epidemic. It will enhance state response and increase access to treatment. The declaration is the first-of-its- kind for a public health emergency in Pennsylvania. It will utilize a command center at the Pennsylvania Emergency Management Agency to track progress and enhance coordination of the health and public safety agencies. The declaration specifies 13 key initiatives that are the culmination of a collaboration between all state agencies, with focus on the departments of Health, Drug and Alcohol Programs, the Pennsylvania Emergency Management Agency, the Pennsylvania Commission on Crime and Delinquency, and the Pennsylvania State Police. On 3/6/18, the governor amended this declaration to include the winter storm that began on 3/6/18.

12/2/16 – A Major Disaster Declaration for Public Assistance (Cat A-G) was declared on 2, 2016 for Bradford, Centre, Lycoming, and Sullivan counties. In addition, all areas in the Commonwealth of Pennsylvania are eligible for assistance under the Hazard Mitigation Grant Program. The designation is FEMA–4292-DR.

24-Hour Projected Weather Statewide:

A weak cold frontal boundary will be pushing south of the Mason-Dixon line this morning before becoming stationary over Virginia for Wednesday and Thursday. Patchy light rain and drizzle across Central and Northern Pennsylvania will fizzle out this morning, leaving a mostly cloudy overcast skies throughout day. Chilly high temperatures in the 40s across the northern mountains and 50s in the central and southern valleys.

A weak and fast-moving disturbance will spread some light showers, or even a few hours of steady light rain, across mainly the region north of Interstate 80 late this afternoon and early this evening. A ridge of high pressure building over the Commonwealth tonight will bring dry conditions but likely not to clear until Wednesday when we could see several hours of sunshine across then northern mountains. Lows tonight will range from near freezing throughout the perennial cold spots of McKean and Potter counties, to the mid-40s across the south.

Rain will stream northeast along and to the north of this front later Wednesday night and Thursday. Significant moisture contribution is expected across the southeast half of the Commonwealth from the weakened remnants of Hurricane Zeta as it moves from the southern Appalachians to the Delmarva Coast.

Rainfall totals ending at noon Friday will likely be between two and three inches across central and southern Pennsylvania. Lesser amounts of rain will fall across the northwest part of the Commonwealth, and the rain will mix with or change to wet snow Thursday night into Friday with a light accumulation of an inch or two possible across the highest terrain near and to the north of Route 6.
